It's a diverse and growing portfolio that needs an exceptional commercial professional, who can also bring subject matter expertise in a broad range of HR services. You will have extensive commercial experience developing large scale HR services combined with experience of working at a senior level in local government or a comparable regulated organisation. You will have high standards for service delivery, ensuring our partners receive best in class solutions to their HR needs, and that we continue to build our reputation as a provider of choice.

The responsibilities of the Assistant Project Manager cover a diverse range of activities to support the delivery of tasks aligned to a project, programme, or portfolio. You will enable the smooth running of the project by supporting the Project Manager through the operation of project management processes, and the co-ordination of business management actions and activities on their behalf.

Other requirements of the role include reporting and monitoring a portfolio of work in support of a Portfolio Manager, or managing workstreams or small projects, as required.

The ideal candidate will have experience of working in project management and will need to be organised and able to prioritise effectively. You will have strong communication and interpersonal skills, as well as having experience engaging with stakeholders at different levels within an organisation.

Accountabilities

Responsible for ensuring robust systems are in place to enable effective planning and scheduling within a project, programme or portfolio.

Responsible for managing project controls effectively to ensure all reports provide an accurate update on project status and highlight any specific concerns on progress.

Responsible for ensuring key operational activities are conducted efficiently in a timely manner whilst ensuring compliance and adherence to critical business processes, such as, Health and Safety.

Responsible for documenting resource requirements and plans for projects or programmes or portfolios. Make recommendations to actively manage workforce planning for Project Managers and enable decision making on the best resources for each project based on current capability.

Work collaboratively with a broad and diverse group of internal and external stakeholders including senior management.

Responsible for effectively monitoring specific project spend and provide information required to support business case sign off to ensure both Project and Programme Managers are kept up to date on progress.

Responsible for taking the lead on highlighting potential areas for risk and escalating as appropriate to the Project/Programme Manager, recommending ways to mitigate such risks.

Responsible for leading specific workstreams within projects to ensure delivery of agreed outcomes within time, cost and constraints. This will include design of workstream and delivery approach.

Specific individual and shared targets and objectives are defined annually within the performance management framework.

The Experience You Will Bring

• Educated to A level or equivalent by extensive experience.
• Evidence of continuing professional development and expert knowledge in relevant professional area. For example APM or Prince 2 foundation.

The Opportunity

The Essex Property team is responsible for managing the Essex County Council's (ECC) £1.7bn estate, which covers approximately 350 buildings and around 1,500 sites ranging from residential care, waste, country parks, schools and corporate offices. ECC's challenge is to deliver an efficient estate strategy to achieve best value, whilst supporting service delivery.

ECC is in a partnership with a delivery agent for all property and facilities related operational functions. The Property Team operates as the Corporate Landlord, providing a strategic, intelligent client function for ECC by developing corporate property policy, strategic advice and managing the transactional and property management services procured through the contract.

The Estates Manager (Strategy) will take an important role in delivering ECC's Operational Estate Review. This will require identifying, developing and delivering projects resulting in property efficiencies. Relationship building and engagement with Service Managers across the council will be vital in order to establish their future requirements for property. The Opportunity

The School Crossing Patrol service provide a compliance and audit service to cover Health & Safety for School Patrols ensuring compliance with the relevant legislation.

The School Crossing Manager will ensure continuity on compliance and management of risk. Developing and implementing a business plan of high quality operational models for resource management, whilst delivering the County's high level of service and customer satisfaction.

Accountabilities

Lead, develop, implement, and maintain a School Crossing strategy, ensuring it is aligned to the SDP Service Plan and Educational Priorities. Translating this into goals, plans and ways of working.

Responsible for operational planning and performance reviews to maintain exceptional service delivery and ensures the political objectives and priorities of the council are met.

Work collaboratively with internal and external partners to develop, manage and implement a strategy encompassing policy and compliance.

Responsible for recruitment of new crossing officers and minimising the number of vacant posts exploring new and innovative ways to fill posts.

Prepare reports for senior leaders, scrutiny committees and policy development groups, detailing any proposals for change to the service delivery.

