OVERVIEW OF POSITION / DEPARTMENT
The Public Works vision is to effectively promote and maintain a high level of economic welfare and quality of life in Aurora through the planning, design, construction, inspection, review, approval, and maintenance of Aurora's transportation infrastructure, and in coordination with Aurora Water, for drainage infrastructure. The new Development Review Division of the Public Works Department is seeking an Engineering Supervisor – Civil focus. The Engineering Supervisor is responsible for managing the development review staff within Public Works Development Review Division, including but not limited to reviewing and approval of civil engineering plans, pavement designs, and lighting plans.

PRIMARY DUTIES & RESPONSIBILITIES

The salary range for this position is $200,000 - $230,000 annually.

The Director of Public Works plans, coordinates, administers and directs the operations of the Public Works department. The director utilizes asset management principles and practices to oversee the city’s facility and transportation infrastructure. The position provides the highest levels of customer service by fostering positive relationships with internal and external customers and city leadership.

The Public Works Department is comprised of approximately 383 full-time employees and an approved FY24 operating budget of $73,053,005. The Public Works Department is responsible for providing a variety of infrastructure services to Aurora residents and visitors. Service programs under the management of Public Works include Engineering, Facilities, Streets, Traffic, Real Property, and Parking and Mobility.

Specific responsibilities of the department include: planning, survey, design, and construction management of capital improvement projects on behalf of the city; maintenance and cleanliness of all public streets, alleys, and municipal parking areas; maintenance and repair of city buildings; design, installation, operation, and maintenance of traffic control signals, devices, and markings; support of all city land property transactions; and to ensure that all roadway and utilities infrastructure projects are constructed to meet or exceed the city standards.

MINIMUM QUALIFICATIONS & WORKING CONDITIONS

• A Bachelor’s Degree or higher in Engineering, Management, Public Administration, Business Administration, or directly related field, is required.

• Eight (8) years of progressive experience and responsibility directly related to public works with an organization and community of similar size and/or service level.

• At least five (5) years supervisory/managerial experience in an organization of a similar size and/or service level.

Preferred Qualifications:

• Master’s Degree

• Professional Engineer license, and/or Project Management Professional (PMP) certification is preferred.

A Senior Planner will be expected to complete duties with a relatively high level of independence and have considerable direction over assigned tasks due to an assumed understanding of project needs resulting from prior work experience:

• Performs technical review of land use and development proposals (master plans, site plans, subdivision plats, civil construction drawings, etc.) to ensure compliance with design criteria and regulations, mitigate impacts to the parks and open space system, and implement department goals and objectives.

• Initiates and fosters outreach and consultation with staff in other divisions of PROS as well as other departments to gather input related to potential impacts and mitigation measures for projects being reviewed.

• Prepares commentary and organizes project documentation so that plan review comments and decisions are well-grounded.

• Coordinates with external stakeholders, including developers and consultants, to address plan comments, ensure conformance with standards and criteria, and reach agreement on final implementation measures.

• Serves as subject matter expert in parks, recreation, and open space; explains all planning related policy, requirements, and objectives of the department; fosters collaborative relationships.

• Provides planning expertise and serves as department representative for various internal and external plans/projects at meetings and on committees; reviews reports and coordinates comments.

• Provides support for amending design and development criteria, standards, policies, and processes.

WORKING CONDITIONS

The Planning, Design and Construction division is currently operating under a hybrid schedule which requires one day a week in the office minimum. During the 6-month probationary and training period, additional days in the office may be required. Based on city management direction the number of days in office may change. After hours and weekend work will be required occasionally for boards and commissions meetings and public engagement.

OVERVIEW OF POSITION / DEPARTMENT

The Building Customer Service Technician position for Development Service Department provides comprehensive customer service, handling inbound calls for the City of Aurora's Permit Center by acting as the direct point of contact between the City of Aurora Building Division and internal and external stakeholders. This position requires outstanding verbal and written communication skills along with the ability to receive, process, and respond to Building, Zoning, and Public Improvement inquires. The Building Customer Service Technician will perform clerical tasks for the Permit Center including data entry into AMANDA software, telephone coverage, live chat, filing, scanning, and scheduling of appointments.

