As an Aircraft Maintenance Manager (Title 32), GS-1601-12, you will perform the below duties:

1. Directs unit's overall efforts to ensure readiness of assigned aircraft, personnel, and equipment to meet wartime, day-to-day mission requirements, and any State Active Duty to support State Emergencies. Plans, organizes, and oversees the activities of the organization to direct flying operations. Establishes, reviews, and/or revises policies, procedures, mission objectives, and organization design for the assigned staff, as necessary to eliminate work problems or barriers to mission accomplishment. Directs all functions to provide mission generation support by executing on-equipment activities to produce properly configured, mission ready weapon systems to meet contingency and training mission requirements for both operations and maintenance personnel. Ensures standardized procedures and organizations among Aircraft Maintenance Units (AMUs). Constantly exercises conflict-resolution skills to de-conflict flying schedule priorities supporting wing mission requirements, Operations and Maintenance Training requirements, and real-world Air Tasking Order (ATO) commitments. This also involves fluctuating deadlines, supporting multiple AMUs at dispersed locations, and work occurring on 2 or more shifts. Incumbent is also expected to make critical decisions involving fleet Urgent and Immediate action Time-Compliance Technical Order aircraft modifications as they affect the flying schedule. Provides critical input to Maintenance Standardization and Evaluation Program (MSEP) evaluation process to ensure quality of daily on-equipment maintenance activities.
2. Through subordinate functional supervisors, directs and supervises staff and production functions affecting very complex high performance aircraft with a wide variety of high cost, sophisticated systems, controlling approximately two thirds of base dollars. Directs a group work force of skilled technicians and traditional guard members, including a variety of staff, administrative, and trades and crafts occupations operating 24/7 with at least 2 or more shifts.
3. Develops and constantly provides feedback on operational plans to NGB POCs and the Joint Staff. Conducts operational planning to provide for an adaptable, agile force able to respond to dynamic contingency and non-contingency worldwide events based on the assigned aircraft and mission sets. Collaborates with the Group Commander and the HRO on major organization changes and changes based on manpower documents. May serve as a key team member in the strategic planning process at the state and national level.
4. Coordinates with appropriate groups in the wing to ensure an integrated approach to action solutions of problems relating to fleet health, availability of aircraft, and the ability to conduct the military mission. Assesses the impact of the flying schedule and schedule changes program to ensure that aircraft requirements and configurations can be met. Plans, implements, and coordinates multiple complex and often competing mission requirements and commitments involving Expeditionary Combat Support (ECS) and aviation packages which may require the activation and deployment of an adaptable, agile force able to respond to dynamic worldwide events. Ensures the unit retains the capability for the simultaneous execution of home station maintenance and training.
5. Plans, implements, and executes contingency operations which may require the activation and deployment of aircraft, personnel, and equipment able to respond to dynamic worldwide events. Participates in decision making impacting aircraft availability, configuration, and capability to support these operations. Plans for force protection, resource protection and recovery of battle damaged aircraft. Manages and dispatches Maintenance Recovery Teams (MRT) as necessary, anywhere in the world to recover disabled aircraft. Ensures planned generation/regeneration of aircraft meets ATO guidance in coordination with the Operations Group.
6. Maintains surveillance and ensures effective operation of the maintenance program. Makes periodic and comprehensive assessment of program through a review of performance indicators, productivity goals and accomplishments, deficiency reports, audit findings, etc. Identifies existing or potential productivity problems and discusses with subordinate supervisors. Ensures that corrective actions or improvement plans are implemented to resolve problems. Validates maintenance program methods, procedures and policies to ensure that the subordinate supervisors have the flexibility needed to meet the program goals and objectives. Evaluates, through a trends analysis program, the activities of the aircraft maintenance programs to ensure resolution and prevent reoccurrence of problems, and that self-inspection requirements are in accordance with established policies and prescribed directives.

The primary purpose of this position is: as an Air Reserve Technician (ART) and the sole enlisted aircrew member, to provide ground and flight
training instruction for developing, upgrading, and evaluating the skills of loadmaster aircrew members; assist the pilot in the operation of the aircraft; perform traditional loadmaster duties, accomplish required weather reconnaissance data gathering duties as assigned; and perform related staff support duties.

