Incumbent has responsibility for overall administrative and technical direction of the assigned workforce consisting of Airway Transportation Systems Specialists (ATSS) and support staff involved in providing National Air Space (NAS) services to En Route/Terminal air traffic control to the commercial airlines, and general aviation aircraft for a defined area. Reports directly to a District Manager (DM) or District Facilities Manager (DFM).

Directs the work of subordinate employees for more than one organizational unit/project/program within a major subdivision. Duties typically include planning/communicating the organization's vision and objectives, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance, coaching and developing employee capabilities, approving leave, and taking, recommending, or approving corrective/disciplinary action as appropriate.

Medical Supply Technician (Sterile Processing) for Veterans Health Administration (VHA). The incumbent will be responsible for promoting a culture of safety and will fully cooperate in efforts to improve patient safety and eradicate potential events including the reporting of events resulting in actual or potential injury to a patient. Incumbent must demonstrate knowledge of the reporting procedures involving safety issues relating to patients.

The primary duties of the Medical Supply Technician (Sterile Processing) may include but are not limited to:

• Providing sterilization, preparation, supply items and reusable medical equipment decontamination and distribution support for the medical center. Including instrumentation (scissors, forceps, retractors, etc.), reusable medical equipment (suction machines infusion pumps, etc.)
• Receiving contaminated critical and semi-critical RME in decontamination area and may receive noncritical equipment in the decontamination area as well.
• Disassembling the RME and determining the correct cleaning method, such as but not limited to ultrasonic cleaners, mechanical washers, cart washers and chemical cleaning/decontamination agents as determined by manufactures instructions.
• Inspecting, preparing, assembling, and determining the correct method and packaging for sterilization such as but not limited to steam, Sterrad, Steris, V-Pro Stand high-level disinfecting reprocessor, may processors.
• Removing soil, blood, tissue fragments, body fluids and other contaminants by wiping, soaking, rinsing, and scrubbing.
• Inspecting packages for indications of proper sterilization, assembles basic sets and trays used throughout the medical center including those used in the operating room.
• Performing segments of work pertaining to the decontamination, sterilization, and inspection of reusable medical equipment (RME).
• Completing segments of work pertaining to the assembly of basic sets and trays for use in the medical center.
• Operating equipment involved in sterilization processes.
• Preparing operating room case carts.
• Performing and documenting daily operational checks and records for all sterilization equipment.

Duties include, but may not be limited to the following:

• Pulls stock inventory and material for delivery; replenishes stock inventory; interacts with clinical and administrative customers and maintains records on stock levels;
• Communicates to the Lead or Supervisor any concerns related to supplies, equipment and procedures.
• Provides information to customers regarding medical supplies;
• Monitors expiration dates, rotates stock to limit outdates and removes items from use as required by outdates;
• Monitors and controls critical supplies;
• Performs daily inventory using bar coding equipment on a predetermined schedule that will allow for timely replenishment;
• Resolves differences between records and physical count of stock;
• Distributes items according to established or ad hoc requirements in computerized inventory management systems;

• Completes specialty cart preparation;

• Receives supplies and material into the medical center's catchment area.

Operates heavy power equipment such as lawn mowers, chain saws, brush cutters, brush chippers, portable snow blowers, and all types of hand and light power tools (such as shovels, pulaskis, picks, digging bars, rakes, lawn edging equipment, electric drills, etc.), to maintain buildings, grounds, roads, trails, etc.

Loads and unloads supplies and materials from trucks, trailers, dollies, etc. Moves furniture, removes, and sets signs, paints picnic tables and signs, rakes and waters lawns, trims trees and shrubbery, picks up litter, cleans and repairs fire pits.

Digs ditches and trenches with pick and shovel where soil is hard and compact and must grade or slope; occasionally breaks up pavement, soil, or concrete; mixes and pours concrete, asphalt, and hot/cold mix; fills and levels holes in damaged roads. Moves heavily loaded wheelbarrows and hand trucks; uses heavy type power mowers including adjusting blades, cleaning, and oiling. Cuts trees and heavy vegetation with axe, chainsaw, or powered brush cutters; stacks heavy lo??s, lumber, and sacks of cement, etc., or performs other duties requiring similar judgment and comparable physical effort.

Performs janitorial duties for buildings and grounds when required. Motor Vehicle Operation

Motor Vehicle Operation: Operates and performs minor operator maintenance on light duty motor vehicles such as pickup trucks, panel trucks, flatbed trucks, carryalls, sedans, crew cab pickup trucks, which typically have an approximate gross vehicle weight of up to 4500 kilograms (10,000 pounds). Vehicles are driven on the basis of either specific trip assignments or regularly established schedules and standard routes to transport personnel, supplies, materials, or equipment and tools throughout the park under limited traffic conditions at low speeds.

The duties of the Supervisory Medical Supply Technician in the Sterile Processing Service include, but are not limited to:

• Maintains current knowledge of the Standard Operating Procedures (SOP) which document the processes and procedures for cleaning, disinfection, sterilization and preparation of RME.
• Utilizes an acceptable proficiency in the use of RME appropriate to this position.

This Human Resource Specialist position is located at Bill and Hillary Clinton National Airport (LIT), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

• Coordinating and overseeing the daily HR activities and programs within the airport and associated spoke airports.
• Providing the Federal Security Director (FSD) and Administrative Officer with operational support and management advisory services in a variety of HR disciplines such as classification, compensation and pay, employee benefits, employee relations, position management, personnel processing, and recruitment and staffing.

Conducts checks on hydraulic, electrical, transmission, power systems, etc.

