SUMMARY OF DUTIES: The purpose of this position is to provide trained and qualified Air and Space Operations Center (AOC) Command and Control (C2) warriors to augment MAJCOM deployable AOCs worldwide at the operational level of war. The state mission is to provide support to civil authorities, as directed by the Governor, for disaster relief, public safety, search and rescue, and civil defense, and Continuity of Operations. Must be trained and ready to function in a senior level position in a coalition AOC reporting to the C/JFACC at the 3-star level. Accordingly, must direct all actions that prepare unit members to perform at the operational level of war in an AOC. Responsibility to possess a working knowledge of all Air Force Weapon Systems and their capabilities, as well as a clear understanding of the systems and capabilities of other DOD components, NATO nations, and other coalition partners. This mastery level knowledge is required to sustain the development and execution of a daily Air Tasking Order for a minimum of 30 days at 500 missions per day. Due to the unique mission of the, C-MAJCOM, this PD cannot be used in any other organization.

• Determines squadron goals for long- and short-range planning and execution of all programs.
• Accomplishes, through subordinate supervisors, the mission training program.
• Provides direction and leadership to unit members, including full-time air technicians and AGRs as well as traditional Guardsmen.
• Directs organizational mission capability through a series of extensive Air Force inspections.
• There is frequent contact with senior leadership in, AMC, PACAF, TACC, NGB, and state JFHQ, often to establish policy or to advance unit operational initiatives to include reachback and Distributed Mission Operations (DMO).

As a ELECTRONIC INTEGRATED SYSTEMS MECHANIC LEADER, WL-2610-13, you will perform the following duties:

1. Leads a team (minimum of three mechanics) and works beside others performing Electronic Integrated Systems maintenance duties. Performs in-process inspections within the shop and on-site of repair, diagnostics, modification, overhaul and/or rebuild of integrated electronic systems and related support equipment. Performs personnel training evaluations and spot checks work. Determines whether quality standards are met by detailed inspection of electronic, electrical, mechanical and operational inspections methods. Investigates causes of critical or major defects and assures corrective actions are taken. Assures that all test and measuring equipment used in the integrated maintenance process is properly calibrated and meets required configuration. Inspects systems to determine if necessary modifications have been accomplished. Advises Aerospace Engineering personnel on the operation and maintenance effects of proposed Time Compliance Technical Orders (TCTO) modifications on new or existing equipment. Makes recommendations to depot engineering on TCTO changes. Performs final inspection of work upon completion. The Working Leader is "Red X" qualified. Interacts directly with aircrews for mission/sortie debrief and enhanced system troubleshooting. Responsible for final classification and acceptance of all equipment/material inspected. Inspections include visual, dimensional, electrical or electronic characteristics for conformance to appearance or tolerance requirements and a function/operation test. Assures that all required modification work orders have been applied and necessary records updated.

2. Directs on-equipment or off-equipment maintenance on one or more complete electronic integrated systems associated with the assigned aircraft, and/or maintenance on automatic flight control systems, instrument systems, inertial and radar navigation systems. Provides task oversight for employees in the accomplishment of work by the Electronics Integrated Systems Mechanic, WG-2610-13 trades and labor craftsmen. Receives general instructions and guidance from senior supervisor, and ensures that the instructions are carried out precisely by the work team in order to accomplish goals and objectives. Ensures that needed tech data, schematics, plans, blueprints, material, and test equipment is available prior to work initiation. Identifies and balances the workload. Monitors and reports on the status and progress of work. Assures that the supervisor's instructions on work priorities, deadlines, and quality requirements are met. Coaches the team in the selection and application of appropriate problems solving methods and techniques. Trains and arranges for training of team members in methods and techniques of team building and working in teams to accomplish work. Monitors and reports on the status of work in progress and upon completion, as required, to assure the supervisor's instructions on priorities, methods and quality have been met. Maintains the inspection program for area of responsibility and administrative reference materials, including relevant documents, policies, procedures, and written instructions from supervision is available to the team. Prepares reports and maintains records of work accomplishments. Represents the team in dealings with the supervisor for the purpose of obtaining resources and securing needed information or decisions from the supervisor on major work problems and issues. Approves emergency leave up to one day. Investigates causes of critical or major defects and assures corrective action is taken. May stop production to correct discrepancies or unsafe practices.

