Job Summary

Clark County Public Health administers Nurse-Family Partnership programming and services in Clark and Cowlitz Counties. The service region for this 1.0 FTE posting is for Cowlitz County. The Nurse-Family Partnership nurse home visitor (NHV) is responsible for providing comprehensive nursing services to pregnant individuals and their families who are categorically eligible for the Nurse-Family Partnership Program. The NHV is responsible for maintaining the highest standards in clinical and public health nursing practice and adherence to the Nurse-Family Partnership model, policies, procedures, Visit-to-Visit Guidelines, and standards of Nurse-Family Partnership and of Clark County Public Health. This position receives specific direction and assignments from, and reports to, the Nurse Family Partnership Nurse Supervisor assigned to Cowlitz County.

The Public Health Nurse II classification emphasizes health promotion and prevention. Job tasks and activities may be focused on the individual-, community-, or the systems-level, depending on how the issue may best be addressed to improve health outcomes.
Nurse-Family Partnership Model Basics:
• Provides home visits to pregnant individuals and their families eligible for the Nurse-Family Partnership Program.
• Adheres to nursing process and the Nurse-Family Partnership model of home visitation.
• Carries a case load of 25 clients per 1.0FTE.

Administrative
• Supports Clark County Public Health and Nurse-Family Partnership standards, policies, procedures, Visit-to-Visit Guidelines.
• Participates in community coalitions in support of families as requested.
• Promotes public awareness of Nurse-Family Partnership and public health practice.
• Develops and maintains community relationships to support client referrals.
• Participates in weekly, one-hour reflective supervision with NFP supervisor.

Clinical
• Completes all required Nurse-Family Partnership Education.
• Attends and participates in dyadic assessment training.
• Develops therapeutic relationships, utilizes concepts of reflection and motivational interviewing with pregnant individuals and their families in a home visiting environment.
• Performs home visiting in accordance with the Nurse-Family Partnership model and Visit-to-Visit Guidelines
• Follows nursing process in implementing NFP model elements as part of nursing practice.
• Using specific program guidelines and tools, develop a working relationship with clients and their families, assess individual and family needs and promote goal setting and problem solving in six domains:
o Personal Health addresses clients' health maintenance practices, nutrition and exercise, substance use involving cigarettes, alcohol or illicit drugs, and mental health functioning.
o Environmental Health addresses adequacy of home, work, school, and neighborhood settings for pregnant individuals, birth and support parents, and infant health.
o Life Course Development focuses on clients' goals related to childbirth planning, completion of their education, and finding employment.
o Parenting Role addresses clients' acceptance of the birthing role and their acquisition of the knowledge and skills needed to promote the health and development of infants and toddlers.
o Family and Friends focuses on helping clients deal with relationship issues and enhance support for their own goals and management of child care.
o Health and Human Services addresses linking families with community services for which current family resources are not adequate.

• Provides education, support, and referral resources in assisting birthing and parenting individuals and their families in attaining their targeted goals.
• Consults and collaborates with other professionals involved in providing services to birthing persons and families.
• Evaluates client progress toward stated goals and Nurse-Family Partnership outcomes.
• Plans home visits in accordance with client goals and Nurse-Family Partnership outcomes.
• Actively engages in professional development to meet all Nurse-Family Partnership nurse home visitor competency requirements including nurse licensure education requirements for Oregon and Washington.
• Utilizes reflective practice.
• Schedules joint home visits with Nurse-Family Partnership nurse supervisor every four months.

Qualifications

Education and Experience: 

·         BSN required. 

·         Current Washington state RN license in good standing required. 

·         Oregon state RN license required within four months of hire. 

·         Current CPR required. 

·         Two years recent experience in maternal-child health, public health, home visiting, or mental/behavioral nursing preferred. 

·         Home visiting experience preferred. 

·         Bilingual language proficiency preferred.  

·         Excellent written and verbal communication skills 

·         Basic computer skills – Microsoft Teams, Zoom, EMR charting experience, Excel, calendaring, Outlook. 

·         Valid WA or Oregon driver’s license and insured automobile required. 

·         Ability to travel by air to Denver, CO for face-to-face NFP education sessions.

Job Summary

Clark County Public Works is looking for motivated professionals to lead multi-disciplinary teams to facilitate the successful delivery of a wide array of projects that improve the safety and quality of life for the good people of Clark County.

This position coordinates multiple project teams of designers, real property professionals, surveyors, traffic engineers, permitting personnel and other essential disciplines to deliver on complex and rewarding capital projects for the county. The position will be responsible for the delivery of capital projects in Public Works, including for Transportation, Parks, Clean Water, Bridges, Pavement Preservation, and the County Railroad.

