Provide instruction to an extremely diverse student body from over 100 countries; students range in age from 18 to over 60 and come from varying cultural and religious backgrounds.

Counsel students and make recommendations for student placement, remedial and enrichment training, based on observation, assessment, and evaluations.

Establish learning environment conducive to adult ESL/EFL/ESP learning and to ESL/EFL teacher training. Provide appropriate physical learning environment by ensuring room is orderly and professional in appearance.

Teach ESL/EFL/ESP from basic elementary to advanced English to include: preparation for graduate level college courses; preparation for U.S. war colleges; over 24 specialty areas such as aviation, medical, explosive ordnance disposal; and both basic instructor development (train-the-trainer) and advanced instructor development and management of ESL courses.

SUMMARY: The primary purpose of this position is to serve as the Chief, Operations Division, Mission Support Directorate. Incumbent directs, establishes, and implements AETC, Air University and CPD policy for technical training programs, academic instructor training, evaluations, and manpower and personnel programs for Eaker College's 5 independent schools and staff producing over 7,000 students annually via 76 courses and include International, DoD, and Air Force students. Provides direct supervision to include planning, directing, organizing, and exercising control over employees assigned to the Operations Division, Mission Support Directorate, Ira C. Eaker College for Professional Development.

DUTIES:

• Serves as Chief, Operations Division, Mission Support Directorate. Independently, plans, organizes, and directs all activities of the Operations Division, ensuring that all manpower and personnel programs, technical training operations, academic instructor education, and professional continuing education evaluation functions comply with legal and regulatory requirements and meet the educational goals of HQ USAF Functional Managers, AFPC. AETC, AU, Eaker College Commander, and all eight school Directors/Commandants.
• Exercises supervisory personnel management responsibilities. Plans work to be accomplished by subordinates, sets and adjusts short- and long-term priorities and prepares schedules.
• Conducts manpower and personnel programs. Manages Eaker College's manpower and personnel programs. Develops goals and objectives that integrate manpower and organization policies with the Planning, Programming, and Budgeting System and AETC/AU objectives.

• Serves as an installation representative for managing intergovernmental and interagency issues regarding encroachment and land use planning.
• Serves as an Executive Member of the Installation Mission Sustainment Team (IMST) and Provides Operational Expertise Involving Land Compatibility Encroachment Matters.
• Maintains the Installation Land Encroachment Hazards and Controls in the Mission Compatibility Analysis Tool (MCAT).
• Installation Manager of the Air Installation Compatible Use Zone (AICUZ) Program and the Readiness and Environmental Protection Integration (REPI) Program for Encroachment Management Partnerships.

• As the senior labor relations specialist at an AF installation, oversees, carries out, and advises management on the local labor relations program.
• Negotiates labor agreements between management and labor organizations.
• Serves as technical advisor and management representative involving third party proceedings.
• Performs the full range of employee relations management duties for an AF installation.

- Troubleshoots one or more types or models of malfunctioning conventional and/or modified aircraft engines on the flight line, in test cells, or maintenance shops.

- Disassembles, repairs, and reassembles aircraft engines, their assemblies, and components.

- Uses a variety of hand and power tools.

- Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work area.

Summary: The primary purpose of this position is to accomplish operational planning of the quantitative requirements regarding the Technical Training (TT) student enterprise for Enlisted Initial Skills (EIS), Officer Initial Skills (OIS) training and Mission Readiness Training Program (MRTP)

Duties:

• Performs Outyear Requirements Planning with responsibility for operational planning of the quantitative requirements regarding the TT student enterprise for Enlisted Initial Skills (EIS), Officer Initial Skills (OIS) training and Mission Readiness Training Program (MRTP) as directed by HAF requirements.
• Conducts Execution Year Assessments with responsibility for EIS, OIS, and MRT course capacity assessment validation and processing of HAF-directed PGL amendments, execution year, and fact-of-life (FoL) changes.
• Formulates and issues comprehensive scheduling guidance to TRW/TRGs for a given FY in each of the three AETC PTT categories (EIS, OIS, and MRTP).
• Performs assessments in order to manage and validate a wide range of informational products that measure program effectiveness and assess capability to meet total technical training requirements.
• Accomplishes special projects and training studies.

As directed, secures linen, glassware and silverware, depending on the particular format (menu, food and beverages). Readies groups of tables for food and beverages, making sure that dishes, glasses and silverware meet cleanliness standards, and that linens are spotless and condiment containers are filled. Following specific instructions and rigid time schedules, secures food from kitchen, and carries beverages from bar and serves customers. Refills food and beverage containers and performs emergency cleanup services. Answers simple questions concerning menu items and food served.

Cleans and prepares tables for further use. Performs other related cleaning duties as time permits including the preparation area, kitchen and dining room. May perform incidental dishwashing and other tasks.

• Authoritative consultant in the area of assessment design, development, and methodology for Squadron Officer School.

• Develops and administers surveys to obtain feedback from students, graduates, their supervisors, and faculty.

• Performs legal work involving Acquisitions and Contract Law. Reviews proposed procurement and NAFI contract actions; provides pre-award advice on a variety of issues to contracting officers and source selection authorities; performs pre-award legal review of contracts for legal sufficiency; prepares litigation report and legal memoranda.
• Responsible for overseeing the 56th Fighter Wing's Ethics Program. Serves as an ethics counselor to 56 FW personnel and manages of the 56 FW ethics program. Advises 56 FW personnel on U.S. government or DoD ethics regulations and federal statutes including, gifts, travel, relationships with non-federal entities, endorsements, procurement integrity, DoD contractors, financial disclosures (SF 278 & OGE 450 filings), post-government employment restrictions and other ethics matters.
• Provides advice and guidance to eligible legal assistance clients regarding personal civil matters under the Air Force Legal Assistance Program. Provides guidance and training on the provision of legal assistance to attorneys and paralegals.

• Plans and lays out work from blueprints, sketches, drawings, specifications, guides, codes, and work orders.
• Troubleshoots heating boilers, heating systems, fuel power boilers, air compressors, life support systems, and centrifugal, condensate, and vacuum pumps with complex problems and extensive repairs requiring judgment to locate malfunctions.
• Installs, modifies, overhauls, repairs, and maintains a variety of complex heating boilers and/or heating systems, single and multiple fuel power boilers, and associated auxiliary and pollution control equipment.
