The Front Line Manager is responsible for aviation safety activities in a complex and dynamic environment. Manages and monitors individual and unit, group, or team performance standards with organizational initiatives, goals, and objectives by providing feedback, acknowledging achievement, and addressing performance deficiencies. Incumbent has full authority and responsibility to make all decisions and take action in the assigned program areas, subject to the manager's administrative review. Higher-level management reviews performance periodically by utilizing/reviewing work products, status reports, and organizational measures in place to ensure timeliness, policy compliance, and overall alignment with the Flight Standards Service. Directs the work of subordinate employees at the organizational unit level creating appropriate expectations for achieving intended results. Position Description # D0487000

This position is located in an Army Aviation Support Facility (AASF) or an Army Aviation Flight Activity (AAFA). The purpose of the position is to assist a higher grade mechanic in accomplishing maintenance and repair of both fixed and rotary wing aircraft.

Description of Duties:

(1) Accomplishes a variety of repairs on military aircraft. Repair work includes removing, cleaning, reinstalling or replacing defective parts, accessories and components such as worn gaskets, couplings, fittings, bad actuators, accumulators, and gauges, sections of corroded fuel and oil lines, worn cable pulleys, frayed sparkplug cables, and burned-out landing lights. Makes adjustments and settings such as cable tension, seat travel and other connections. Locates worn, dirty or poorly adjusted parts or components through visual check. Uses common hand tools such as pliers, wrenches, screwdrivers to complete repair work.

(2) Assists a higher-grade mechanic in completing more complicated and detailed repair work. This would include removing and installing engines, rotor heads, transmissions, etc. Assists in making adjustments to controls, cable riggings, rudder pedals, etc.

(3) Assists in performing functional checks and preventive maintenance on aircraft to include daily inspections, pre and post flight checks, fuel contamination checks, oil sampling, etc. Inspects for oil, fuel or hydraulic leaks, cut or broke lines, loose panels, etc. Services aircraft with oil, de-icing fluid, fuel, etc. Launches and recovers aircraft.

(4) May be required to perform such additional duties as firefighting, aircraft crash/rescue, snow removal, etc.

(5) Performs other duties as assigned.

Duties Include:

• Work off station for long period of time, occasionally at great distances from the Facility.
• Evaluate unusual situations as they arise and make appropriate decisions to ensure the safety of patients.
• Work with minimal supervision and consults with the Supervisor when situations warrant.
• Serves as a patient transportation driver. Demonstrate proficiency in all areas of the transportation service. Complete all required training.
• Drives the following: Shuttle buses Vehicle type: 16 to 32 passenger buses (GVW-14,050 lbs.), 32 passenger bus (GVW-36,350 lbs.), 44 passenger bus (GVW-36,200 lbs.). All other vehicle driven; patient transport Handy-Capped high-top vans (6,900 lbs.), Compact sedans, (GVW-3,936 lbs.) Mini Vans, (GVW-5,400 lbs.), Large passenger vans, (GVW-9, 100lbs.).
• Abide by all City, State, and Federal regulations governing the operation of motor vehicles. Incumbent must be able to maneuver vehicles over improved and unimproved roads at up to and including highway speeds.
• Work as a team member and assists others as necessary to carry the mission to completion.
• Receives patient transport schedules from the scheduler for the daily patient transportation runs. Each trip is planned for vehicle type, route and equipment needed.
• Familiarity with medical equipment located in patient transport vehicles and be certified in Cardio-Pulmonary resuscitation (CPR) and recertified in CPR every 2 years and provide documentation to the supervisor.
• Transports patients under non-emergency situations to and from various locations throughout the state. Incumbent must be knowledgeable in the proper techniques of loading, unloading and securing patients.
• Enter all required motor vehicle reports and records documentation as directed by the Supervisor. When not operating motor vehicles, report to the Supervisor to assist in the daily operation of the Transportation Section.
• Transport vehicles for repair, maintenance, driver back fill support.
• Complete daily trip report annotating data such as mileage, driving times, any problems encountered with the vehicle and any issues arising with patient transport. Drivers will perform pre-trip inspections on all vehicles before departure.
• Correct minor vehicle problems such as lamps, flat tires, tire pressure and fluid levels, communicating the need for scheduling completion of repairs when outside service is necessary.
• Possess a valid state of Florida driver's license with class "B" (CDL) with passenger endorsement. Provide the Mobility Manager with proof of license and motor vehicle driving record annually.
• Pass a physical examination annually and random drug testing as required for all Government Motor Vehicle Operators.
• Assume responsibility for a cell phone with earpiece, pager, two-way radio or any combination of these.

This Supervisory Instructional System Specialist position is located Enterprise Support, Training & Development, Training Centers Division, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

• Analyzes and designs, develops, implements, and evaluates (ADDIE) new and existing training programs and new training course development for the TSA workforce; and utilizes Kirkpatrick Four-Level Training Evaluation Model to analyze training effectiveness.
• Provides expertise, advice, and recommendations to management regarding the processes used to analyze, design, develop, implement, and evaluate both traditional and innovative education and training systems, creating performance improvement interventions to include interactive media and courseware.
• Develops innovative instructional processes and/or interventions to solve performance problems; researches and develops new programs in web-based or other digital delivery formats; and assists in procuring, developing, and evaluating interactive courseware and other tools necessary for the implementation of the ADDIE process, and interpreting and assisting in the development of Instructional policy as required.
• Creates and monitors training plans and timelines in a multi-disciplinary structured environment and obtains cooperation from multiple senior managers and staff for successful project completion.
• Conducts analysis of training requests to verify identified training need, identifies/analyzes possible training solutions, and recommends and develops effective solutions to performance problems.