The position reports to the PM Section Manager and works collaboratively with sections throughout Public Works and other county departments. It will also work closely with state and federal agencies, utility service providers, and businesses in coordinating project activities, along with working directly with the public and neighborhood associations. The position may also be assigned special projects as necessary.

This team currently enjoys a hybrid work arrangement. The candidate selected MUST reside within WA or OR.

Qualifications

Education and Experience:

Bachelor’s degree in project management, civil engineering or a related field; and five (5) years of responsible project management or closely related experience at the Capital Project Manager II level.  Experience emphasizing construction based transportation projects is highly desirable: or Seven (7) years of responsible project management experience or closely related experience at the Capital Project Manager II level that demonstrates the knowledge, skills, and ability to perform the work described above.

Certification as a Project Management Professional (PMP).  Licensure as a Professional Engineer in Civil or Environmental Engineering will qualify for consideration, while candidates work toward and achieve PMP certification within two (2) years of receiving Capital Project Manager III classification.

With input from the divisions of Transportation, Design and Maintenance, makes recommendations on scope of work changes necessary to complete assigned projects.

Directs investigations and develops resolutions of claims and complaints from contractors or property owners.  Maintains office records of design, construction and other engineering activities, as required by County, State, and Federal regulations.

Coordinates with the Survey Section Supervisor/County Surveyor to ensure accurate, complete and quality field survey data is collected and that information is acquired in a cost‑effective, efficient manner. Assists in the preparation of complex property descriptions.

Develops and maintains effective relations with the public.  Represents Public Works on various committees; at neighborhood organization and community meetings; public hearings; before governmental bodies and in legal processes.

Participates in the development, implementation and review of ongoing programs and existing methods ‑ assessing job effectiveness and cost efficiencies.

Participates in the mentoring of other Project Managers.

Participates in the formulation and updating of goals and objectives consistent with the mission of the Department.

Job Summary

The Clark County Sheriff's Office Cadet Program is dedicated to providing a rewarding work and educational experience for the individual wishing to pursue a career in law enforcement. The Cadet Program allows college students the opportunity to receive paid on-the-job training in non-enforcement activities.

There are age and education requirements that applicants must meet to be hired as a Cadet. The maximum length of continuous service a Cadet can serve with the Sheriff's Office is 4.5 years, or three months after graduation from a two year or four year institution of higher learning. Cadets work part time hours and are eligible for some benefits.

The Sheriff’s Cadet is the trainee level in the Sheriff’s Office. Sheriff’s Cadets are assigned non-law enforcement duties and responsibilities. Cadets perform paraprofessional office and field support duties under supervision of a sworn member or supervising civilian personnel in the Sheriff’s Office. The Cadet Program is under the supervision of the Cadet Program Coordinator. Cadets may be assigned to another unit at the discretion of the Chief Civil Deputy. Cadets are then supervised by that unit’s supervisor.

Cadets may be assigned to various areas:
Civil Cadets – Serve civil papers in the community and have a special commission.
Property Cadets – provide logistical support throughout the agency, and support the Evidence Unit in basic tasks.
Front Desk/Reception Cadets – are in a fast pace area completing fingerprints, answering questions, assisting with concealed pistol license applications, directions, delivery of mail, opening inmate mail.

Cadets may be required to work various shifts including split shifts, at night, on weekends and holidays as needed. Shift assignments do not interfere with school schedules.

This position is represented by the Sheriff’s Support Guild.

Qualifications

Applicants for the Cadet Program shall meet the following minimum requirements as a condition of their employment:

• Must be a citizen of the United States or a lawful permanent resident;

• Must be eighteen years of age (or within six months) at the time of application; must be eighteen years of age at the time of hire;

• Must be a high school graduate with GPA of 2.0 or higher;

• Applicant must be enrolled in an accredited college or university at the time of appointment;

• Applicant must declare and maintain a major in Law Enforcement, Criminal Justice or a related field (Public Administration, Psychology, Sociology, Business Administration);

• Must maintain a minimum of 9 college credit hours per quarter or the equivalent except during summer term.

• Must maintain a minimum of 2.5 GPA (cumulative and per grading period) while serving as a cadet;

• Must maintain a valid driver's license;

• Must not have been convicted by any state or federal court of a crime punishable in a state or federal institution;

• Must submit a letter of recommendation from the Criminal Justice Coordinator, Professor or Academic Advisor or; if the applicant has just completed high school and is in the process of entering an institution of higher learning, the cadet will obtain a letter of recommendation from a high school teacher, counselor or principal, or CCSO Explore Advisor.

• Must pass a multi-phase examination established by the Sheriff Office - consisting of oral interviews, a background investigation, a polygraph and a drug screen;

Knowledge of:  Basic law enforcement practices and procedures; proper English usage, spelling, grammar and punctuation; records management; various computer systems, protocols and administrative rules regarding access, use and dissemination of data constrained in various computer systems; use and operation of computers, databases and standard business software; customer service practices and telephone etiquette; standard office procedures and practices; safety policies and safe work practices applicable to the work.

