• Provides project leadership in corporate financial systems related projects. Analyzes the financial impact, cost savings, and improved efficiency and effectiveness of on-going and proposed maintenance and security projects, and presents findings and recommendations.
• Assists in developing procedures, policies, and system solutions and enhancements to accommodate policy or system changes across the Corporation that affect the financial systems or processes and ensures compliance with financial, accounting and information security standards and policies.
• Provides consultation and recommendations to senior management in the evaluation of new or improved financial information systems technology and/or applications software. Researches current or emerging technologies, and determines whether to adopt new releases or updates.
• Leads and conducts functional and technical tests and validations of upgrades, external and internal software releases, DIT mandated testing, disaster recovery, user acceptance testing, contingency planning efforts, enhancements and maintenance for NFE and other financial systems, legacy and external systems that interface with or use NFE data.
• Supports and coordinates financial system interfaces with internal and external applications, batch processing, allocations, and closing processes including, performing activities to open/close accounting periods. Troubleshoots issues and assists with reconciliations and testing to ensure accuracy and timeliness.
• Develops, performs, and maintains reconciliations of processes to ensure that data and reports are accurate. Creates queries and reports for exception and due diligence monitoring of configuration data elements.

At the full performance level, major duties include:

• Responsible for student enrollment and slot management for select Corporate University (CU) and Federal Financial Institutions Examinations Council (FFIEC) training courses. Develops and distributes materials describing training programs and solicits estimates of training needs from internal and external training contacts.
• Responds to requests and inquiries, providing training contacts with information on how they can participate in CU training programs and resolving issues. Oversees the work of training technicians and course administrators, monitors and ensures accurate and timely communications and pre-course materials are transmitted to class participants.
• Manages all aspects of the development of the annual training calendar for Corporate University (CU) to include analyzing responses from needs inquiries and applying appropriate guidelines to determine number of sessions of each CU program and timing of those sessions.
• Develops appropriate guidelines regarding setting training calendars, scheduling and organizing classes, slot management, tracking and controlling the availability of classrooms to efficiently and effectively accomplish the training and educational requirements and goals of the FDIC and its Divisions.
• Maintains and analyzes detailed course enrollment data to facilitate slot solicitation and scheduling process, monitor operational efficacy, and identify process improvements.
• Analyzes trends in planning and budgeting for the enrollment curriculum programs and adapts techniques for continuous improvement and effectiveness of Registrar processes and procedures. Organizes and analyzes statistical data to produce reports and recommend changes.

• Provides advice and counsel to all FDIC Divisions and Offices and senior management officials on specific cases and matters. Provides opinions in adversarial proceedings where legal questions posed are of a complex or sensitive nature.
• Provides Alternative Dispute Resolution (ADR) consultation on specific cases and matters, including contractual, professional liability, commercial, regulatory, liquidation and outside counsel and mediators.
• Designs organizational conflict management systems for all FDIC Divisions and Offices to prevent or manage conflict.
• Researches, monitors and reviews ADR cases, statutes and regulations to keep the FDIC current in its understanding and application of applicable ADR law.
• Designs, delivers, coordinates and evaluates conflict management, ADR, mediation, and negotiation training for all FDIC Divisions and Offices.

• Coordinates eDiscovery efforts among litigation teams, outside counsel, FDIC IT personnel and other agency stakeholders.
• Provides technical advice in the development, enhancement, and maintenance of eDiscovery support systems (whether on-premises or cloud-based) and related hardware of significance to the storage and recovery of electronically stored information.
• Analyzes and makes recommendations regarding plans for the development, issuance, and implementation of policies that direct the course of eDiscovery litigation support across organizational lines.
• Implements determined necessary upgrades and improvements to existing eDiscovery applications.
• Provides guidance and collaborates with outside litigation support consultants retained to provide technical services to FDIC attorneys during investigations, discovery, trial and regulatory enforcement proceedings.
• Participates in various aspects of contracting, including the development of selection factors for litigation support contracts, cost/benefit analyses for use in evaluating competitive bids, task order development, and performance-based contracting.

• Coordinates eDiscovery efforts among litigation teams, outside counsel, FDIC IT personnel and other agency stakeholders.
• Provides technical advice in the development, enhancement, and maintenance of eDiscovery support systems (whether on-premises or cloud-based) and related hardware of significance to the storage and recovery of electronically stored information.

• Reviews citations to a variety of legal authorities and confirms whether the cited authority supports the stated proposition; conforms often complex legal citations to Bluebook system of citation and court rules; locates and retrieves copies of cited cases and other legal authorities (routine and extraordinary) from various digital sources.
• Performs legal research of substantial variety and complexity in the Section’s specialty area; researches multifaceted legal questions and presents conclusions and summaries of research in written memoranda and oral format.
• Proofreads their own work, as well as the work of others, and identify both substantive and non-substantive errors, create detailed and accurate charts, and accurately compile data from various sources.
• Develops and/or maintains workload tracking and evaluation systems and supporting data for pending matters; prepares evaluative analysis of data and/or statistical information about workload as requested.
• Assists in the development of strategies in connection with FDIC legal matters; develops solutions for knowledge transfer and management practices of the legal support function.

At the full performance level, major duties include:

• Evaluates recruitment data, analyzes trends, costs and program effectiveness; and drafts policies, procedures and guidelines related to the recruitment program.
• Provides recommendations on attracting, recruiting and selection of a diverse and highly qualified workforce through effective recruitment planning, sourcing, and use of marketing and communications tools.
• Designs and develops recruitment training, monitors and updates the recruiters’ website, and evaluates nationwide efforts to meet hiring goals.
• Establishes and maintains recruitment networks and alliances with a wide variety of professional, educational and employment communities.

• Takes the lead on the negotiation and consummation of complex settlements in cases.
• Oversees and/or plans and executes all aspects of assigned litigation.
• Prepares legal briefs, office memoranda, and other documents on complex or sensitive legal and litigation issues, including those involving questions of first impression and with conflicting precedent that require extensive research and analysis.
• Maintains close communication with outside counsel to ensure compliance, consistency and accuracy of substantive and procedural positions and briefs pending before state and federal courts, nationwide, on behalf of or against the FDIC in any capacity.
• Identifies legal issues related to civil and bankruptcy litigation and conducts legal research.
• Responsible for identifying and managing matters related to commercial litigation that arise from the FDIC’s role as receiver, liquidator, or conservator of failed financial institutions.
