A. Technical Administration

On a continuing basis, ensures assigned organizations are properly and adequately organized, staffed and equipped; establishes and conducts adequate training programs; maintains record keeping systems; and facilities and ensures procedures meet all regulatory requirements.

Chairs joint Federal Aviation Administration (FAA) and industry meetings. Maintains regular contact with organizations assigned and coordinates with top management officials. Requires or directs correction of any deficiencies/discrepancies and refuses or withdraws approval if they cannot be resolved.

Responsible for conducting enforcement investigations and preparation of final reports and recommendations on disposition. Performs or supervises the emergency suspension of certificates or cancellation of operations specifications. Conducts or directs the reexamination of certificated airmen or recertification of an operator or agency.

Conducts investigations of public complaints, congressional inquiries, and aircraft incidents and accidents. Provides verbal and/or written technical assistance to legal counsel, testifies at court trials and formal hearings, and gives dispositions.

Coordinates minimum equipment list (MEL) approvals with the principal inspector. Takes enforcement action in instances of noncompliance with the MEL.

Coordinates with geographic inspectors for the accomplishment of non-routine air carrier surveillance.
Assists Principal Inspector in the planning and implementation of certificate holders surveillance via usage of the appropriate safety system.

B. Certification

Approves/accepts or disapproves/rejects manuals and revisions to such manuals. May require amendments to previously approved manuals to accomplish the following: correct any conflict with regulatory requirements; eliminate unsafe practices: and/or improve the specificity of instruction.

Evaluates training programs to ensure that they meet the requirements of 14 CFR. Approves or disapproves these training programs including flight simulators, training devices, or other such equipment used in these programs.

Approves/disapproves designation of check airmen and makes recommendations on the appointment of designees.
Evaluates operations and facilities by on-site inspections and review of reports by geographic inspectors or others. Negotiates changes essential or desirable in their policies and procedures. Determines the appropriate methods and/or plans for securing corrective action and determines through on-site inspection or inspector reports the effectiveness of any action.

Evaluates and approves/disapproves requests to operate under conditions not previously authorized and may prescribe additional conditions and limitations as appropriate.

Approves the original issuance of operations specifications and issues original operating certificates. Approves amendments to operations specifications. Evaluates the safety of proposed changes in route or airport authorizations; prescribes any changes required before approval.

Directs or participates in flight evaluations to determine compliance with 14 CFR. Recommends changes that will be required prior to approval.

Serves as a Operations Manager (OM) in a Large TRACON, responsible for planning and directing operations. The incumbent may be requested to provide direct support to the Air Traffic Manager. In the terminal option, the OM provides first-line supervision to assigned Operation Supervisors (OS) and Traffic Management Coordinators (TMC), if applicable. The OM provides second-line supervision to Air Traffic Control Specialists (ATCS). The OM is responsible for operational services of the facility including traffic management initiatives. Provides training, coaching, and guidance to subordinates and facilitates team building throughout his/her area(s) of responsibility. Integrates support resources with operational needs to maintain effective ATC service, and may work other than administrative shifts to meet this requirement. This position is assigned to one of the following organizations within the PMO: Integrated Services and Analysis, AJM-1; Air Traffic Systems, AJM-2; Enterprise Services, AJM-3; and Surveillance Services Directorate, AJM-4.

The four (4) PMO directorates' key functional areas are: (1) integrated resource management, engineering planning, analysis and integration, and program health management and acquisition support; (2) services that support decision making for traffic flow managers and services that go directly to pilots to improve safety and efficiency; (3) implementation and execution of the systems and services that tie ground systems and aircraft together through communications, navigation, weather and aeronautical information and flight services in the NAS; and (4) support aircraft separation services provided by controllers to pilots with accurate and capable surveillance and automation.

Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. Applies skill and experience developing costs and schedules; and for planning, coordinating, tracking, and identifying resources for small programs and projects through completion. Assists senior specialists by providing life-cycle support and information for day-to-day management and oversight of the critical elements of programs and projects including scope, budget, risk and schedules.

Applies experience and comprehensive knowledge of project/program management principles and processes to analyze, identify, and evaluate program requirements and plans. The incumbent designs and recommends solutions to complex problems to aid in decision-making and prepares detailed analyzes and estimates of annual funding needs. Gathers, compares, and correlates budget and financial data about current and future programs/projects and activities to ensure that budget requests conform to Federal Aviation Administration (FAA), Office of Management and Budget (OMB), and Congressional requirements. Ensures that funds are properly allocated in a timely and effective manner and that obligations incurred and resulting expenditure of funds are kept within the bounds of existing laws, regulations, and approved allowances.

Uses experience gained as a contracting officer representative (COR) to provide advice and assistance on contracts for systems, services, and equipment with work assignments that span the acquisition lifecycle from initial planning through performance assessment. Conducts contract review activities including establishing schedules, evaluating progress, tasking, problems, resolution, and adjusting resource allocations.

Contacts are internal and external and include representatives from all ATO service units and other FAA lines of business. The employee demonstrates the ability to lead small teams, direct customers, stakeholders, and agency officials by coordinating cross organizational policies and programs to resolve issues, internal and external to the ATO and the FAA.