Ability to:  learn, understand, explain and apply codes and procedures applicable to a variety of law enforcement operations; maintain highly confidential information; understand and follow written and verbal instructions; communicate effectively, both orally and in writing; use a computer keyboard, teletype and other office equipment with a level of speed and accuracy required for the work; operate a variety of computer software programs and databases related to the justice system; diffuse difficult situations, deal with angry/hostile/distraught individuals of varying backgrounds, educational levels and mental statuses; establish and maintain effective working relationships with all those encountered in the course of work.

Work is performed primarily in an office setting in a restricted area where the noise level is usually moderate.  Some walking, standing, bending, and carrying of light items up to 35 pounds is required.  In some positions the incumbents may be spending a major part of the work day exchanging information over a counter.  Such duty may require prolonged periods of standing.  Occasionally, the incumbents experience highly stressful situations in the process of resolving problems of an immediate nature i.e., facing irate citizens dissatisfied with information received, action taken or to be taken by a division or department, or denial of service for cause.  Operating a motor-vehicle may also be required.

• Cadets may also participate in "Ride-a-longs" with a Deputy Sheriff.

Job Summary

The Deputy Health Officer participates in and provides leadership across a wide range of public health activities through the regional health officer program. The primary purpose of the position is to provide consultation, public health and clinical leadership and technical direction to Clark County Public Health and as needed, several other regional local health departments in Washington State. This is an appointed position with major responsibility for control and prevention of communicable disease, chronic disease and environmental exposures, planning for and response to public health emergencies; and providing oversight in the development of all clinical policies, procedures, and standing orders. The Deputy Health Officer serves the Clark County Public Health Department, and as needed, the Health Departments for Pacific County, Skamania County and Wahkiakum County, as needed, as a member of the Pacific, Skamania and Wahkiakum County Public Health Departments’ senior management teams. The Deputy Health Officer plays a critical role in department activities through relationships with key entities within the region, particularly the local medical communities; local Boards of Health; local, state and federal public health partners; the media; and the public. Additionally, the Deputy Health Officer is required to help identify priorities and emerging trends and communicate health data and information in a variety of settings. The Deputy Health Officer will also interact with clinical staff, providing clinical consultation and direction for Infectious Disease Program case management and/or investigations; ongoing clinical mentorship to TB case managers; and clear direction to TB case managers when developing plans of care.

Qualifications

Education and Experience:

The position requires the possession of or ability to obtain a license to practice medicine and surgery or osteopathic medicine and surgery in the state of Washington plus a Master’s degree in Public Health or equivalent degree, and three years of increasingly responsible experience in public health, epidemiology, preventive medicine, or a related area.  The degree must have been conferred by an institution of higher education and have National Recognition of Accrediting Agencies by the U.S. Secretary of Education, and official transcripts will be required at the time of hire.  Persons with three years of experience who do not possess a Master of Public Health or equivalent can qualify for a provisional term, subject to public health in-service orientation and periodic personal review by the Secretary of Health or his or her designee.  Any satisfactory equivalent combination of experience and training which ensures the ability to perform the work may be substituted for up to one year of the required experience.  Course work and training in public health administration, public administration or a related field is desirable, but not required.

A valid driver’s license is required.  Finalists for the position must submit a current Abstract of Driving Record and submit to a criminal background check as required by RCW 43.43.830.

Examples of Duties

Duties may include but are not limited to the following:

• Determines appropriate action including initiating disease prevention and infection control.
• Provides technical assistance and direction in surveillance activities and on unusual or particularly sensitive cases.
• Designs and performs studies of potential threats to public health and presents findings and recommendations to the Department Directors and Boards of Health.
• Writes, reviews, and/or revises standing orders and protocols for Departments’ nursing staff.
• Provides clinical advice to department nursing staff.
• Encourages department staff professional development, technical competence, high morale and good public relations.
• Enforces public health statutes, rules and regulations of the State Board of Health and State Department of Health and local health rules, regulations and ordinances. Emphasis is on communicable disease control and environmental health.
• Participates in the development of policies and programs to implement community health promotion and prevention priorities.
• Plans for and provides in-service training and evaluates continuing education needs of Department professional staff.
• In consultation with the Health Officer, provides medical direction during public health emergencies; assures public is protected from diseases; assures isolation, quarantine and other control measures are ordered and implemented in accordance with statutes and administrative code.
• Participates in the Infectious Disease Advisory Committee for community physicians, nurses, infection control practitioners, Health Department staff and other providers for the purpose of enhancing surveillance of communicable disease and optimizing timely response.
• Coordinates debriefing of communicable disease response between environmental health specialists and communicable disease/epidemiology team.

