The Managing Director (MD) for Portfolio Administration serves as a key member of the department's management team responsible for DCO's administration and portfolio analysis function. The MD:
- Works with DCO management in planning strategic use of contract and budget resources, including overseeing work related to identifying program requirements and optimal ways for acquiring services.
- Oversees the development of briefing materials on a range of budget and management issues to support DCO management in making timely decisions on critical portfolio administration matters.
- Oversees the budget formulation for DCO's administrative and program budgets (i.e., due diligence, and 609(g) budgets.
- Manages and directs DCO's work on portfolio analysis, program reporting, and data management.
- Manages and directs contract support work, advising DCO staff (including CORs and PMs) on contract actions and executing such actions in a timely and effective manner.
- Oversees DCO's engagement with the Office of Inspector General (OIG) and the Government Accountability Office (GAO) on all audit and oversight review matters.
- Manages the development and implementation of IT systems for all accountable entities, including the program's accounting and procurement system.
- Oversees the planning and execution of key organizational events, including meetings, retreats, and strategic planning sessions, to promote team cohesion and alignment.
- Owns and oversees the operational policy development process, ensuring the creation, implementation, and continuous improvement of technical policies that align with organizational goals and compliance standards.
- Represents MCC to a broad range of stakeholders, including, as directed by the Vice President for Compact Operations, senior foreign and US government officials, MCC's Board of Directors, members of congress, non-government organizations, bilateral and multilateral development partners.
- Exercises technical and administrative supervision of subordinates. Advises staff on work and administrative matters. Ensures a continuing affirmative application of MCC policies concerning equal opportunity.
- Performs other related duties as assigned.
