Some of the roles of this position will include but not limited to the following:

Leading on the Council’s preparedness, response and recovery arrangements under the Civil Contingencies Act.
Responsible for the development and delivery of the Council’s Emergency Planning and Business Continuity policy and strategy.
Development of specific policies and procedures to contribute to the continuous improvement in designated work area.
Coordination of the work of a team, both formally and/or as part of a project to ensure individual and team objectives are delivered.

Our Ideal Candidate:

It’s essential that the successful candidate has relevant experience of working in Emergency Planning. They must also have an understanding of the legislation, associated guidance and industry standards relevant to Emergency Planning or Business Continuity in a local authority.

The candiate must be willing to be on the emergency planning out of hours on-call rota, this will necessitate some out of hours working including evenings and weekends due to the emergency planning on-call rota.

Good interpersonal skills and experience of working with multi-agencies and partners is desirable.

About the service and Team

The role will sit in the Children Looked After and Leaving Care Service and will report to the team Manager.

Sutton’s Children Looked After and Leaving Care Team is Sutton’s Team of The Year for 2022 and 2023! You would join a supportive, welcoming and stable team environment which prioritises looking after you so you can do your job to the best of your ability. The service is responsible for care planning for children looked after to ensure permanency and to progress children in care into independence whilst keeping them safe. A settled team with a positive culture located at The Quad which is to be used as a pioneering hub around contextual safeguarding and innovative practice around work with adolescents and Sutton Civic Centre. We have a fully supportive and restorative approach to both staff and families we work with. About the Role

The Client Finance Officer role involves applying for and managing all appointeeships and deputyships held by the Council.

The role involves:

Managing the welfare benefits received from the Department of Work and Pensions and ensuring all relevant payments such as rent, council tax and utility bills are made.
Applying for welfare benefits to ensure full income maximisation is achieved.

Completing Office of Public Guardian forms and completing annual visits to those the Council hold Deputyship
Answering emails queries and phone calls
Liaising with other teams such as Accounts Receivable, Financial Assessment Team and Adult Social Care workers
Completing imports/journal entries and raising purchase orders and invoices when necessary

About Us

The purpose of the team is to manage the welfare benefits of those who receive an adult social care service and have been assessed as lacking capacity to manage their finances. The team works closely with the allocated social worker or support officer to ensure all financial commitments and transactions are completed. The team will accept referrals to the appointeeship service when criteria is met, apply to the Department of Work and Pensions for authorisation to be appointees, and manage the money received and pay all relevant bills and financial commitments. The team also manages the finances of those on deputyship and will complete annual visits and return forms to ensure compliance with the requirements of the Office of Public Guardians.

A minimum of 5 GCSEs

Sutton Council is seeking a candidate to fill the role of Senior Finance Officer in its shared finance service with Kingston Council. Whilst this role sits within the shared service, its focus is on Sutton Council only.
The role will focus its support on the capital programme and the council's revenue and capital budget setting processes. The successful candidate will take responsibility for:

Delivering support to budget managers to support core financial processes and activities, including planning and budgets, financial management and monitoring, and year end processes
Supporting the Strategic Capital Finance Business Partner to maintain accurate and useful capital working papers that safeguard financial resources and provide open, transparent governance over capital budgets

About the Role

Responsible for the coordination of all planned and reactive services within remit, detailed planning of work with service managers and supply chain.

To log calls/jobs on the helpdesk database (TF Cloud) where calls/jobs may be received by telephone, e-mail or other electronic media.

Allocate work orders on TF Cloud to either internal FM teams or to the Council’s supply chains, for example the Mechanical & Engineering or Building Fabric contractors.

To accurately record all information necessary to resolve reported service requests, incidents and complaints, including accurate classification, to enable trend analysis.

Take ownership of the reactive work schedules and ensure that all tasks are completed in line with requirements.

