As a Government Information Specialist, you will:

• Serve as the senior technical and program expert for the Bureau's Privacy programs, with responsibility for developing and monitoring guidelines for agency-wide application. Provide guidance in the development and establishment of Privacy policies and procedures to ensure that significant Privacy issues are identified and addressed. Assess Privacy program alignment with strategic objectives, develop policy, evaluate program execution, and provide expert advice and guidance to executive level staff. Serve as a technical authority for highly complex issues.
• Review policy guidelines, standard operating procedures, risk-assessments, and significant cases to identify systemic trends indicating the need to update policy, procedures, or training on Bureau-wide basis. Perform updates to Privacy policies, regulations and operating procedures that typically require extensive research and development of program specific regulatory, policy, advisory, and assessment criteria consistent with broad legislative or other higher authority guidance and emerging case law. Recommend the adoption and application of new and unprecedented methods, approaches, and assessment criteria to ensure program or project requirements are aligned with strategic objectives and may recommend advanced approaches or applications for adoption Bureau-wide. Review all proposed team-level policies and procedures that have a privacy component and makes recommendations for proposed changes in management and program processes.
• Respond to queries from policy-making boards and executives concerning the impact major policy initiatives or events will have upon Privacy policies and operations including addressing sensitive operational or program issues of significant interest to Bureau executives, other Federal agencies, the administration, Congress, and/or the media.

As a Management and Program Analyst (Information Systems), you will:

• Serves as an expert on regulations, requirements, and activities in HR systems administration and HR service delivery. Supports management's initiatives in developing HRIS and analyzes and evaluates related program initiatives.
• Conducts projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations within OHC. Develops new or modified automated work processes. Reviews guidelines and initiatives for potential program implications and advises on future enhancements. Designs programs and measures for control, review, and evaluation of assigned programs.
• Advises and provides assistance to system users. Analyzes problems related to HR automated systems and recommends viable solutions. Coordinates with Human Capital staff and managers to ensure work processes are documented and staff is sufficiently knowledgeable of system operation.
• Works with agency management and staff in employee change process concepts and techniques by assessing organizational readiness for change, marketing organizational awareness, and leading change initiatives. Leads development of communications strategies to inform users of new or changed services and procedures.

The following are the duties of this position at the CN-53, broadly equivalent to the GS-13. • Provide legal and subject matter expertise, policy and research expertise, project management, and legal services in complex and sensitive situations. Develop, review, provide input, and coordinate feedback on legislative proposals, research, regulatory activity, management and policy initiatives, guidance, compliance, communications, and other activity involving complex issues. Work closely with Bureau staff to provide input and/or coordinate the review, development, and advancement of policy proposals, as well as strategies for implementation. Provide input on supervisory and enforcement activity pertaining to fair lending and access to credit, as well as technology bias.
• Coordinate and collaborate with fair lending, market, technology, and policy experts within the Bureau, other Tribal, Federal and State agencies, and provides expert legal advice, policy proposals, and recommendations on issues regarding laws, regulations and research, and their impact on stakeholders in complex situations. Reviews and comment on proposed and existing laws and regulations, research and access to credit. Formulate legal and policy recommendations to implement laws and regulations, and to advance research. Participate in the preparation of Congressional testimony, reports, speeches, and other communication tools.
• Work with private industry, civil rights, consumer and community advocates, technologists, and others on the promotion of fair lending compliance, outreach and education. Represent the Bureau and Office before stakeholders. Provide legal and policy research, assistance, and support necessary for the implementation of an outreach, compliance and education strategic plan in consultation with Bureau staff, including Fair Lending Stakeholder and Outreach and Policy personnel, other regulators, private industry, technologists, and fair lending, civil rights, and consumer and community advocates.

As a Supervisory IT Specialist (Infrastructure Operations Lead), you will:

• Serve as the principal lead responsible for the day-to-day operational support of the Bureau's information technology infrastructure, systems and end user services. Lead the planning, deployment and operational support for a varied portfolio of IT services including Bureau-facing Service Desk (Tier I, II, Deskside), IT Asset Management, Audio Visual Engineering and Support, Unified Communications, Print Services, Infrastructure Audits, Wireless Lines of Service and Major Incident Management.
• Identify and implement continuous process improvements that will improve quality, efficiency and reduce costs related to core IT processes; determine IT operations service requirements by analyzing needs of users/departments; develop and implement documentation requirements for problem resolution; work to identify and enhance processes and tools, with the goal of improving systems and application availability;
• Provide timely and accurate communication and coordination of all major incidents that result in outages to business-critical services; work with IT teams and other Bureau divisions to ensure appropriate prioritization for scheduled maintenance, including coordination of priorities when required; provide leadership in critical issue resolution;
• Serve as Contracting Officer's Representative (COR) or alternate COR.
