Under the general direction of the Principal Inspector or Supervisory Principal Inspector accomplishes the following duties:

A. Technical Administration

On a continuing basis, ensures assigned organizations are properly and adequately organized, staffed and equipped; establishes and conducts adequate training programs; maintains record keeping systems; and facilities and ensures procedures meet all regulatory requirements.

Chairs joint Federal Aviation Administration (FAA) and industry meetings. Maintains regular contact with organizations assigned and coordinates with top management officials. Requires or directs correction of any deficiencies/discrepancies and refuses or withdraws approval if they cannot be resolved.

Responsible for conducting enforcement investigations and preparation of final reports and recommendations on disposition. Performs or supervises the emergency suspension of certificates or cancellation of operations specifications. Conducts or directs the reexamination of certificated airmen or recertification of an operator or agency.

Conducts investigations of public complaints, congressional inquiries, and aircraft incidents and accidents. Provides verbal and/or written technical assistance to legal counsel, testifies at court trials and formal hearings, and gives dispositions.

Coordinates minimum equipment list (MEL) approvals with the principal inspector. Takes enforcement action in instances of noncompliance with the MEL.

Coordinates with geographic inspectors for the accomplishment of non-routine air carrier surveillance.
Assists Principal Inspector in the planning and implementation of certificate holders surveillance via usage of the appropriate safety system.

B. Certification

Approves/accepts or disapproves/rejects manuals and revisions to such manuals. May require amendments to previously approved manuals to accomplish the following: correct any conflict with regulatory requirements; eliminate unsafe practices: and/or improve the specificity of instruction.

Evaluates training programs to ensure that they meet the requirements of 14 CFR. Approves or disapproves these training programs including flight simulators, training devices, or other such equipment used in these programs.

Approves/disapproves designation of check airmen and makes recommendations on the appointment of designees.
Evaluates operations and facilities by on-site inspections and review of reports by geographic inspectors or others. Negotiates changes essential or desirable in their policies and procedures. Determines the appropriate methods and/or plans for securing corrective action and determines through on-site inspection or inspector reports the effectiveness of any action.

Evaluates and approves/disapproves requests to operate under conditions not previously authorized and may prescribe additional conditions and limitations as appropriate.

Approves the original issuance of operations specifications and issues original operating certificates. Approves amendments to operations specifications. Evaluates the safety of proposed changes in route or airport authorizations; prescribes any changes required before approval.

Directs or participates in flight evaluations to determine compliance with 14 CFR. Recommends changes that will be required prior to approval.

Functions as Contracting Officer's Representative (COR) during the acquisition and procurement cycle. Participates in a team that reviews contractor proposals for adequacy of design, and for operation, maintenance, and implementation procedures. Participates and contributes to an interdisciplinary team of technical experts to develop, test, evaluate, and/or implement aircraft systems and/or components that impact the NAS. Represents the organizational unit at various seminar, committee, user group panel, and conference meetings at intraagency, interagency, aviation industry, and national levels.

Applies experience and advanced knowledge in the theoretical foundations of computer science for the development of problem oriented and nonprocedural languages and their translating/operating systems, construction of input-output buffering schemes, and design of automatic scheduling and monitoring methods to increase scope and effectiveness of computer applications. Uses computer software concepts (such as, data representation, data structures, file systems, computer languages, software methodologies, network protocol, mathematical analysis, statistics and probability) to develop software source code for NAS systems.

Applies experience and detailed technical knowledge applicable to his/her discipline to plan and accomplish assignments. Experience includes detailed technical knowledge of software languages including but not limited to C/C++, Python, and Java while following established NASE processes and supervisory instructions for maintaining systems hardware, firmware, and software. The Physician is a recognized medical authority who provides highly complex and challenging training to FAA employees, Physician/Medical Officer, various professionals, and other aviation personnel, and performs Quality Assurance (QA) review activities under the general supervision/ direction of a manager. The Physician possesses broad discretion to ensure the work of the position aligns with agency objectives and policies.

The primary responsibility of the Medical Officer Trainer and Quality Assurance (QA) Reviewer is to provide training to Physicians/Medical Officers, Regional Flight Surgeons, Aviation Medical Examiners (AMEs), and Residents in Aerospace Medicine regarding FAA policies and procedures for the aeromedical dispositions of medical certification applications of airmen and contract air traffic controllers. The Medical Officer Trainer/QA Reviewer coordinates extensively with the Aerospace Medical Education Division (AAM-400) to provide or arrange training of AMEs at Basic and Refresher seminars, as well as the training of Residents in Aerospace Medicine.

