The ASI-PAI receives administrative direction from management in terms of broadly defined missions or
functions. The ASI-PAI, mostly independently plans, designs, and carries out programs, projects, studies, or
other work. The ASI-PAI provides policy assistance to field level Aviation Safety Inspectors (ASIs) on
difficult or complex policy interpretations. The work is normally accepted without change. Completed
work may be reviewed for adherence to FAA policy and for assurance that project requirements have been
fulfilled.

ASIs at the FG-13 level issue certificates to and monitor (1) a large and complex aviation organization or
(2) a number of smaller organizations that, together, are comparable in complexity to one large one. They
are the primary contact point with the aviation organization(s). They may decide on issuance of the original
certificates. They evaluate and decide upon proposals to change the authorized programs of the
organizations. They continuously monitor the activities of organizations to determine whether they are
following their authorized program, Federal regulations, and good safety practices

FG-13 assignments are characterized by one or more of the following:

1. Commercially operated aircraft or and the complex avionics equipment associated with such
2. A variety of maintenance operations with diverse types of aircraft; or
3. Novel and complex aviation operations.

FG-13 employees plan and conduct their assignments with substantial technical independence. They receive administrative and policy guidance from their supervisors and policy makers. They also obtain technical advice from higher-level inspectors who are experts on a particular type of aircraft or who have overall program responsibility. They independently plan and carry out a work program to meet the needs and monitor the activities of the organizations for which they have certification responsibility. The scope and complexity of the work program may be such as to require the occasional assistance of other employees to conduct inspections and evaluate operations.

The ASI-PAI applies a mastery knowledge level of the appropriate specialization and a broad knowledge of the
mission and goals to assigned programs and areas of responsibility.

The ASI plans and directs the use of time and resources to accomplish organizational objectives. He or she
defines, organizes, and uses resources to accomplish work activities within established schedules, analyzes
program requirements and accomplishments, and makes or directs adjustments as necessary to address organizational needs.

Guidelines and precedents are frequently inadequate for dealing with novel or complex operations.
incumbent understand and apply the basic principles of aviation safety and interpret the intent of
the regulations.

Contacts are frequently with owners and top managers of aviation corporations and involve
negotiating and resolving the full range of issues and problems that confront aviation organizations.
Occasionally issues are controversial, arousing considerable public interest.

ASIs at the FG-13 level participate extensively in the certification inspection and surveillance of highly
complex air carrier operations where principal program responsibility is vested in an aviation safety inspector
of higher grade. Employees have broad authority to negotiate with carrier management and
make technical determinations within the coverage of approved specifications and policy manuals.

The ASI provides guidance to field level staff to solve difficult technical issues. Resolves all but unique
problems, with the intervention of management or a more experienced technical specialist. Develop plans,
techniques, and policies to address current and anticipated problems and issues.

The ASI is expected to follow established laws, order, policies and regulations that provide general guidance for completing work adjectives but is allowed discretion to develop new or innovative approaches.

Performs other duties as assigned.

Contacts are with customers who are both internal and external to the agency. Incumbent provides advice to management on the procedures for testing, chain of custody, and the ramifications of a positive test result. Monitors the urinalysis collection process. Serves as a principal point of contact with the contractor, contractor's laboratory personnel and FAA/DOT officials.

Resolves issues in relation to problems encountered either in the chain-of-custody and specimen integrity process or with the collection site. Arranges with contractor's legal representatives to provide expert witness testimony in cases involved in legal hearings. Develops statistical data and analyses on the program. Ensures that training is provided to managers, supervisors, and their staff on specimen collection procedures. Monitors performance of the contractor and prepares necessary reports. Some administrative duties associated with this position include, but are not limited to, the mailing out of test results. Incumbent complies with all Quality Management System (ISO-9001) requirements.

G Band:

• Incumbent performs a combination of routine and multiple and varying assignments under the direction of the manager and the Lead DPC.

• Will apply experience and detailed knowledge to plan and accomplish job duties.

• Will demonstrate some independence in planning time and using assigned resources to accomplish tasks, however, duties are closely supervised.

• May have frequent contacts with customers and other external parties on routine matters such as, gathering information, explaining regulations, and discussing the customer’s situations. As necessary, some communication with contacts will be closely supervised.

• Established policies/procedures provide guidance for most assignments, but allow some discretion for employee to select the most appropriate approach(es).

