Plan, develop, and implement programs and processes to ensure project planning studies, designs, construction, and maintenance meet technical and program standards.
Serve as a senior technical advisor and consultant on all commonality and standardization procedures and standards.
Identify innovative or creative ways to eliminate and/or alleviate problems that affect quality and efficiency of mission execution, advocates for and implements strategic plans of action which may include technical and administrative changes.
Oversee all technical and management aspects of maintaining the commonality and standardization management documents, procedures, and manuals to comply with governing principles, practices, and guidance.
Represent the INDC nationally on commonality and standardization matters related to policy and process with USACE higher authorities.
Review work assignments, projects, problems to be solved, milestones, deadlines, program issues, etc.
Responsible for continual assessment of INDC activities to assure compliance with commonality and standardization management program requirements.
Identify and review milestones and budgets for studies, designs, engineering during construction, and maintenance activities for inland navigation projects to assure compliance with commonality and standardization management objectives.
Serve as the INDC lead for the development, implementation, and operation of the commonality and standardization management program in accordance with professional interpretation of established agency policy, guidance, principles, and practices
Provide advice on work methods, practices and procedures that help identify, distribute, and balance workloads and tasks among staff to facilitate workflow and use of skills and occupational specializations.
Contribute to a positive work atmosphere that fosters cooperation, trust, and group identity, tailor communication style to meet needs and level of understanding.
Measure progress, monitors performance, and reports to functional chiefs and project leads on the status and progress of work to assure work priorities, methods, deadlines, and objectives are met.
Communicate the organizational plans, mission, vision and values to personnel representing various functions within the HQUSACE, MSC, District, ERDC, customers, and contractors.
Serve as the primary point-of-contact with geographic district project manager and functional elements, sponsor/customer; and other external organizations on issues pertaining to commonality and standardization management.
Identify problems or issues and facilitates the resolution of identified problems or issues in the most appropriate manner.
Provide advice to the INDC director regarding program execution and makes recommendations for future changes in the delivery of navigation projects.
Oversees development and maintenance of processes and procedures to assure compliance with the commonality and standardization management program.

Serve as an engineering national technical specialist and principal advisor on inland navigation locks and dams for the Inland Navigation Design Center (INDC).
Review and comment on analyses completed by other technical specialists.
Work with United States Army Corps of Engineers (USACE) research labs to develop data that extends understanding of the technical engineering aspects of projects.
Provide technical direction to the planning, developing, building, and sustaining of a national cadre of competent engineers in the Inland Navigation Design (IND) CoP, within constraints of budgets and programs.
Serve as project lead, ensure performance, quality, execution is consistent with established schedules and requirements.
Coordinate and monitor schedules, progress, and suspense dates to ensure INDC work products and analyses are completed when required.
Develop, review, and/or update USACE engineering publications, criteria, and guidance related to the INDC under the guidance of, and as prioritized by, Headquarters USACE (HQUSACE) Community of Practice (CoP) leaders.

Lead development of methods and tools for use by USACE to support lock and dam design and analysis.
Develop engineering models and tools to be used for risk and reliability analyses to support risk-informed decisions in the design of new locks and dams as well as the repair of existing lock and dams.
Perform all facets of the design and analysis processes for inland navigation MEGA projects, and the ability to communicate these skills in a consistently clear, concise, and accurate manner.