As an Aircraft Maintenance Manager (Title 32), GS-1601-12, you will perform the below duties:

1. Directs unit's overall efforts to ensure readiness of assigned aircraft, personnel, and equipment to meet wartime, day-to-day mission requirements, and any State Active Duty to support State Emergencies. Plans, organizes, and oversees the activities of the organization to direct flying operations. Establishes, reviews, and/or revises policies, procedures, mission objectives, and organization design for the assigned staff, as necessary to eliminate work problems or barriers to mission accomplishment. Directs all functions to provide mission generation support by executing on-equipment activities to produce properly configured, mission ready weapon systems to meet contingency and training mission requirements for both operations and maintenance personnel. Ensures standardized procedures and organizations among Aircraft Maintenance Units (AMUs). Constantly exercises conflict-resolution skills to de-conflict flying schedule priorities supporting wing mission requirements, Operations and Maintenance Training requirements, and real-world Air Tasking Order (ATO) commitments. This also involves fluctuating deadlines, supporting multiple AMUs at dispersed locations, and work occurring on 2 or more shifts. Incumbent is also expected to make critical decisions involving fleet Urgent and Immediate action Time-Compliance Technical Order aircraft modifications as they affect the flying schedule. Provides critical input to Maintenance Standardization and Evaluation Program (MSEP) evaluation process to ensure quality of daily on-equipment maintenance activities.
2. Through subordinate functional supervisors, directs and supervises staff and production functions affecting very complex high performance aircraft with a wide variety of high cost, sophisticated systems, controlling approximately two thirds of base dollars. Directs a group work force of skilled technicians and traditional guard members, including a variety of staff, administrative, and trades and crafts occupations operating 24/7 with at least 2 or more shifts.
3. Develops and constantly provides feedback on operational plans to NGB POCs and the Joint Staff. Conducts operational planning to provide for an adaptable, agile force able to respond to dynamic contingency and non-contingency worldwide events based on the assigned aircraft and mission sets. Collaborates with the Group Commander and the HRO on major organization changes and changes based on manpower documents. May serve as a key team member in the strategic planning process at the state and national level.
4. Coordinates with appropriate groups in the wing to ensure an integrated approach to action solutions of problems relating to fleet health, availability of aircraft, and the ability to conduct the military mission. Assesses the impact of the flying schedule and schedule changes program to ensure that aircraft requirements and configurations can be met. Plans, implements, and coordinates multiple complex and often competing mission requirements and commitments involving Expeditionary Combat Support (ECS) and aviation packages which may require the activation and deployment of an adaptable, agile force able to respond to dynamic worldwide events. Ensures the unit retains the capability for the simultaneous execution of home station maintenance and training.
5. Plans, implements, and executes contingency operations which may require the activation and deployment of aircraft, personnel, and equipment able to respond to dynamic worldwide events. Participates in decision making impacting aircraft availability, configuration, and capability to support these operations. Plans for force protection, resource protection and recovery of battle damaged aircraft. Manages and dispatches Maintenance Recovery Teams (MRT) as necessary, anywhere in the world to recover disabled aircraft. Ensures planned generation/regeneration of aircraft meets ATO guidance in coordination with the Operations Group.
6. Maintains surveillance and ensures effective operation of the maintenance program. Makes periodic and comprehensive assessment of program through a review of performance indicators, productivity goals and accomplishments, deficiency reports, audit findings, etc. Identifies existing or potential productivity problems and discusses with subordinate supervisors. Ensures that corrective actions or improvement plans are implemented to resolve problems. Validates maintenance program methods, procedures and policies to ensure that the subordinate supervisors have the flexibility needed to meet the program goals and objectives. Evaluates, through a trends analysis program, the activities of the aircraft maintenance programs to ensure resolution and prevent reoccurrence of problems, and that self-inspection requirements are in accordance with established policies and prescribed directives.

As an AIRCRAFT MECHANIC LEADER, WL-8852-10, you will:

As a PROGRAM MANAGER (MISSION SUPPORT OFFICER), GS-0340-14, you will perform the following duties:

1. Provides group level direction and management for work characterized as infrastructure support for organizations and tenants of the host ANG base. Directs work to be accomplished by an organization consisting of 8 - 12 full-time direct-report subordinate supervisors and 100-150 base support employees in technician grades up to GS-13, Active Guard/Reserve (AGR) military grades up to Lt Colonel, and various state program and contract employees engaged in supervisory, professional, technical and administrative work.

