As a Supervisory Supply Management Officer, GS-2003-11, you will:

Plan, direct and organize the housing assignment, billeting, and logistical operations of a GTC to include such functions as inventory and storage management, quality assurance, maintenance, procurement and property utilization and disposal. Items managed fall into such categories as subsistence, medical supplies, petroleum, and common use supplies. Assemble and review budget estimates for the DOL. Determine funding requirements and direct the preparation of budget justifications. Allocate resources at his/her disposal. Review, analyze and interpret supply directives and procedural instructions and plan operating procedures to render the best possible support to the training centers and supported elements. Direct activities concerned with salvage and protection of supply items.

Exercise direct supervisory and personnel management responsibilities. Provide supervisory responsibility for subordinate acquisition workforce personnel. Advise and provide counsel to employees regarding policies, procedures, and directives of management. Select, as assigned, or recommend selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives. Develop, modify, and/or interpret performance standards. Explain performance expectations to employees and provide regular feedback on strengths and weaknesses. Hold employees responsible for satisfactory completion of work assignments. Recommend awards when appropriate, review within-grade increases when eligible and follow up on the status when required. Render technical assistance and guidance to the Base Operations Manager, and higher levels of command for logistical services, and assist all other directorates with requisitioning supplies and equipment. May serve as the approving official for all GTC Government Purchase Card (GPC) Holders and provide management and assistance related to the GPC program.

Meet with National Guard Bureau personnel, other governmental agencies, state National Guard Commands and activities on logistical matters, plans, policies and directives. Collaborate with heads of other units to coordinate work-related changes affecting other units as well as plan for training exercises.

Develop plans to support continuous training center operations. Coordinate with Army Subsistence Command and other agencies to ensure the Logistics Civil Augmentation Program (LOGCAP) and other logistical contracts are prepared in accordance with regulatory guidance. Develop plans to logistically support emergency operations in the event of severe weather events and natural disasters.

The position reports directly to the Deputy Regional Administrator in the Federal Aviation Administration (FAA) Southwest Region, Office of Policy, International Affairs and Environment (APL), National Engagement & Regional Administration (ARA).

The incumbent is a recognized subject matter expert in the management of transportation systems and infrastructure during domestic threats and/or in response to incidents. Provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Serves as the official point of contact and focal point for the collection and dissemination of transportation related information from other Operating Administrations, Federal support agencies, and the private sector on actual or potential crisis situations. Implements current and emerging regional emergency transportation plans and programs to provide continuity and resiliency.

Applies experience and expert knowledge that are applicable to emergency response planning in order to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Performs very broad and complex liaison activities and assignments related to transportation emergency planning, response, and recovery which are of significant interest to the Secretary of Transportation, DOT Operating Administrations (including FAA), state, tribal and local governments, voluntary and non-governmental organizations, and the private sector. The duties and responsibilities of this position cut across and strongly influence these entities. Results of work are critical to the DOT, the FAA and affect large numbers of people on a long-term, continuing basis.

Applies knowledge of DOT and FAA's policies and other regulatory guidance to identify, define, and organize resources for large projects/programs/work activities. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements.

Maintains frequent contacts with top public sector transportation officials and decision makers within and outside FAA, other Federal departments and agencies, Congressional staff, state, tribal and local governments, and community officials in structured and unstructured settings. Assignments regularly require visits to sites and communities throughout the serviced regional area that may involve moderate risks of discomfort. May require frequent travel, including travel to disaster sites or field operations centers under austere conditions. Provides backup support to other Regions as requested by the Office of Intelligence, Security, and Emergency Response (S60).

Recruits and trains cadre from the various Operating Administrations for the DOT’s Regional Emergency Transportation Program. Works collaboratively with Emergency Support Functions to ensure coordinated responses during emergencies. Coordinates Regional Emergency Transportation Response teams in response to incidents and performs the National Response Framework functions at the Regional and field centers. Completes required training and maintains proficiency in program tools such as WebEOC. Also develop and maintain expertise and cultivate partnerships. The incumbent may support other regional programs and functions with communication, analysis, and collaboration.

DUTIES CONTINUED IN EDUCATION:
