PRIMARY PURPOSE: To conduct studies/analyses of limited scope and/or assist in comprehensive manpower and organizational studies/analyses of organizations, functions, and work processes and provide basic management consultant capabilities to improve mission effectiveness, resource efficiency, and resource savings. Works with project leads on projects/studies involving other Manpower Requirements Squadron (MRS) members as dictated by the size and scope of the project/study. Project duties will cross-utilize other functional areas of expertise within HQ USAF, other major commands (MAJCOMs), or Air Force Manpower Agency (AFMA) divisions.

DUTIES:

1. Conducts work measurement, methods and procedures, benchmarking, and/or engineered time standard studies for issues or problems of a procedural or factual nature (e.g., Operations Resource Flight, Travel Voucher Processing, and Personnel Operations within Aircraft Maintenance).
2. Establishes manpower standards for an assigned work area or group of work areas to provide a basis for manpower justifications and improved utilization, and measures the organizational performance index.
3. Analyzes related systems and prepares documents on the use of automated data management systems and methodologies to support manpower workload; manipulates widely used functional area computer applications to satisfy the needs of Capability-based Manpower Studies (CMS) and other special projects or studies.
4. Supports various types of manpower studies.

SUMMARY: The primary purpose of this position is to manage all aspects of training (data, manpower, personnel, equipment, facilities, budget) and the adequacy of the education/training program to meet AF world-wide career field requirements. Provide troubleshooting expertise to solve MAJCOM problems over entire education/training program.

DUTIES:

• Manages all activity associated with planning and executing training for assigned defense system acquisition programs.
• Manages the application and adequacy of AETC technical training programs to meet AF career field training requirements.
• Accomplishes special projects.
• Develops professional education and training responses to questions on command education and training resourcing issues from DoD activities, HQ USAF, HQ AETC, Numbered Air Forces, MAJCOMs and various federal agencies.
• Represents the Air Education Training Command at meetings conferences, workshops and teams such as Training Planning Teams, Process Action Teams, etc.

- Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

SUMMARY: The primary purpose of this position is to serve as the Division Chief, Force Development Credentialing Division, Directorate of Operations and Communications, HQ AETC, responsible for interpreting and implementing policies, executing authorities, developing guidance, standards and processes for the division's mission. Plans, develops, and directs advisory and support services for the Air Force-wide program. Represents the division officially and exercises second level supervisory and managerial authorities over division personnel. Directs the full scope of responsibility for the activities of the division and subordinate units in the full scope delivery of Force Development activities.

DUTIES:

• As Division Chief, plans, organizes, and oversees the activities of the Division.
• Exercises supervisory personnel management responsibilities.
• Directs and/or leads broad studies involving Force Development programs that impact the Air Force, DoD, and its agencies.
• Plans, implements and assesses the progress of the Force Development Division program goals and objectives.

• Plans, organizes, and directs the activities of the Requirements Development Support Section, ensuring that services acquisitions comply with legal and regulatory requirements and meets customer needs.
• Exercises supervisory personnel management responsibilities.
• Represents the Requirements Development Support Section with a variety of installation and functional area organizations.
• Represents the program office with higher levels within the organization and contractor organizations.
• Works in conjunction with the contracting officer to approve terms and conditions set forth in contract negotiations, contracting plans, budgets, and changes to the scope of work to be done by the contractor.

• Provides program management for manpower and personnel Talent Management requirements and plans.
• Serves as the command focal point for military personnel programs.
• Performs management advisory services for the military affairs and recognition and quality force and personnel program sections.
• Performs program analysis. Compiles statistics, analyzes trends and takes action necessary to correct deficiencies between awarding authority policies at AU, NAFs AFRS, wings, technical training centers special operating groups and command level.
• Prepares required oral and written correspondence and documentation, i.e., memorandums, reports, staff studies, background papers, electronic or hard copy staff summaries packages, briefings slides, charts, metric data and command supplements/instructions to AFIs.

• Applying Air Force military rated aviator experience, analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command program(s).
• Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements.
• Using AF military rated aviator experience, actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
• Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

• Serves as 688 CW Senior Program Analyst that ties Future Years Defense Program and current executions and provides recommendations and negotiates to alleviate shortfalls.
• Provides direction and assistance in the negotiation of agreements with MAJCOM and national-level agencies, which are necessary to carry out Wing plans and programs.
• Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques.
• Serves as the representative and spokesperson in communicating resources/program matters.

1. Provide technical, programmatic and technical advice on all cyberspace education and training requirements.
2. Anticipates, develops, and manages current and future requirements affecting training requirements in support of Joint and USAF requirements and administrative areas while evaluating management, budget, and HHQ policies.
3. Serves as cyberspace training lead and provides day-to-day direction to a team consisting of military, civilian, and contractor members.
4. AFCYBER training strategy to include the best practices and methods to enhance cyberspace training.

• Responsible for Flight Services, obtaining flight clearances, and validating required Flight Crew Information File (FCIF) and other Go-no-Go pre-flight data.
• Provides technical guidance and expertise in the scheduling of the flying unit Special Use Airspace (SUA).
• Monitors substantiating personnel listings, independently determines the status of incoming/outgoing Personnel in Change of Station (PCS), Separation/Retirement, and Temporary Duty (TDY) status, and performs a wide-range of aviation management duties.

• Plans, organizes, and coordinates activities of functional specialists including contracting, security, equipment, lifecycle maintenance, configuration/data management, and logistics.
• Reviews and directs the progress of contractors in meeting program objectives.
• Prepares and presents staff studies for presentation to the Program Director and other management officials.