2. Implements the host Mission Support Group portion of the Designed Operational Capability (DOC) statement of the unit and/or the Emergency War Orders (EWO). In support of USAF Air Expeditionary Force (AEF), Expeditionary Combat Support (ECS) requirements, develops and implements unit plans for execution of deployments and contingency objectives to meet USAF and Joint Chiefs of Staff (JCS) goals. Coordinates required AEF planning and resources with other ANG and USAF units, the National Guard Bureau, and other higher headquarters agencies to support and implement the AEF mission.

3. Directs the unit Status of Resources and Training Systems (SORTS) and AEF Reporting Tool (ART) reports for all mission support functions to reflect unit mission capability under wartime conditions. Identifies training, personnel, and equipment requirements, and ensures the readiness capability of each assigned unit. Assesses the status impact on organizational programs and resource management. Serves as primary advisor to the wing staff concerning application and implementation of new technologies that affect host base operations. Maintains awareness of technological advances and oversees application and implementation of high technology issues and developments associated with command, control, communications, and computers (C4), personnel data systems, air base operability, and security systems.

4. Oversees the management and direction of the host Mission Support and Military Personnel Flights. Directs the development and implementation of local military personnel policies and procedures. Through supervision of the Director of Personnel, plans, organizes, directs and controls wing military personnel programs, to include initial accession, education, training, and assignment to appropriate military specialties. Coordinates full-time personnel policies and programs with the state Human Resources Office (HRO). 5. Oversees base wide logistics readiness functions, to include supply, transportation/traffic management, vehicle operations and maintenance, fuels management, and logistics plans and programs, to ensure the primary peacetime and wartime flying mission of the wing/base is supported at all times. Ensures logistics resources are available to meet flying mission and base support requirements through active participation and involvement in budget planning and acquisition/maintenance of facilities, manpower, vehicles, fuels, technical data, munitions, tools, supplies, and related support equipment.

THIS IS A T32 EXCEPTED SERVICE, PERMANENT POSITION

The primary purpose of the PROGRAM MANAGER (DEPUTY AIR COMMANDER), GS-0340-14, is to provide leadership and management of the flying unit, to provide manpower, equipment, and training in peacetime, in preparation to perform the wartime mission. The incumbent is accountable with the Air Commander in complying with a wide variety of federal, state, and local authorities on all aspects of operations, personnel, equipment, funds, and real property in the accomplishment of duties. In addition, this position may have similar supervisory and/or support responsibilities for other flying and non-flying units which may be collocated or geographically separated.

This position is concurrently announced with AGR 25-025 and DSG 25-001 . Only one of the announced positions will be filled. Referral and selection will be IAWCNGFPR335.

As a UNIT LINK MANAGER, GS-0301-12, you will serve as the Link Unit Manager (LUM) and technical expert/advisor for planning, coordinating, and scheduling Tactical Data Link (TDL) operations, maintenance, and equipment for the Mobility Air Force (MAF) Wing. Within the MPC, provides oversight of TDL activities pertaining to the assigned unit and Air Mobility Command (AMC) in accordance with the duties outlined in AFMAN 13-116. Develops tailored procedures, conducts technical training and support, and improves processes of TDL systems for users and maintainers. Recommend changes to operations and maintenance processes to improve mission readiness and system capabilities. Brief wing leadership on the operation and performance of multiple TDLs. Coordinate with local reserve units to ensure support for weekend exercises. Coordinate the preparations, maintenance, and equipment configurations to execute TDL Network operations in the MPC/Local Airspace which may include working with Major Command (MAJCOM) and appropriate contractors. Facilitates support and resolution for complex Data Link system to include troubleshooting feeds, tasked sensors, and reporting systems in aircraft and/or mobile ground stations with respect to mission planning and long-term homeland air defense implications. Ensure transient, joint, and coalition airframes are equipped with the appropriate client software confirming TDL capability, intelligence, operations, and communications data is received and distributed to subordinate USAF Command and Control elements. Manage execution of the Data Link architecture and coordinates with range and test facilities. Coordinate with Headquarters United States Air Force (HQ USAF) and Theater/Range Joint Interface Control Officer (JICO) on issues related to TDL Network interoperability. Other duties as assigned.


Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5-day workweek, then a 4-day workweek (eight 9-hour days and one 8-hour day and an SDO, Scheduled Day Off) to complete the 80-hour pay period. Work schedule is subject to change based on mission requirements.
