The primary purpose of this position is: as an Air Reserve Technician (ART) officer position to serve as the Senior ART/Intelligence Squadron (IS) Commander, assigned to the ISR Group under the 10 AF (AFRC). This IS Commander is responsible for executing global ISR operations in support of Numbered Air Forces, Combatant Commanders and National Agencies with operational and strategic implications. The IS Commander is a senior leader who plans, manages, and oversees through assigned commanders the intelligence activities and operations of the ISR Group.

- Plans, organizes, and oversees the activities of the Intelligence Squadron (IS). Exercises responsibility and authority for planning and managing the overall efficiency and effectiveness of the organization's operations, providing strategic and operational leadership, and communicating the strategic plan, mission, vision, and values, for all ISR operations, training, and readiness programs for the highly technical and complex multi-disciplined organization and subordinate units.

- Exercises supervisory personnel management responsibilities. Exercises technical and administrative supervision over a highly experienced staff of analytic, operational, and support personnel responsible for the planning and management of highly complex analytic support and ISR operational functions.

- Manages ISR training and readiness for the squadron. Reports unit readiness posture under the Status of Resources and Training System (SORTS) and Air Expeditionary Forces (AEF) Reporting Tool (ART).

- Staff Duties. Performs various staff duties as assigned by the supervisor. Accomplishes and coordinates staff work.

- Performs as a certified ISR Operations Commander. Regularly serves as an Intelligence, Surveillance, and Reconnaissance (ISR) Operations Commander to execute assigned ISR missions.

• Identifies and defines information and intelligence requirements of specific technical, training, exercises, and support areas for different subprograms and projects.
• Researches, identifies, and analyzes program requirements and problems for projected and planned programs and operations.
• Provides guidance to other program managers in planning, preparing, and conducting analysis to facilitate completion of long-range planning documents.
• Provides guidance to other program managers in planning and conducting training for assigned personnel to develop individuals' knowledge, skills, and abilities.

• Performs professional electronics engineering work involved in the application of advanced theories, concepts, principles, and processes. Applies expert knowledge and mastery of advanced engineering theories, principles, concepts, standards, and methods to ensure assigned projects remain consistent with program objectives, costs, schedules, performance criteria, and existing policies.
• Plans, organizes, directs, and coordinates significant and complex projects involving the application of sled test instrumentation design and data collection.
• Applies experimental theories, new applications or developments to improve operations and/or resolve unique or complex/controversial problems, conditions, or issues in the area of instrumentation system design.
• Functions as organization's technical specialist in electronics engineering for critical systems and devices.

• Manages Mission Assurance (MA) Program per DoDI 3020.45 with responsibility for implementation of wing-wide installation response and readiness.
• Coordinate, Draft, Plan, Integrate, and Execute all Mission-Focused Complex Mission Assurance and Readiness Exercises at EAFB.
• Plan and design installation exercises-based on Commanders Intent, to include scenario development.
• Draft Exercise Objectives, Master Scenario Events Lists, Commanders Decision Briefs, rehearsals, Warning Orders (WARNORDS), and Operation Orders (OPORDS).

PRIMARY PURPOSE: To serve as an agency Direct Reporting Unit (DRU) headquarters Innovation Program Manager. Studies, plans, organizes, and evaluates programs/issues to develop and improve operations, policies, regulations, directives, programs, and procedures for comprehensive agency Operational Test and Evaluation (OT&E) activities.

DUTIES:

1. Serves as AFOTEC's technical authority for innovative practices and business modernization.
2. Serves as AFOTEC CPI2 program manager.
3. Represents AFOTEC at a variety of functional area organizations.

• Serves as the commanders' focal point, applying Air Force and service equivalent military rated aviator experience to oversee, organize, manage, and determine policies, directives, programs, doctrine, and procedures for the establishment and maintenance of advanced projects for the USAF, COCOM, or MAJCOM operations at the Distributed Mission Operations Center (DMOC).
• Responsible for providing operational guidance and direction to staff and participating personnel on exercise planning, conduct, results reporting, special methodologies, and capability assessments.
• Improves advanced programs and organizational direction and focus through using specialized planning tools and techniques to direct and manage all areas of operations.
• Incumbent serves as the AP Operations Research point of contact for high priority, large-scale unilateral Air Force and Joint Service exercises, experiments, tests, evaluations, and studies assigned.
• Oversees contractors supporting CAF DMO and 705 CTS/DMOC exercise planning to Joint and Service Level exercises.

1. Applies an extensive body of human resources (HR) rules, procedures, and operations sufficient to provide unit personnel support services.

• Analyzes computer requirements and prepares specifications and designs. Performs evaluation, documentation, modification, monitoring and quality control over computer programs and information handling systems.

- Serves as the unit authority on all aspects of internal intelligence training. Works with the Intelligence senior ART/program manager in planning and organizing an intelligence program that provides timely and accurate operational intelligence support and fully trained intelligence personnel during peacetime and contingency operations.
