As a Pipeline Accident Investigator, GS-1801-14, you will perform the following major duties:

• Writes and prepares reports of accident investigations, safety studies, responses to Notices of Proposed Rulemakings, and inquiries from Congress, industry and the public.
• Provides leadership and expertise in managing and coordinating investigative teams.
• Provides expertise in the conduct and management of investigations of major accidents involving pipeline transportation; identify and select national pipeline transportation safety recommendations; and evaluate federal, state and local pipeline transportation safety laws and regulations.
• Conducts extensive research and analysis of applicable regulations, technical manuals and records, inspection reports, and similar sources and means. Determines and recommends special investigative procedures and study needs that might be necessary.
• Utilizes pipeline disciplines, such as gas distribution, gas transmission, hazardous and non-hazardous liquid pipeline systems/facilities, operations, maintenance, materials, integrity assessment, SCADA systems, offshore pipeline facilities, etc. in order to conduct pipeline accident analysis and investigations.

You will be responsible for:

• Manages the day-to-day operations of one of the National Maintenance Control Centers (MCC's).
• Supervises the specialists and administrative personnel assigned to the MCC. 
• Works closely with the Central Office Vehicle Management Division and the Purchasing Division in Washington DC.
• Works independently with the National and/or Regional Training Coordinators to develop an annual training plan to keep MCC specialists updated on maintenance technology. 
• Solicits for specialized training sources for the training, and/or makes presentations on necessary technical subjects.

• You will serve as the Head and have full responsibility and accountability of the Planning and Systems Branch.
• You will advise and assist all International Programs Department organizational components in achieving and maintaining the effective, efficient, and economical operation of Security Cooperation/Security Assistance (SC/SA) programs.
• You will serve as the senior analyst responsible for analyzing IT system requirements including those for modernization.
• You will conduct studies of operational efficiency and productivity, and recommend changes or improvements in organization, work methods, and procedures.
• You will oversee and ensure subordinates accomplish mission goals and objectives in a timely and effective manner.
• You will inform subordinates of standards, provide instruction regarding work policies, procedures, and goals, and explain and clarify new procedures, directives, and regulations.

• You will serve as Product Lead for acquisition and/or supply support management for assigned weapon systems/equipment throughout all phases of acquisition, operational support and subsequent modifications as well as manage secondary items.
• You will be responsible for the comprehensive supply support of items within product scope.
• You will optimize readiness while optimizing the allocation of resources.
• You will utilize trainings and expertise to represent items within product scope to stakeholders (internal/external to NAVSUP WSS).

• You will operate gasoline, diesel, and electrically powered forklifts, high-reach lifts and warehouse tractors and sweepers. The forklift trucks lift weights in excess of 10,000 pounds and above heights of 168 inches.
• You will determine weight and cube of material for consolidation into truckloads.
• You will ensure all inventory folders are reconciled subsequent to issues to prevent futures shortages/overages.
• You will operate material handling equipment to stow and pull material and to conduct physical inventories.
• You will complete shipping documents and processes to foreman for review and shipment.
• You will perform a visual inspection of items for shipping damage and technical violations, and annotate any discrepancies identified.
• You will determine proper warehouse storage locations based on specific technical storage requirements of the material and maximum utilization of warehouse space.
• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.

• You will perform data analysis to support planning, contracting, program management, financial, etc.
• You will provide input to develop models for forecasting, ship allowancing, safety level, BP28 material, etc.
• You will perform research and development work to evaluate the performance of the supply system, detect weaknesses, and propose remedial solutions.
• You will assist with the development of decision support software, services, or products for other Departments and oversee all aspects of their implementation.
