This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. Although you must reside and perform the job functions in the specific geographic location, it will not require you to report to the agency worksite on a regular and recurring basis. The location of this position will be determined upon selection in one of the following states: Maine, Virginia, District of Columbia, Maryland, Colorado, Florida, Washington, California, Texas, North Carolina, Illinois, Ohio, Georgia, Tennessee, or South Carolina.
Major duties include, but are not limited to the following:
- Serves as an expert Acquisition Project Manager and concurrently and independently leads at least one or multiple highly-complex, high-dollar ($250M+) acquisitions from acquisition initiation through contract or Task Order award providing technical advice to the client, contractors, and Acquisition and Procurement Center of Excellence (APEX) regarding pre- award strategies and activities. Identifies, analyzes, strategizes, optimally schedules, and tracks acquisition milestones to ensure that the acquisition satisfies client’s mission needs.
- Assesses, defines, and documents client technical and contractual requirements which can include state of the art or unprecedented needs. Conducts market research and identifies the optimal acquisition strategy to accomplish the client requirement. Incorporates acquisition best practices to satisfy client needs. Solves complex acquisition challenges that may arise during the pre-award acquisition lifecycle.
- Translates client requirements and acquisition strategy into written documentation. Prepares the solicitation and related acquisition documents in accordance with the approved acquisition strategy. Chairs and serves as a voting member on the Technical Evaluation Board. Also, writes technical evaluation reports summarizing the Technical Evaluation Board findings.
- Develops and maintains partnerships with clients, contractor support staff, and other GSA employees. Works with the Contracting Officer to solicit competition and provide fair opportunity through industry engagement activities such as Industry Day, Reading Rooms, and Due Diligence.
