The Centre for Climate Research Singapore (CCRS) is the research division of the Meteorological Service Singapore (MSS), with a vision is to be a world leading centre in tropical climate and weather research focussing on the Southeast Asia region. With approximately fifty staff, CCRS’ mission is to advance scientific understanding of tropical climate variability and change and its associated weather systems affecting Singapore and the wider Southeast Asia region, so that the knowledge and expertise can benefit decision makers and the community.

Within CCRS, the Department of Weather Research (DWR) is responsible for research and development supporting CCRS’ core ‘seamless’ ‘SINGV’ modelling system, used in both Numerical Weather Prediction (NWP) and regional climate projection applications e.g. Singapore’s ‘V3’ 3rd National Climate Study launched in January 2024. DWR also oversees research in AI-based rainfall nowcasting, forecast verification, the transition to operations of NWP science upgrades, and the development of customised products to support MSS weather services and other stakeholders. DWR works closely with CCRS’ High Performance Computing Branch, local universities and has bilateral research partnerships with several major international weather/climate organisations including the UK Met Office, Australian Bureau of Meteorology, and US National Center for Atmospheric Research (NCAR). CCRS is a core member of the multinational Momentum (formerly Unified Model) Partnership, with a focus on tropical urban weather/climate.

[What the role is]

You will be part of a team that is responsible for upholding proper procurement governance in NEA. You will facilitate procurement activities by departments while ensuring that government/NEA procurement policies/guidelines are applied accordingly and standards of integrity and transparency are upheld throughout the procurement value-chain.

[What you will be working on]

You will support the procurement functions in NEA by carrying out the following activities:

[What we are looking for]

Job Requirements:

• At least 10 years of experience in government procurement. Experience in construction procurement and revenue contracting will be an added advantage.
• Good applied knowledge of IM (Procurement), IM (Revenue), Gebiz and Gebiz Management Console (GMC)
• Possess an inquisitive mind on how to derive more value from each purchase

What the role is

The Waste Management Division (WMD) is responsible for the regulation of the waste collection industry, the Public Waste Collection scheme, general waste disposal facilities, the Extended Producer Responsibility and Mandatory Waste Reporting schemes. Through these programmes, WMD aims to achieve an efficient and sustainable waste-to-resource management system in Singapore. It also enforces against illegal dumping activities.

The Producer Responsibility Department (PRD) oversees the development, administration and regulation of Extended Producer Responsibility (EPR) Schemes for waste streams such as E-waste and packaging waste, as well as the Mandatory Packaging Reporting (MPR) framework. It is responsible for the licensing of the Producer Responsibility Scheme (PRS) Operator and the regulation of recycling facilities under the EPR schemes. It is also responsible for the audit and verification of data submitted under the EPR and MPR schemes to ensure stakeholder confidence and integrity of the system.

What you will be working on

You will be part of a dynamic team that is involved in the development and implementation of e-waste management strategies and initiatives, including those under the Zero Waste Masterplan. You will be required to take on a regulatory role to ensure industry and stakeholders’ compliance to the Resource Sustainability Act on e-waste management. In addition, you will have the opportunity to work on cross departmental initiatives and projects related to e-waste; and to play a vital role in achieving Singapore’s vision of becoming a Zero Waste Nation. You will be responsible for the following:

• Review global and local landscapes for sustainable e-waste management strategies and technologies
• Develop and implement plans for key waste streams (i.e. e-waste)
• Work with other departments/agencies to support national efforts on circular economy, resource optimisation and recycling
• Work with other departments/agencies to develop and build up capabilities for the e-waste recycling industry
• Administer and regulate Extended Producer Responsibility and related reporting schemes for e-waste
• Conduct inspections, verification and enforcement to ensure compliance of relevant stakeholders with the Resource Sustainability Act
• Work on the required legislative amendments for current and emerging regulated waste management systems
• Work with other parties to roll out initiatives to improve e-waste collection by the PRS Operator
• Manage feedback from members of public and stakeholders
• Other duties as assigned
