Within Corporate Treasury, Resource Deployment and Strategy (“RDS”) is a unique opportunity for individuals at all levels to manage the firm’s balance sheet from both an asset and liability perspective and directly contribute to executing the firm’s strategy. Working closely with the Global Treasurer and other members of senior management, RDS is responsible for the design and execution of the firm’s central funding plan as well as the primary point of contact for all business lines through Treasury’s global “business coverage” model. The team partners with senior divisional resource managers to efficiently deploy the firm’s balance sheet in support of the firm’s strategic objectives. The team seeks to optimize the firm’s funding mix to minimize cost in a risk-conscious manner and is a key participant in decision making regarding the allocation of firm liquidity.

RDS’ approach to asset-liability management is both holistic and practical; individuals who excel in this role are equally adept at detailed trade-level recommendations and strategic thinking and are expected to develop deep knowledge of the funding products raised within Treasury, as well as the underlying business and client activity supported by that funding.

JOB RESPONSIBILITIES

We’re looking for a professional to join our RDS team in Singapore. This individual is expected to contribute to decisions regarding financial resource management, as well as serve as Treasury’s main point of contact with businesses which consume or generate funding

• Develop and iteratively optimize the firm’s funding liability strategy, considering cost, channel diversification, maturity concentration, and impact to key liquidity and capital metrics, with a focus on APAC entities
• Build models, develop analytical frameworks, and conduct scenario analysis to help inform marginal liability management and financial resource allocation decisions based on liquidity availability, marginal costs, return profile, and franchise benefits
• Partner with key stakeholders in Global Banking and Markets, Asset and Wealth Management, and Platform Solutions to deploy the firm’s balance sheet, and to facilitate new activities
• Develop reporting for, and present analyses of, firmwide and subsidiary-level funding plans, for use by internal and external stakeholders, including firmwide senior management, regulators, and investors
• Engage with external stakeholders including regulatory agencies, ratings agencies, and funding counterparties in various forums
• Develop meaningful partnerships with internal stakeholders; develop tools to enhance decision-making capabilities

QUALIFICIATIONS

• Approximately 5 years of working experience in Treasury or a finance-related function in a major financial institution or corporate
• Excellent analytical skills, with ability to formulate problems, test hypotheses, and condense complex problems into plain language
• Experience managing and interpreting large amounts of data, and analyzing the output to identify trends and present solutions through business intelligence tools such as Tableau
• Functional understanding of financial institution financial reports, as well as subsidiary liquidity and capital requirements such as LCR, NSFR, and the G-SIB surcharge
• Strong written and oral communication skills with ability to produce polished presentation materials for senior executives
• Strong teamwork and interpersonal skills

The Opportunity

We own, evolve and support the technology platforms that handle the post-execution processing for the Securities Execution, Prime Clearing, and Prime Brokerage businesses. This includes exchange and broker trade processing, internal firm/firm trades and client delivery across physical and synthetic products. We are at the start of a multi-year convergence program to deliver all of these businesses onto a single, high scalable platform, enabling business growth with reduced operational costs.

About the team

Our team consists of 19 people in Singapore and around 100 globally. Almost all of our projects are cross-location and cross-function, meaning we work directly with Front Office, Operations, Legal, Tax, and our Engineering colleagues from those areas, across the wider firm.

We work directly with Operations and Securities sales/trading, to design and implement, a wide range of functions including trade aggregators, trade matchers, payment systems, intercompany trade booking and settlement systems, and connectivity to exchanges, counterparties and vendors. Our Exception Workflow and Business Intelligence tooling allows our Operations teams to respond to client enquiries and monitor service levels.

Our Post Execution platform consists of a variety of applications that demand high throughput, performance and availability, including our strategic new Post Execution Sequencer platform which is a brand new/greenfield initiative to converge all of our businesses onto a single technology platform, to have much better scalability, improved resiliency and reducing the time needed to develop and deliver new features.

The Opportunity

We own, evolve and support the technology platforms that handle the post-execution processing for the Securities Execution, Prime Clearing, and Prime Brokerage businesses. This includes exchange and broker trade processing, internal firm/firm trades and client delivery across physical and synthetic products. We are at the start of a multi-year convergence program to deliver all of these businesses onto a single, high scalable platform, enabling business growth with reduced operational costs.

About the team

Our team consists of 19 people in Singapore and around 100 globally. Almost all of our projects are cross-location and cross-function, meaning we work directly with Front Office, Operations, Legal, Tax, and our Engineering colleagues from those areas, across the wider firm.

