Provides acquisition support to various BLM Offices for a wide range of contracting types and methods and performs the full range of pre-award and/or post-award functions for contracting.
Performs work related to the contract pre-award process (i.e., the work necessary to secure a contract to acquire goods and/or services).
Locates sources for the products and/or services procured.
Ensures adequate price competition is available for the items or services procured.
Performs contracting work using formal advertising and limited negotiation procedures.
Prepares and issues the solicitation document; reviews the offers for responsiveness to the solicitation; determines financial responsibility and performance capability of the bidders; negotiate contracts; and awards the contract.
Performs work related to the contract post-award process (i.e., the work accomplished after contract award), such as monitoring of contract performance and negotiation of necessary contract modifications.
Issues cure or show-cause notices when the contractor is not in compliance with contract provisions and performs work related to the termination of contracts.
Reviews completed official contract file to determine that all contractual actions are satisfied such that there are no pending administrative actions to be resolved.
Ensures that all file documents are signed, that there are no litigation actions pending, and that the contract is complete in every respect and ready to be closed.
Handles protests, FOIA requests, disputes, and invoice approval for the life of the requirement.

Serves as the BLM senior cost engineer responsible for coordinating, planning, and overseeing the BLMs cost estimating program.
Prepares thorough and accurate cost estimates and reviews cost estimates by others for all phases of design (Schematic, Design Development, and Construction Drawings) and Construction as well as Operations and Maintenance.
Develop detailed policy, procedures, criteria, technical references, and guidelines for BLM use in preparing, feasibility and engineering estimates for facilities and their associated equipment.
Advises and collaborates in the development of the bureau’s short and long-range plans for BLM assets, including costs for sites, roads, bridges, dams, radio towers and structures.
Serves as project manager on engineering design and construction projects.
Incorporates and enters cost models/schedules using automated systems/computer programs (such as excel, access, lotus, and others) into the Bureau-wide automated system and project management data systems.
Leads Value Engineering program for the BLM, all projects over one million dollars.
Develops, coordinates and conducts Bureau-wide seminars and training courses (in classroom and on-line settings) in the application of cost estimating, life cycle cost estimating and Value Engineering.
Holds responsibility for annual updates to all global adjustment factors including Location, Remoteness, Wage Rate, Taxes, Historic Preservation, and Inflation.
Visits proposed work sites to investigate conditions and circumstances.
Reviews schedules, plans and specifications, obtains a general outline of requirements and/or performs site investigations of conditions to determine the feasibility of construction as planned.

Identify and establish Operations and Maintenance tasks, system backup/restoration procedures, system monitoring and complete transition to system administration support teams. Validate and test new or changing geospatial systems/solutions.
Assists with contract support acquisition for GIS development and management; Prepare requests for proposal and evaluation documentation; Participate in technical evaluation panels. Review contract deliverables based on performance work statements.

Lead budget analyst overseeing funds control procedures, apportionments, funds execution, and internal controls.
Reporting for all types of funding including appropriated funds, mandatory funding, discretionary funding, reimbursable funding, working capital funding, franchise funds, and collections of all types (i.e., receipts, fees, rents, bonuses).
Advise BLM leadership on budget execution matters using a mastery of budget concepts, principles, and practices; appropriations laws and regulations; DOI policies; OMB policies and requirements; and Congressional procedures and directives.
Uses automated budgetary systems and computer-generated products in accomplishing assignments.
Performs quality checks of automated system databases and advises program managers, supervisor, and/or lead budget analyst of any significant problems.
Uses the latest available software programs to produce reports, plans, and schedules, and to obtain information and facilitate overall effective analysis of budget data.
Develop, recommend, and implement budgetary and financial policies.
Identify opportunities for improving budget execution processes. Collaborate with the DOI, the OMB, and other Federal agencies to improve the efficiency and effectiveness of budget processes government wide.
Coordinate and/or assist with budget presentations to the BLM Director, Deputy Director, DOI, the managers, OMB, and Senate and House Appropriations Subcommittee staff.
Prepare materials to support the review, coordination, or preparation of testimony, Congressional hearing reports and summaries and Congressional Questions for the Record.