Duties:
1. Provides ground and flight training instruction for developing, upgrading, and evaluating the skills of loadmaster aircrew members. Assist the pilot in the operation of the aircraft; perform loadmaster duties on assigned missions. Accomplish required flight engineering duties. Provides oversight for loadmaster operations and perform aircrew loadmaster instructor duties at the Formal Training Unit (FTU). Accomplishes pre-flight inspection of the aircraft and cargo/airdrop systems according to flight manual procedures. Determines cargo restrains requirements according to criteria and directs and checks the application of cargo restraint equipment.
3. Demonstrates the use of passenger emergency oxygen systems and life vests. Computes and completes aircraft weight and balance documentation either manually or electronically. Support the National Intelligence Manager (NIM) for Economic Security and Emerging Technologies (ESET) by facilitating integration of the Intelligence Community's analytic, collection, counterintelligence and supporting capabilities as the program director for global supply chains.

Support DNI, PDDNI, DDNI, and Office of Economic Security and Emerging Technologies (OESET) participation in high-level policy and partnership (private and foreign) meetings with talking points, background information, and the results of relevant engagements with IC agencies.

May provide supervision and guidance to full time personnel in the logistics section of the organizational headquarters. Schedules and provides proficiency training for logistical personnel within the command. Plans and provides guidance for the implementation of current and future equipment authorization documents. Performs oversight and random reviews of subordinate unit expendable/durable requisitions. Conducts reviews for requirement validity and availability of funds in accordance with regulation and the commander's priorities. Ensures that non-expendable quantities are commensurate with authorized levels of current or future authorization documents. Maintains current due-in status of back orders and communicates to the command when critical mission items will be available. Monitors and reviews Shortage/Overage Annexes to ensure all expendable/durable items are on hand or requisitioned. Conducts supply and maintenance discipline inspections and other like evaluations of subordinate logistical operations. Conducts and/or coordinates assistance visits in the areas of supply and maintenance. Audits personal clothing records at subordinate elements.

(2) Assists in the development of command logistics policies. Consolidates and inputs unit level logistics feeder information into the organizational readiness report. Prepares logistics plans for scheduled training and deployments. Coordinates for the receipt and issue of billeting, equipment, and supplies for training. Reviews all Reports of Survey, Cash Collections, and Statements of Charges for property loss or damage. Reviews and forwards adjustment documents. Monitors high priority requisitions; reviews on-hand levels of equipment; manages equipment excess and shortages; reviews and directs transfers of equipment; and ensures continuous coordination of logistical matters. Coordinates the receipt, inventory, and issue of new equipment fielded to the organization. Initiates and/or forwards convoy requests, movement plans, and transportation requests to move equipment and personnel. Prepares reports, schedules repair or maintenance, and requests replacement of GSA vehicles. Incumbent reviews, establishes suspense, and forwards logistics correspondence and documents.

(3) Is the Commander's primary technical specialist regarding food service operations. Reviews and forwards subsistence requests and consumption reports. Responsible for adjusting the scheduled meal menus. Reviews AT and IDT food service records and issues necessary guidance to logistical and food service personnel. Coordinates for higher level food service assistance. May be required to serve as a member of a food service menu board. Forecasts, prepares requests, and coordinates receipt of bulk and package petroleum, oil, and lubricants (POL). Coordinates and completes turn-in actions for POL. Prepares or assists in the preparation of ammunition requests. Coordinates and conducts the receipt, issue, and turn-in of ammunition and residue. Reconciles and forwards records of ammunition usage for the purpose of reforecasting. Monitors the implementation of the approved medical formulary for subordinate units. Establishes logistical correspondence and filing procedures for the organization.

(4) May be required to coordinate with local officials, service organizations, etc., for a variety of purposes: armory security coordination with police, rental of the armory, organizational participation in celebrations, and to provide public information about the National Guard. May attend meetings as a representative to coordinate employer and civic support for National Guard activities.

(5) May be required to support recruiting activities to assist in maintaining the organization at authorized strength by establishing personal contacts and maintaining effective working relationships with strength management personnel and key leaders of the community. May coordinate the equipment requirements to support school activities such as "career days" for the purpose of informing individuals and groups of the benefits of belonging to the National Guard.

This Supervisory Instructional System Specialist position is located Enterprise Support, Training & Development, Training Centers Division, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

• Analyzes and designs, develops, implements, and evaluates (ADDIE) new and existing training programs and new training course development for the TSA workforce; and utilizes Kirkpatrick Four-Level Training Evaluation Model to analyze training effectiveness.

In addition to training program responsibilities, you will also perform pre-board security screening of persons, cargo, carry-on, and checked baggage as directed by the Federal Security Director (FSD), or his/her designee, a minimum of 20% of the time. • Performing training instruction within established guidelines and standards in support of nationally developed training programs (e.g., new hire training, On-Screen Alarm Resolution Protocol, Crossover); supporting recurrent training needs, and conducting return to duty and remediation training.