(2) Troubleshoots, diagnoses, and performs unscheduled maintenance on assigned and transient aircraft. Performs the full range of repair and testing of aircraft system, assemblies, and surfaces. Using a variety of methods involving test equipment, visual checks and instruments, diagnoses and identifies problem areas and determines the extent of repairs required. Removes components and assemblies, repairs or replaces defective parts and components and reassembles repaired items into the aircraft. Installs, aligns, and makes needed adjustments to major components and assemblies such as engines, propeller/rotors, transmissions, hydraulic systems, etc., assisting Specialists as required. Accomplishes adjustments to related systems which may be affected by repairs. Conducts ground functional tests of all aircraft systems. Services aircraft with oil, de-icing fluid, fuel, and hydraulic fluid. Launches and recovers assigned and transient aircraft; performs inspections prior ot takeoff. Inspects for conditions such as oil, fuel, and hydraulic leak, cut lines, tires and loose panels.

(3) May be required to perform such additional duties as fire fighting, aircraft crash/rescue, snow removal, etc.

(4) Perform other duties as assigned.

DUTIES (WG-11)

(1) Performs Crew Chief duties with full maintenance responsibility forassigned aircraft. Number of aircraft to be assigned to an incumbent is predeterminedby taking into account such factors as the complexity, size, and maintenance requirementsof aircraft, the unit mission requirement to have Flight Mechanic orFlight Engineer on board during missions, etc. Diagnoses problems with all aircraftsystem and components, perform required repairs and accomplishes requiredpreventive maintenance. Serves as a point of contact for assigned aircraft, receivingwritten and verbal discrepancies from pilots and diagnosing problems. Documentsdeficiencies, malfunctions, and the repairs required to return aircraft toserviceable condition. Contacts Allied Shops personnel to perform specialist workin such areas as sheet metal, avionics, propeller-rotor, engine, etc., and overseesthe work performed. Assigns and directs the work of one or more subordinate air-craft mechanic(s) to include less than journeyman level.Accompanies pilot during flights to locate discrepancies that are not evidentduring ground operation. May perform duties as a crew member (Flight Mechanicor Flight Engineer) during assigned missions on aircraft with that requirement.

(2) Performs the full range of preventive maintenance, repair, and groundtesting of aircraft system, assemblies, and surfaces. Using a variety of methodsincluding test equipment, visual checks, and instruments diagnoses and identifiesproblem areas and determines the extent of repairs required. Removes componentsand assemblies, repairs or replaces defective parts and components, and reassemblesrepaired items into the aircraft. Installs, aligns, and makes needed adjuststo major components and assemblies such as engines, propeller/rotors, transmissions,hydraulic systems, etc. Accomplishes adjustments to related systems which may beaffected by repairs. Conducts ground functional tests of all aircraft systems.Accomplishes or monitors the performance of periodic inspection, daily inspections,refueliug/defueling of aircraft, and all servicing operations.

(3) Plans and conducts a flight training program for drill status Crew chiefs to include maintenance instruction for assigned aircraft, the use of hand and arm signals used, ground handling of aircraft, use of ground equipment, aircraft loading, hoist operations, emergency procedures, etc. Performs dutiesas a Flight Mechanic/Flight Engineer Bas required to carryout the unitmission, and as such carries out pre-flight, inflight, and post flightduties.

(4) Performs other duties as assigned.

1. Assists technical transportation advisor and higher graded staff on all statewide operating matters dealing with commercial movement of personnel and equipment. Analyzes and advises on transportation considerations relative to the domestic and international movement of equipment, supplies, and personnel via all commercial transportation modes. Assists in the development of, maintains, and exercises the commercial traffic functions of mobilization plans, as well as training programs for managers and mobilization augmentees on related transportation subjects. Assists in input to the Defense Movement Coordinator (DMC), as required, with the preparation of the commercial transportation portions of the Automated Unit Equipment List (AUEL). Assists in Obligation and execution of funding for the commercial transportation mission.

2. Assists in the preparation of Transportation Discrepancy Reports (TDR) and other documents in support of government claims against carriers for freight loss and damage or failure to provide contracted services. Reconciles Commercial Bills of Lading to verify receipt and shipment of equipment and supplies. Makes recommendations to higher graded employees for changes in local policies and procedures to support the economical movement of contractually procured materials from vendors. Interprets and enforces Federal, State, and local regulations concerning the movement of hazardous materials and general commodities through various modes of carriage. Assists in monitoring and ensures proper handling, packaging, and shipping of arms, ammunition and explosives (AA&E), Controlled Cryptographic Items (CCI), and classified/sensitive items. Safeguards accountable transportation documents, which may include: Government Bills of Lading, Government Transportation Requests, and Uniform Service Meal Tickets.

3. Assists in inspections, or provides for inspection of, commercial carrier terminals to locate and expedite delivery of astray government shipments. Ensures carrier capability complies with government requirements and specifications. Assists in the management of the Carrier Performance Program for the state and provides input to the Traffic Manager for the overall program.

4. Procures domestic and international travel for both military and civilian passengers. Reviews the travel arrangements provided by the Travel Services Contractor ensuring that special fares and/or discounts are utilized when feasible. Ensures advance procurement of transportation services to achieve greatest overall cost efficiency and oversees the audit of the Travel Services Contractor for application of appropriate discounts for official travel. Monitors the approved Travel Agent for official travel for quality assurance as an Assistant Contract Officer Representative (ACOR). Advises travelers on entitlements and responsibilities and manages the processing of refunds for unused commercial tickets into the government accounting system. Ensures all travel requests are accompanied by approved travel orders and reconciles billing of requested travel services. Reconciles and validates the monthly billing for commercial air travel Centrally Billed Account (CBA) and submits it for payment.

5. Maintains all transportation related automated systems and databases to support the Traffic Management Programs for the State.

6. Accomplishes the full spectrum of support for state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA).

7. Performs other related duties as assigned.