• Works with staff in responding to medical questions concerning outbreaks of communicable disease.

Oral Interview (Weighted 70%) - Questions will be job related and may include, but not be limited to, the qualifications outlined in the job announcement.  Minimum passing score of 70% is required.  The oral board will consist of a three-member interview panel who will ask the same position-related, pre-established written questions of all candidates.  Panelist evaluations are averaged to determine candidate interview scores.  You must have taken the Public Safety Test and applied with Clark County BEFORE you can participate in the interviews.

Eligibility List - Candidate written exam scores will be ranked in order of high/low.  The Civil Service Commission will review and certify candidates on the eligibility list to be in effect for 12 months from the date of list certification. 

Background Investigation - Involves a comprehensive investigation based on information provided by candidates’ personal history statements.  The investigation will include: a neighborhood check, reference checks, personal interview, work history check, criminal, driving, and financial history checks (from high school forward).  The Clark County Sheriff’s Office conducts background investigations on candidates for positions in the Sheriff’s Office who have satisfactorily completed the Civil Service examination process.  The background investigation is a valued component in the overall picture of a candidate.  Issues of integrity and ethics are taken very seriously due to our commitment to the community.  The investigation will include: a neighborhood check, reference checks, personal interview, work history check, criminal, driving, and financial history checks.

Selection Interview:  Periodically, the top five or more candidates from the eligibility list will be contacted to participate in a selection interview conducted by the Sheriff’s Office. (NOTE: All offers of employment are contingent on successfully passing a psychological evaluation, a medical testing, a drug test, and a polygraph exam).

Post Offer Process:  The post offer process includes successful completion prior to actual employment of another physical ability test, polygraph, psychological evaluation and full medical including drug screening.

Veteran’s Preference*

Work Environment and Physical Demands

The work is performed in a variety of settings, including a patrol vehicle and both indoor and outdoor commercial and residential settings.  The majority of time is spent in a vehicle patrolling the Clark County area.  Often work settings require exposure to varying and extreme weather conditions.  When responding to emergencies risks of physical hazard will exist from various sources including violent people, a variety of weapons, noise, chemicals, bodily secretions, sharp objects, traffic, drugs and drug paraphernalia and crime scenes in general.  Incumbents are expected to manage face-to-face interactions and confrontations with angry, hostile, depressed and/or otherwise emotionally distraught members of the public.  As a result of such threat, the work requires quick, independent action and alertness in emergency and possibly life threatening situations.

Essential tasks of this positions include:  operating motor vehicles; using digital police radios or other technology while patrolling; responding to emergency and routine calls; conducting investigations and/or interrogations; sustaining pursuits on a variety of terrain [on foot (running) and by vehicle (driving)], subduing, restraining and apprehending individuals suspected of criminal activity; making forcible arrests; carrying/dragging unconscious individuals; audiometric standards of no less of more than 25 decibels at the 500, 1000, 2000 or 3000 (HZ) levels in either ear, eye sight uncorrected not worse than 20/100, correctable to not worse than 20/30 OR correctable with soft contacts to 20/20-20/40; strong eye-hand coordination; handling firearms safely and firing them with consistency and accuracy; effective use of assigned law enforcement equipment which may include flashlights, asp, tazer, handcuffs, OC spray, etc.; confiscating and documenting property and evidence; using computer technology to write police reports and document ongoing investigations; climbing stairs, walls and along ledges, hillsides or embankments; moving heavy objects via pushing, pulling, etc.; crawling through small spaces; kneeling or crouching in small, confined areas and sitting for extended periods of time during surveillance; lifting materials, equipment and persons exceeding 100 lbs.; and disruption of sleep patterns as a result of rotation and/or irregular shift work. 

Examples of Duties

• Respond to radio and or dispatched calls and computer aided dispatch for emergency assistance and law enforcement needs that result from crimes of violence, unruly crowds, auto accidents, child neglect, thefts and frauds, vandalism, and a variety of other misdemeanors and felonies.  Takes necessary steps to restore the peace, and renders first aid and other emergency assistance; conducts investigations.
   
• Interview witnesses, victim and suspects to crimes or auto accidents; arrests suspects; composes and submits written reports.
   
• Serves warrants, makes arrests, and transports prisoners.  Administers tests for intoxication and drug usage.  Testifies in court as arresting officer.  Serves civil processes and confiscates property by court order.
   
• Patrols assigned area in patrol vehicle; cites traffic violators.  Makes security checks of businesses and industrial districts.  Maintain surveillance of public gathering places.  Investigates and renders assistance at auto accidents.
   
• Subdues or restrains persons committing or believed to be about to commit acts of violence according to the urgency of the need in the judgment of the senior officer present.
   
• Performs other work as required.
