As a Human Resources Specialist (Human Resources Development), you will:

• Oversee and manage the planning and delivery of Bureau training and development programs, activities, and services.
• Collaborate with managers, supervisors, and program staff in planning, administering, and assessing training and development programs and functions for the Bureau.
• Serve as an internal consultant to senior managers and participate in sensitive planning and decision-making deliberations and discussions with Bureau executives and supervisors.

• Assist in identifying terrorist financing, money laundering, and other financial crime trends and methodologies that may exist as a result of the evolution of payments and the growth of new technologies.
• Assess how new technologies, such as machine learning, can potentially reduce illicit finance risks and advance AML/CFT compliance, and assist in the development and implementation of policies designed to mitigate such risks.
• Contribute to the development and implementation of systemic AML/CFT strategies including, not limited to strategies to address the emerging risks with new payment systems; support U.S. leadership in financial and payments technology; advance policy and regulatory reform efforts to enable and support the use of technology; and improve the overall effectiveness of private sector AML/CFT programs.
• Implement counter illicit finance strategies with external stakeholders, including USG interagency partners, foreign government officials, private sector, and civil society/non-profit organization partners.
• Draft high-quality policy papers, briefing materials, reports, public remarks, and/or testimony for senior Treasury officials.

In this role, you will work on cutting-edge policy, legal, and operational issues at the nexus of national security, emerging technologies, and international economics and finance. Applicants to this announcement can be selected for one of Office of Investment Security's three offices: the Office of Review & Investigation, which reviews and investigates transactions to identify and mitigate national security risks; the Office of Compliance & Enforcement, which oversees and enforces compliance with mitigation agreements; the Office of Non-Notified Detection and Response, responsible for searching for and identifying non-notified transactions; and the Office of Policy & International Relations, which leads rulemaking activities, private and public sector stakeholder engagement, and coordination with U.S. allies and partners to promote investment screening and national security The following are the duties of this position at the GS-14:

• Serve as an expert on a full range of complex policy issues related to investment security, including coordination of the interagency process and analysis of transactions.
• Provide authoritative advice, analytical support, and recommendations on CFIUS's authority to review transactions, national security risks posed by transactions, and the options available to mitigate national security risk.
• Coordinate with CFIUS member agencies, as needed, to facilitate consensus and ensure timely progression and effective monitoring and compliance of cases in coordination with Treasury staff, the interagency, and parties to transactions.
• Brief and advise senior Treasury officials on the issues raised by transactions and pertinent information for decision making on high-profile or potentially controversial cases and issues.
• Perform all-source research and diligence on international transactions.
• Engage with foreign governments, investors, interagency Committee members, and foreign and domestic stakeholders.

1. Leads budget formulation for the Department. Advises and assists senior Treasury officials, including the Assistant Secretary (Management)/Chief Financial Officer, Assistant Secretaries, the Deputy Secretary, and the Secretary in the formulation of budgetary policy and performance budgeting processes. Provides performance budgeting standards, procedures, and guidance to bureau heads and budgetary officials. Establishes standards, procedures, practices, and controls for the development of the Department's annual performance budget requests. Reviews proposed policies for soundness and alignment with other Treasury and OMB policies and directives.

2. Leads the Department's efforts to implement the strategic plan through performance-based budgeting and quarterly performance reviews. This includes integrating performance with the budget, presenting the Department's outcome goals, output targets, and resource requests in the context of past performance results, aligning budget accounts and program/activities to support achieving program targets, fully costing out budget resources to mission accounts and activities, clearly documenting program effectiveness and relationship to budget decisions, and leading the development and delivery of regular quarterly performance reviews.

3. Works with the Deputy Chief Financial Officer to deliver sound budgetary reporting including DATA Act reporting. Provides strong oversight for budget execution across the Department and manages the apportionment process. Manages high intensity, short duration projects directed at rapid problem solving, data collection, analysis and recommendations for senior level management.

5. Directs staff in analyzing appropriations for accomplishment of program objectives, such as program goals, methods of operation, organization, staffing, utilization of facilities and equipment, and other considerations, with a key focus on performance results. Reviews work products for technical adequacy, consistency and adherence to directions. Provides guidance and feedback to the staff examiners concerning the budget oversight/monitoring role they play for their respective bureau accounts.

6. Assists in preparing the Secretary for appropriations hearings. Works closely with Legislative Affairs to represent the Department before the appropriations committees. Provides advice and assistance to Treasury officials on matters relating to appropriation systems and procedures.

7. Maintains liaison with other federal Departments and agencies. Represents the Department on performance-budgeting matters before the Office of Management and Budget, and committees of both houses of the Congress. Represents the Department on interagency groups and conferences.

8. Assumes a leadership role in support of affirmative action, diversity and ethics programs.

• Draft and inform high-quality policy analysis papers, briefing materials, reports, major special studies or continuous projects for management and senior leadership.

• Research AML/CFT legislation, regulation, policies, and international standards to identify improvements in the regimes of the United States and key partner jurisdictions.
• Perform research to locate new sources of data, analyze and interpret pertinent information, draw conclusions for use in research studies.