PRIMARY DUTIES & RESPONSIBILITIES

• Assist the general public and developers by phone and Live Chat to determine permit requirements for all Building, Planning, and Licensing applications; directing calls to proper personnel

• Provides complete and accurate information to customers, which may involve explaining applicable regulations, policies, procedures or standards based on a comprehensive knowledge of city procedures and services

• Acts as a liaison between the customer and department or agency staff by following up on customer requests or complaints and solving problems related to service issues

• Issues building permits

• Issues and renews Contractor and Supervisor Licenses

• Entering all inspection requests and giving ETA's for inspector arrivals into permitting software

• Responsible for reviewing records and reports submitted by applicants for accuracy and completion

• Responsible for requesting and collecting permit data

• Responsible for the Building Inspector's daily files for inspections, scheduling
  appointments, including processing all paperwork for the Inspector's site visits

• Maintains/updates electronic records daily for building plans, contractor licensing, and permits, building inspections, code records requests; electronic scanning of various documents

• Perform other related duties as required

The new Development Review Division of the Public Works Department is seeking Real Property Specialist Senior. The Real Property Specialist Senior is responsible for reviewing subdivision plats, site plans, legal descriptions for easements or license agreements and makes recommendations for revisions or approval.

This new Development Review Division has been created to consolidate Public Works development review including site plans, civil plans, traffic engineering and Real Property reviews with a focus on customer service and achieving or
exceeding performance metrics.

The city’s overall development process, spanning several city departments, is managed by the Office of Development Assistance (ODA), a division of the City Manager’s Office. OVERVIEW OF POSITION / DEPARTMENT 

The irrigation assessor performs irrigation assessments and inspections for residential and large property customers; compiles data; creates written reports based on assessment findings; educates customers about outdoor water conservation best management practices; performs general garden and landscape maintenance functions; and may assist in general conservation projects.

The candidate will be expected to work 40 hours per week mid-May through mid-August. Candidates may have the option to work through September 6, however this is not required.

Applicants must be enrolled in a college program and must demonstrate 1 year of customer service experience. No prior experience with irrigation required, interns will receive two weeks of comprehensive training prior to starting field work.

This is a seasonal position with NO benefits.

PRIMARY DUTIES & RESPONSIBILITIES  

• Perform physical inspections of irrigation systems.
• Compile data to create detailed reports of inspection findings.
• Interact and communicate directly with city of Aurora customers.

Education:

• High School diploma or GED with current enrollment in a college program or recent graduate (within 6 months) with coursework related to horticulture, conservation, environmental science, engineering, hydrology, GIS, or physical sciences. Students currently enrolled in a 2-year or technical program will also be considered.

Preferred Experience:

• Interest in water conservation including horticulture, irrigation, and/or landscape maintenance.

Preferred Knowledge:

• Basic Microsoft Office experience.
• Knowledge of Colorado and western water issues.

Under the direction of the Manager of Risk Operations and Property and Casualty Claims Adjuster, handle and administer general liability, automobile liability and commercial property claims, including all aspects of claims investigation, adjustment, and subrogation functions for the Risk Management Division.

• Sets up new claim files in the Risk Management Information System (RMIS)

• Plans and conducts investigations, including site visits, on claims to determine liability and damages

• Assesses insurance coverage and applicability of Colorado Governmental Immunity Act on assigned claims

• Confers with Adjuster, management & legal counsel on potentially volatile claims

• Establishes claim reserves and adjusts/updates as necessary

• Determines subrogation and restitution recovery potential from 3rd parties

• Prepares and submits subrogation demand packages or restitution requests and negotiates settlements for damages

• Advises Safety of hazardous practices and/or equipment and trending losses to assist them with mitigation of future incidents

• Maintains claim records, notes & documents in the RMIS