To ensure all specialist contractor details are accurately stored in TF Cloud

Track job progress against predetermined KPIs including maximum allowable response and rectification times and implementing escalation procedures.

Produce reports from TF Cloud data in the formats required for KPIs and the FM management teams

Operate a paper based system to complement TF Cloud including back-up systems to ensure the helpdesk can function at all times.

Reporting back to staff and contractors on job progress and closing work orders on TF Cloud.

To handle and actively resolve any issues according to the Customer Complaint process.

Invoicing and billing including all transactions for the FM business, covering tenants, partners, occupiers and third party organisations who purchase and use council FM services.

Social Workers on selected pay grades are eligible for our Welcome and Retention Bonus:

Social Workers within this service area are able to work flexibly between home and work to meet the needs of the service whilst recognising the benefits that a hybrid model of working can bring.

As a Social Worker within the Children and Young People's Disability Service (CYPDS) you will be responsible for a caseload of children on child-in-need plans, child protection plans, and some who may be looked after and subject to PLO or care proceedings. You will work closely with colleagues in Health and Education Services, and lead on creating short breaks support packages. Sutton's CYPDS consists of two social work teams, and a team of specialist support workers and provides a specialist service to children and young people with disabilities and their families. We are passionate about achieving the best outcomes for children and young people with disabilities, and promoting robust preparation for adulthood. We've got an exciting opportunity for you as an Assessing Social Worker as part of our Fostering Service within Children’s Social Care. Our mission is to empower children to live independently as possible and provide the necessary support in safeguarding their well-being. We need your expertise to make it happen. In this role, your responsibility will include:

Recruit, assess, and monitor the continued suitability and competence of foster carers. This includes holding information sessions, attending to screening calls, undertaking initial enquiries, Initial Home Visit, Skills to foster training, stage to assessments, and attending fostering panel.
Participating in promotion of fostering service.
Completing timely assessments and sensitive to the needs of the prospective foster carers.
Ensuring assessments undertaken to identify foster carers suitable for a child are informed by a clear understanding of the child's needs and of the skills necessary to help and support them.
We aim to deliver a Fostering Services that recruits a range of foster carers who can meet the diverse needs of children who are looked after. About the Role
Sutton Council is seeking a pension professional to fill the senior pensions officer position in its shared LGPS service with Kingston Council.

The successful applicant will take a senior role in the delivery of the employer liaison and governance function of the service. The position's key responsibilities include:

Supporting admissions, cessations and bulk transfers
Liaising with employers about TUPE implications during outsourcing
Supporting employers and their payroll providers to deliver their responsibilities within the scheme.

Help to maintain all fund policies, risk registers, training plans, etc
Audit and reconcile incoming and outgoing payments, such as contributions
Coordinating the production of the fund actuary’s accounting reports, such as IAS19 and FRS102 reports for employers.

About Us
The shared pensions administration service for Sutton Council and Kingston Council was formed on 1 April 2016 and provides its services to circa 30,000 scheme members and in excess of 100 scheme employers.

Following an independent review, a number of new positions were introduced to reflect current and future demands. In addition, the service has been split into three sub-teams with specific responsibilities (benefits processing, data and systems, employer liaison and governance). This investment demonstrates the two councils’ commitment to delivering high-quality LGPS services to their stakeholders. The new structure chart is attached to this advert.

About You
You will have at least a basic understanding of the Local Government Pension Scheme and relevant legislation/regulations.
You will have experience providing employer liaison and/or governance duties for an occupational pension scheme. Ideally, you will have supported admissions, cessations and bulk transfers, but this experience is not a requirement.

Candidates should have the ability to communicate complex technical topics with service users at all levels of expertise and be able to analyse and draft policy or strategy documents in line with regulations.

Candidates should also be able to demonstrate meticulous attention to detail and the ability to spot inconsistencies and errors in both written and numerical information.
Candidates with a desire for innovation and continuous improvement are preferred.