• Typically receives guidance on selecting approaches from a manager, Lead DPC, or more experienced professional. Refers problems and work issues to a manager, Lead DPC, or more experienced professional when guidelines are not available or applicable.

• Work typically is reviewed frequently during assignments and at completion to ensure timeliness, policy compliance, and alignment with the requirements of projects and/or other work activities. Work activities support activities of the organizational unit and may affect project/program objectives for the major subdivision and the LOB/SO.

H Band:

• Incumbent performs multiple and varying assignments under the limited direction of a manager and Lead Drug Program Coordinator.

• Applies experience and advanced knowledge to plan and accomplish job duties. Duties are primarily performed independently.

• Establish policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches.

• Assignments often require reviews of policies and precedents under the limited guidance of a manager or other employee.

• Resolves most problems and work issues without the assistance of a manager, Lead DPC, or more experienced professional. Refers to managers and/or more experienced professionals with issues that require their attention.

• May help with solutions or make recommendations.

• Work is reviewed periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities. Work activities typically support and may be vital to the success of projects and/or activities for one or more organizational units, major subdivisions, and/or LOB's/SO's.

NOTE: To facilitate all phases of the DOT drug and alcohol-testing program, there is a requirement for telephone availability. Telephone availability is a situation where the incumbent must be available by telephone during a portion of his/her off duty hours.

The PAI provides policy assistance to field level Aviation Safety Inspectors (ASIs) on difficult or complex policy interpretations. The work is normally accepted without change. Completed work may be reviewed for adherence to Federal aviation Administration (FAA) policy and for assurance that project requirements have been fulfilled.

Advises other inspectors of major changes in the operation of the aircraft; Standardizes procedures and judgments used by inspectors to evaluate the operation of the aircraft; Evaluates new training methods and equipment (e.g., simulators) for initial certification; Serves on national boards that determine the minimum equipment necessary to operate a particular type of aircraft safely; and Serves on boards that evaluate incidents, accidents, complaints, and other serious problems relating to the aircraft. Develops plans to resolve problems.

As the principal representative in regulatory surveillance of air carrier activities, exercises certificate authority over a major air carrier with very extensive and complex avionics. Analyzes flight involving large fleets of turbojet aircraft engaged in large-scale passenger and freight service; or evaluates maintenance activities and complete aircraft overhaul facilities which are equipped and staffed to handle the latest and most sophisticated turbojet aircraft and associated systems. This level includes responsibility for nationally and internationally prominent carriers who operate the largest, most advanced fleets of turbojet aircraft in the industry

The PAI plans and directs the use of time and resources to accomplish organizational objectives. He or she defines, organizes, and uses resources to accomplish work activities within established schedules, analyzes program requirements and accomplishments, and makes or directs adjustments as necessary to address organizational needs.

The incumbent is a recognized subject matter expert in a specialized area and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive.

Serves as a confidential integrator in all aspects of program responsibilities to include, but not limited to, conducting program studies, potential bargaining unit impacts/issues/resolution, operating practices or procedures with a view toward their acceptability within organization/national plans. Identifies problems and devises appropriate courses of action acceptable to management officials, and assures effective follow-through within program responsibilities to accomplish desired improvements.

Creates and maintains channels of communication by interfacing with key stakeholders and a wide range of other external groups. The incumbent must be able to explain, advocate, and express factual information and ideas in a convincing manner to negotiate with groups and individuals internal and external to the Service Center, develop an expansive professional network with other organizations (government and non-government) and identify internal and external issues that impact the work of the Service Center.

Performs a variety of special and/or sensitive assignments, independently or with the Group Manager, involving research, analysis, development of written materials, and coordination of substantive program issues and activities.

Applies knowledge of FAA's policies and objectives to identify, define, and organize work for multiple work activities. Provides advice, counsel, or instruction on work matters. Identifies potential issues and proposes recommendations for preventive action. Assures that activities are efficiently carried out and that program objectives are being effectively accomplished. Assures uniformity and consistency of performance by the Service Center and adherence to national policies.

Presents briefings to representatives within FAA and to various national/international organizations. Provides operational expertise in representing the FAA at meetings and seminars.

Provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems.

The incumbent is expected to perform work independently resolving potentially controversial or sensitive issues. Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Often asked to develop new policies, procedures and approaches that take into consideration FAA policies, Government-wide rules and regulations and external concerns. Creates new solutions and policy interpretations as situations require. Works with senior management to identify and resolve problems.

Final work is subject to review by the Group Manager. Work is typically reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of national goals and program objectives.