Specifically, the Medical Officer Trainer/QA facilitates the understanding amongst trainees of the overall provisions of 14 CFR Part 67 regulations, as well as the policies put forth by the Federal Air Surgeon within the Office of Aerospace medicine (AAM). The Medical Officer Trainer/QA ensures that trainees are familiar with appropriate policies and procedures regarding the granting and denying of medical certification, withdrawing Special Issuances, authorizing Medical Flight Tests (MFT), affirming validity of certificates issued by designated Aviation Medical Examiners, or requesting additional information to substantiate the issuance or denial of medical certificates. The Medical Officer Trainer/QA ensures trainees are familiar with Office of Aerospace Medicine (AAM) procedural guidance, to include the AME Guide, the OneGuide, and the MedList, as well as specialty workflows within AAM, to include Drug & Alcohol, Medical Appeals, Neurology, Anti-Depressant Medication Use, Mental Health, and Insulin-Treated Diabetes Mellitus (First and Second Class). Furthermore, trainees will be familiarized with the Neurology and Cardiology Panel/Consultant review process, as well as the process for referring complex and/or difficult cases to a Federal Air Surgeon's Specialty Consultant.

The Medical Officer Trainer/QA serves as a referral source for Physician/Medical Officers or Regional Flight Surgeons (and staff) regarding disposition of complex or difficult certification cases, and/or appropriate referral as warranted. The Medical Officer Trainer/QA also teaches, mentors, trains, and coaches other physicians internal to the Agency, as well as Legal Instruments Examiners and other employees in the Division, Aerospace Medicine Residents, visitors to the Civil Aerospace Medicine Institute (CAMI), and other aviation personnel as assigned or invited to do so. External to the FAA, the Medical Officer Trainer/QA effectively represents the FAA and organizational positions when engaging stakeholders such as non-governmental medical groups, pilot advocacy groups and professional organizations; this may also include active engagement and building positive relationships with airmen in appropriate form such as "Sun n’ Fun", "Air Venture", FAAST seminars, etc.

As a medical authority, the Medical Officer Trainer/QA performs peer review and quality assurance oversight of a certain number of randomly selected airmen cases drawn from the Document Imaging Workflow System (DIWS). These are cases that have been dispositioned by either a Physician/Medical Officer within the Aerospace Medical Certification Division (AAM-300), or by one of the Regional Flight Surgeons (or staff). The Medical Officer Trainer/QA will also serve as a referral source to review cases that have been identified as not meeting required standards of practice for certification review.

Performs a mix of routine and varying assignments associated with analyzing, installing, repairing, fabricating, or trouble-shooting electronic, electrical, and mechanical systems and components. Reviews, reads and understands blue prints, engineering drawings, and schematics. Applies experience and detailed technical knowledge of engineering principles, theories, and concepts at the full performance level as well as applicable procedures and policies. The work of this position involves functions such as research support, audits, testing, operation of facilities, systems, protocols/processes, test equipment repair, assembles or installs instruments and devices or materials. Use judgment, experience, and knowledge to solve problems and complete assignments.

Supports CSRT research activities as necessary to ensure that research and demonstration protocols meet safety requirements and data accuracy specifications. This includes assisting with instrumentation installation; facility preparation and checkout; experimental setup; data collection; and data storage. Because of the nature of the facilities and tests conducted, accomplishment of these activities requires mobility, eyesight, and hearing.

Ensures sufficient levels of expendable tools/supplies/materials are on hand to accomplish anticipated research projects and maintains an inventory of all the CSRT laboratory assets. Manages the procurement of these items to include purchasing with a government credit card if issued - gathers information on specifications, vendor sources, and cost estimates.

Ensures all systems are ready and test area is safe for personnel and observers during a test: supports implementation of all required FM Quality Management, Safety, Environmental, Institutional Review Board, and Health standards (e.g., ISO 9001, ISO 14001, OSHA. and EPA). Responds to CSRT laboratory safety or environmental incidents, prepares/completes reports, and helps conduct incident investigations. Conducts and/or supports training and audits related to CSRT facilities' quality and environmental compliance or operational safety. Work activities and projects are performed by the Data Scientist and/or they contribute on large work activities as a member of team. Works with other professionals on a team, as well as customers who have data-related challenges that the Data Scientist works to resolve.

Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to recommend new approaches. Assignments typically require solutions that are to be derived by interpreting and extrapolating from situations that were faced in the past. Provides recommendations to improve work processes. Serves as a Branch Manager with overall authority for developing and implementing the mission support business operation workflows, solutions, and systems for the Office of Management Services. Assigns and manages varying levels of complex administrative assignments for a branch under the Employee Services Division (ANG-A2).

The Branch Manager is recognized as a subject-matter expert, both internally and externally, to and on behalf of ANG in all matters relating to administrative support, program, and project management. Provide leadership, guidance, coaching, and expert advice on highly complex and challenging activities along with other ad hoc special projects/assignments.

Provides workforce resources to include human resources/staffing, performance management, workforce analysis, workforce development/training, and administrative programs (time and attendance reporting, wireless communications, space, controlled correspondences/directives, records management, etc.) to managers and employees within ANG. Applies experience and advanced knowledge of resource management applicable to the assigned programs.

Identifies and resolves challenging problems or issues that often cross organizational boundaries and impact the accomplishment of strategic objectives. Establishes and maintains collaborative relationships with other ANG and FAA organizations, as necessary.

Collaborates with the Office of Human Resources (AHR) to provide ANG with top-notch organizational human capital program support, services, and status reporting related to position management, performance management, workforce planning, workforce analysis, strategic recruitment, training and hiring flexibilities delegated to the Agency and/or staff office.

Supports the Director, Deputy Director, and Division Manager on human capital planning, workforce analysis, workforce development, and strategic recruitment efforts by identifying and assessing alternative approaches (including industry standards and best practices). Defines measures, tracks, and reports critical workforce service metrics, including identifying metrics deficiencies, gaps, or areas needing improvement to meet organizational needs. Works with senior management and/or more experienced professionals to resolve complex
issues or problems.

Develops new and innovative approaches, methodologies, and/or techniques to accomplish tasks, and ensures processes and procedures are applied consistently throughout the organization. Utilizes a variety of automated databases to input, update, and maintain data and workload activity. Develops, or oversees the development and preparation of routine and recurring reports to provide updates and to assist ANG senior management with relevant analysis, planning, and status updates.

Acts as a technical expert to develop new and innovative concepts, approaches, methodologies, techniques, and policies, or as a senior project manager or team leader for large, challenging work activities. Uses knowledge of NAS components, interdependencies, and potential for operational improvements,
executes key program/project activities such as requirements development and management, systems engineering, and investment analysis on one or more programs.

Applies experience with program and/or project management principles and processes, such as lifecycle and logistics management, financial planning, and risk management to facilitate the integration of automation, contractual, and procurement elements into major NAS programs. Applies project and program management principles to lead formulation of strategies, financial, business and planning deliverables and activities across the enterprise of system and capability solutions. Monitors and facilitates the establishment of programs and changes to program costs, schedules and scope through skill in Acquisition Management System principles.

Applies knowledge of NAS programs and Enterprise Architecture to analyze data and to identify and mitigate and support Risks, Issues and Opportunities (RIOs) implementation and integration across the enterprise and in leading multiple programs. Researches, develops and identifies program dependencies and their associated RIOs using knowledge Air Traffic Management systems, including automation, surveillance; air/ground communications, weather and enterprise systems. Uses engineering expertise related to operational domains
and of the NAS to facilitate alignment of program dependencies and their associated RIOs and to provide expertise and advice to multiple programs on integration (synthesis) of capabilities into systems and the NAS.

Monitors the performance of contracts and provides technical advice to the contracting officer, as applicable. Leads enterprise level working groups solving technical issues and capitalizing on opportunities and engages senior leadership making recommendations that drive more effective and efficient organizational alignment, which may affect staffing of bargaining unit positions. Conducts engineering analyses and studies to define and interpret NAS level requirements and to conduct integration planning using the FAA NAS Enterprise Architecture. Leads the establishment and implementation of program Requirements Management Plans. Provides support to the goals of improving cross-organizational project implementation and communication.

Often develops new policies, procedures, and approaches taking into consideration FAA policies, government-wide rules and regulations, and industry standards. Develops methodologies, data and tools to measure performance against goals. Monitors the automated dashboard and provides assistance with the planning and execution of the PMO enterprise Risk Management and Requirements Management activities for one or more programs.