• Educated to RQF level 4 vocational qualification, or equivalent significant experience.

The Team

This is an exciting opportunity to join an established team of social workers who co-ordinate, train and support adoptive households. The team also has a key role in finding adoptive families for children with a plan for adoption. • To act as a role model and source of professional expertise in relation to current best practice in adoption.
• To uphold statutory requirements of both adoption and children's legislation, plus any Departmental requirements.

• To manage the support available to children placed for adoption prior to the Adoption Order being made.

The Team

This is an exciting opportunity to join an established team of social workers who co-ordinate, train and support adoptive households. The team also has a key role in finding adoptive families for children with a plan for adoption. The team is based at County Hall, Chelmsford and we support colleagues in our neighbouring quadrant teams when required. Essex Adoption Agency sits within Essex County Council Children's Services and is part of the Adopt East Alliance.

The Role

• To act as a role model and source of professional expertise in relation to current best practice in adoption.
• To uphold statutory requirements of both adoption and children's legislation, plus any Departmental requirements.
• To manage the assessment and support of prospective adopters during the adoption process.
• To manage the family finding of children with a plan for adoption.
• To manage the support available to children placed for adoption prior to the Adoption Order being made.
• To contribute and lead an identified practice lead within the Adoption Service.
• To maintain an up to date record of activity on case files in line with the department case recording policy
• To promote and comply with Safeguarding procedures
• Record details of assessments on the system; collate cohort and trend data, monitor outcomes and respond to data requests.
• To work in partnership with Adopt East Alliance member agencies; to promote good practice across the region.

Knowledge, Skills & Experience

• Registration with the Health & Care Professions Council (HCPC) as Registered Social Worker.
• Be able to demonstrable capability of practice in accordance with current professional standards e.g. Professional Capability Framework (PCF), Knowledge & Skills Statement (KSS)
• Experience of leading a team in a Social Care environment
• Experience of working within Children and Family,Service with experience in adoption work
• Open to change and ready to innovate, you will be keen to join an environment where you can stretch yourself professionally, make an impact individually and deliver positive outcomes collaboratively
• Court experience preferable
• Analytical report writing skills are essential
• Understanding impact of neglect/abuse on children and trauma in children important
• Flexible working is required with occasional out of county work
• Writing in-depth analytical reports.

About the Role

The Deputy Team Manager is an opportunity for Social Workers with a passion for development, to specialise in a career in social care management. Committed to improving the quality of delivery, this role will support the Team Manager to achieve positive change.

With significant experience of Social Work practice and a desire to mentor staff and manage individual and team performance and deliver improvements. The ability to build strong working relationships with all team members is also key to this role. The Role of the Deputy Team Manager will be to support the manager with the oversight and running of the team.

This role will work alongside Adults with a complexity of needs related to their Learning Disability/Autism, Mental or Physical Health or a combination of all the above. The successful candidate will have a real interest in relationship-based social work, with a focus on building independence through a positive approach to risk and the strengths-based model.

You will work closely with adults placed in supported living accommodation and residential care. Working with the adults, alongside providers family members and advocates to undertake Care Act reviews with a focus on helping to develop independence and progression.

This role sits within our Countywide team supporting adults living within all areas of Essex and out of county. The role will be community based and home working with the flexibility of being based from any of our Essex locations for administrative purposes.

About you

You'll bring strong leadership and behavioural skills, giving you the ability to develop a highly motivated, high-performing professional team to deliver the best solutions for those using our services. We're also looking for your experience of working in a social care setting, along with the ability to deal with challenging social situations and develop strong relationships with partner agencies and the local community to provide a supportive framework for vulnerable adults.

You'll also bring:

• Evidence of continuing professional development and capability of practice in accordance with current professional standards.
• An in-depth understanding of the financial implications of commissioned care packages.
• Experience of leading change in a complex environment, and ensuring the organisation delivers best practice within financial constraints.
• The ability to make clear decisions, to highlight and limit potential risks associated with intervention.
• At least 2 years' experience in a qualified Social Worker role.
• Practice Educator, AMHP or BIA qualification
• Experience working with Adults with learning disabilities / autism.
