As a Contract Specialist, some of your duties will include:

• Plan, negotiate, lead, award, and administer simple and complex procurements inclusive of all types under the Federal Acquisition Regulation (FAR).
• Serve as a business advisor to program officials for procurement planning; assist with development of procurement objectives; coordinate actions within required regulations, policies, directives, and goals; conducts market research, prepare and maintain acquisition plans, appropriate milestone charts, and related schedules; comply with socio-economic programs, determine contract type and acquisition methodology to be employed.
• Plan negotiation strategies, coordinate procurement actions with necessary personnel and executes necessary procurement awards to support the mission and operational needs of the Agency.
• Perform all aspects of contract administration. Responsibilities may include incremental funding, preparation of rate and cost adjustments, redirection of effort, coordination of time extensions, incorporation of change orders, issuance of stop work orders, issuance of cure notices or show cause letters, processing claims, settling disputes, termination for convenience or cause, monitoring of Government property reporting, direction of Contracting Officer Representative (COR), approval of payments, final payment, and contract close-out.

This position is located in Reclamation's Native American and International Affairs Office (NAIAO), Commissioner's Office, Washington, DC. NAIAO serves as the focal point for development and dissemination of policy, guidance, and technical assistance used to implement Reclamation's Native American Affairs Program consistent with applicable laws and policies.

• Plans, develops, implements and measures compliance with a system of internal controls for Reclamation's Indian Self-Determination and Education Assistance Act (P.L. 93-638) program.
• Analyzes, interprets and applies standards developed by the Government Accountability Office (GAO), Office of Management and Budget, Reclamation and Department of the Interior (DOI/Departmental) internal controls and other requirements.
• Develops Reclamation policies, internal controls, best practices, guidance, and tools through collaboration and negotiation with regional P.L. 93-638 practitioners, Awarding Officials, and senior Reclamation managers.
• Reviews, assesses risks, and makes recommendations for proposed regional P.L. 93-638 awards (including amendments thereof) and programs; works with Regional 638 contracting personnel to minimize and mitigate risk in regional 638 contracts and annual funding agreements.
• Provides technical expertise to and collaborates with legal staff in DOI's Office of the Solicitor -Indian Affairs and outlying offices. Provides thorough advice and guidance on P.L. 93-638 statutory and regulatory interpretations and best practices of complex P.L. 93-638 Title I construction contracts and Tribal Self-Governance Title IV annual funding agreement terms and conditions.
• Supports and provides comprehensive policy guidance and advice and prepares issue papers (briefing papers and information documents) to Departmental leaders, other bureaus and agencies, Commissioner, Deputy Commissioners and other senior Reclamation Leadership.
• Acts as a Liaison between the Commissioner's office and regional staff on a wide range of complex and sensitive topics relating to Reclamation's Native American Affairs Program.
• Conducts in-depth review and analysis of legislative packages and policies pertaining to Indian issues that have Reclamation-wide and Departmental-wide implications.
• Formulates, assembles and transmits written comments and oral summaries to the Commissioner, Deputy Commissioners, and other senior Reclamation managers.

The duties are developmental in nature leading to the full performance GS-12 grade level. Duties at the GS-12 grade level:

• Provides oversight, monitoring, support, and guidance for financial activity involving real property and Working Capital Fund for Reclamation headquarters and regional offices.
• Evaluates software new releases, enhancements, and existing features by conducting tests and documenting results.
• Supports development and implementation oversight programs for land related transactions.
• Regularly interacts with headquarters and regional staff to provide timely and accurate information.
• Builds and maintains effective relationships with other employees, customers, and stakeholders.
• Evaluates financial systems for effectiveness of internal controls and integrity of the organizational financial information.
• Analyzes and records accounting transactions and detail records to ensure the accuracy of the accounting system as it relates to the general ledger and generally accepted accounting principles.
• Reviews and contributes to revisions pertaining to, but not limited to, directives and standards, policy, business process memos, guides, and regulations.
• Presents information that demonstrates comprehensive knowledge of accounting theories, practices, methods, and techniques.