We work directly with Operations and Securities sales/trading, to design and implement, a wide range of functions including trade aggregators, trade matchers, payment systems, intercompany trade booking and settlement systems, and connectivity to exchanges, counterparties and vendors. An App Bank Specialist (developer) is responsible for managing and transforming production operations, including handling alerts, managing incidents, debugging and fixing the issues and identifying potential risks and mitigating them before they are realized. • Support, Design and product experience with firewalls – Juniper Netscreen/JunOs and Palo Alto and Cloud Proxy solution (iboss/Zscalar) and Load Balancer (Netscalar/Bluecat).
• Understanding and working knowledge of enterprise DNS/DHCP and IPAM architecture and management capabilities.
• Technical experience with IP Anycast design, iBGP/eBGP network routing protocol, and Quagga.

Global Compliance

Our division prevents, detects, and mitigates compliance, regulatory and reputational risk across the firm and helps to strengthen the firm’s culture of compliance. Your Impact

The successful candidate will be first member of the Goldman Sachs’ Global Privacy Office in Singapore and will play a critical role in supporting the Firm’s privacy program within the Asian and Pacific region (APAC). This position involves a combination of (i) providing data protection and privacy advisory support to a range of Goldman Sachs businesses operating within the Asia and Pacific region (APAC) and (ii) developing, managing and maturing the Firm’s privacy program in the APAC region and worldwide.

Our Impact

The Global Privacy Office has team members in New York, Chicago, Dallas, London, Warsaw, and is building a team in Bengalaru. The Global Privacy Office works with other privacy and data protection stakeholders at Goldman Sachs, including the Legal, Engineering and Technology Risk teams, Risk, Operations, and the business teams that develop and manage financial products and services.

Responsibilities:

We are seeking a privacy expert who can advise on privacy regulatory matters throughout the APAC region and support the development of the Firm’s privacy program in APAC and worldwide. Key responsibilities for this role include the following:

• Providing privacy advisory guidance to business, engineers, operations, compliance and other stakeholders to enable the delivery and development of privacy compliant business initiatives
• Reviewing and assessing products, features and business activities (including digital marketing activities) against privacy requirements and standards
• Developing privacy design requirements and conducting oversight of the implementation of such requirements
• Reviewing and assessing third party vendors, partnerships and the proposed data integrations from a privacy perspective
• Drafting, editing and reviewing responses to data subject requests and data protection-related queries
• Conducting and supporting the conduct of data protection impact assessments and similar privacy risk assessments
• Drafting and reviewing privacy-related disclosures, including fair processing notices and cookie disclosures
• Providing guidance associated with new and evolving privacy laws and regulations in APAC; supporting and administering cross-functional projects to implement these changes
• Designing, reviewing, maturing and implementing privacy program components throughout the APAC region and around the world
• Implementing and overseeing the effectiveness of privacy controls, privacy enhancing technologies, and privacy risk mitigates
• Creating, reviewing, and revising privacy program policies, procedures, guidance and best practice documents
• Supporting the creation of, and reviewing data processing records and compliance assessments
• Developing and delivering privacy and data protection training.

Skills and Experience We’re Looking For:

• Significant experience advising on privacy regulatory frameworks in the APAC region; experience with privacy regulatory frameworks in other jurisdictions, such as GDPR, CCPA and GLBA, is a plus
• Financial services experience is a plus
• Experience with developing and/or implementing governance frameworks for wide-scale use of cookies and similar tracking technologies
• Experience in a Data Protection Office, Privacy Risk, Privacy Compliance or Privacy Legal function
• Experience advising on direct marketing and online behavioral and targeted advertising, including governance of these practices
• Experience of drafting responses to complaints from data subjects and handling nuanced data subject right requests.
• Experience performing formal and informal risk assessments for new and existing digital products and services from a privacy regulatory perspective
• Strong relationship management skills with ability to deepen relationships and build partnerships across the business, including in Operations, Compliance, Engineering, Legal and Risk
• Comfortable taking the initiative and working across multiple business lines and jurisdictions
• An understanding of digital and retail focused businesses, including new and developing businesses
• Certified Information Privacy Professional accreditation or similar accreditation preferred
• Experience with Microsoft PowerPoint and Excel
• Excellent, written and verbal communication skills; highly organized and sound organizational skills.

Role Description

This will include providing support to our product lawyers as well as providing advice and assistance to our traders and sales people on a broad range of legal and regulatory matters across Commodities and Global Markets more broadly. Key responsibilities include the following:

• Providing legal advice to the Commodities business, support for our regional Commodities business and assisting on related agreements and other documentation;
• General focus on all other Global Markets businesses across flow and structured derivatives and sales and trading;
• Advising on regulatory matters impacting the Commodities business (including global and local regulations);
• Preparing, maintaining and updating precedent legal documentation and agreements to incorporate changes in applicable law and regulations, Goldman Sachs offshore policy or changes in market practice;
• Working with the Global Markets Compliance team on regulatory matters and investigations.
• Liaise with Legal and Compliance personnel at Goldman Sachs locally, regionally and globally on issues relating to the Global Markets Division;
• Assisting in the preparation of materials for submission to the internal Goldman Sachs regional and global committees.
