• Primary responsibility will be the implementation and maintenance of the facility's Electronic Health Record (EHR) for outpatient services. Responsible for managing the operations and improvements of the Resource Patient Management System's (RPMS) hardware, software, security, network, client/server interaction and clinical applications.
• Sets up EHR files, parameters, menus and clinical references for users; troubleshoots complex program irregularities and determines appropriate action for correction. Assures System and data are appropriately backed-up and runs system tests to assure restoration can be achieved as needed. Responsible for coding, testing and debugging the system to ensure data recovery. Performs acceptance tests, benchmark tests, and other studies used to evaluate the acceptability of computers, programs, and systems for meeting information system needs.
• Function as an application manager in the planning, development, setup and implementation of all aspects the Indian Health Service Resource and Patient Management System EHR. Prepares written policies and procedures for both long-term and short-term plans for the RPMS; Performs daily, weekly and monthly system checks and documents findings for the record.
• Principle resource person to clinical service program managers and other management officials in resolving difficult and highly complex problems, which may be confined to a single service or may extend across organizational services lines. Provides consultation and technical guidance to Area staff as the RPMS site manager. Verbally communicates with Area staff to identify and resolve system related issues. Provide presentations to senior managers on the RPMS operations.
• Serve as trainer to clinical staff to ensure range of application packages including EHR, Health Summary, Progress notes, etc.

• Performs a variety of clinical laboratory tests/examinations as requested by medical staff for use in clinical diagnosis, patient screening and monitoring patient therapy.
• Performs preventive maintenance, periodic inspection and performance testing of equipment and instruments with the maintenance of appropriate records.
• Withdraws appropriate quantities of blood by vein punctures and capillary puncture, instructs patients and/or hospital personnel in the collection process of the specimen.

• Dusts, waxes, and polishes furniture, empties wastebaskets, and polishes door knobs and other metal fixtures.
• Moves heavy furniture, supplies, and equipment. Maintains a stock of cleaning materials and equipment to perform janitorial work.
• Cleans offices, storerooms, hallways, waiting room area, examining rooms, etc., sweeps, dry mops, scrubs, waxes, and polishes floors, using brooms, mops, light and heavy types of vacuum cleaners, floor scrubbers and buffers.
• Adjusts, cleans, and oils powered equipment; changes brushes, rollers, buffers and other attachments on the powered equipment used.

• Operates motor vehicles for the Quentin N. Burdick Memorial Healthcare Facility with appointment driving being the main objective.
• Works with EMS on a daily basis to take local ambulance calls (911, local) to transport patients to local hospital for emergency services, transport responds with EMS on all calls.
• Assigned as a driver to assist EMS and bring patients safely to the hospital, transport patients by ambulance to other facilities for emergent transport and appointments, and follows all safety rules, regulations, and traffic signs, driving carefully and avoiding rough terrain and hazardous roads and grounds to prevent discomfort or injury to passengers and damage to vehicle.
• Cleans and disinfects patient rooms, exam rooms, lab, pharmacy, dental areas, optometry, physical, occupational therapy areas, offices, and outpatient area as well as bathrooms, storerooms, employee coffee rooms, drinking fountains and all other public use areas.

• Serve as a consultant and direct care provider to all dental programs of the Service Unit area to carry out the preventative community dental program.
• Coordinate a fluoride rinse program, school sealant program, oral health educational program and other community-based interventions.
• Serve as the principal advisor with the service unit for dental health promotion and disease prevention activities.

• Maintains the records control system, handles the purchasing and requisitioning of supplies and equipment, prepares and maintains the department budget, assures the department and staff are in compliance with all Joint Commission on the Accreditation of Healthcare Organizations (JCAHO} standards, guidelines and all other regulatory requirements.

• Conducts community assessments to identify physical, mental, social and/or environmental deviations from the normal, responses and attainments of outcomes, using nursing skills of assessment, nursing diagnosis, planning intervention and evaluation.
• Conducts nursing conferences or specialty clinics using nursing physical assessment and diagnosis with treatment procedures according to standing orders
• Counsels patients and/or families in the home, community, school and clinic regarding acute and chronic conditions and the application of health promotion and disease prevention practices
• Participates in Performance Improvement activities, facilitates and promotes Government Performance Results Act activities, and is involved in facility accreditation activities

• Interviews patient to obtain pertinent patient registration information.
• Determines the eligibility of patients seeking health care, who have not previously been treated at the facility by obtaining the certificate of Indian Blood or other documentary proof of Tribal membership, according to IHS guidelines.
• Collects third party recipient health cards, obtains photocopies of the card and explains the program to the beneficiaries.
• Upon direction, or as the need arises, initiates all admitting forms to complete the admission with current patient data, including the RPMS Patient Registration System

• Oversees operating unit's budget activities and programs to ensure they are in compliance with their operating plan authority. These funds must be accounted for fully at various levels of the budget structure, i.e. appropriation, allowance, sub-sub activity, program and location.
• Records budget data elements into the official accounting system, feeder systems, and sub-systems. Provides directions and instructions in the proper use, efficient operating, and effective implementation of the local budget system and sub-systems.
• Maintains appropriate controls for all Advice of Allowances both Recurring and Non-Recurring funds.
• Performs supervisory responsibilities, which includes approving time and attendance, writing, revising or updating employee's position description, recommending job promotions, recommending selection of best candidate, monitoring and documenting poor, as well as excellent performances, initiating appropriate personnel action and progressive disciplinary action.
