The Center for Protected Disclosures (the Center) receives and processes whistleblower reports and supports whistleblower protections. The Center includes the IC IG's Hotline Program, which receives and processes allegations of waste, fraud, and abuse in the programs and activities subject to the IC IG's jurisdiction. The Hotline Program also processes allegations of "Urgent Concerns" filed pursuant to the Intelligence Community Whistleblower Protection Act, 50 U.S.C., § 3033(k)(5). The Center administers request by employees and contractors in the Intelligence Community for external review of whistleblower reprisal matters previously investigated by the employee's local OIG pursuant to the provisions of Presidential Policy Directive 19, Section C and 50, U.S.C., § 3236. The Center additionally provides outreach and community engagement on whistleblower matters to ODNI employees and contractors and supports broader IC engagement and training through the Council of Inspectors General for Integrity and Efficiency.

Lead and oversee professional staff in the development and implementation of strategies for gathering and analyzing information and/or evidence, to include interviewing key individuals, administering warnings, oaths, or affirmations, collecting and analyzing high volumes of information, maintaining the chain of custody for evidence, and drafting and serving IG subpoenas.

Oversee and direct IC funds control activities, including reprogramming; funds apportionment, allotment, and allocation of appropriations; budget analysis; and budget execution assessment.

Lead the comprehensive reporting and analysis on budget data, ensuring compliance with applicable laws and regulations.
