The Management and Program Analyst performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. Perform analysis and evaluations on the effectiveness of program operations or policy in meeting established goals and objectives. Acts as a contributing specialist on large work activities or as a project manager or team leader for large projects/programs/activities. Assignments frequently require knowledge and experience working across functional organizational lines.
Applies experience and comprehensive knowledge of qualitative and quantitative methods, techniques, and concepts to plan and conduct functional activities for projects/programs. Conducts research and studies to identify ways to improve overall work operations. Identifies and analyzes the causes of complex problems, gathers and organizes information on the uses of data to recommend solutions to problems, and develops and recommends improvements to systems and processes. Reviews and analyzes new and proposed policies determines impact on program operations and management, and ensures data integrity.
Possesses knowledge of the International Civil Aviation Organization (ICAO) at both the headquarters and regional level. Coordinate international visits from Europe/Middle East and Africa regions to headquarters and FAA facilities which requires a working knowledge of the ATO and its programs. This may include escorting visitors to various FAA facilities. Support ATOs senior management on international travel and engagements including logistics, administrative duties, pre-briefings to executives, and development of event scenarios talking points, and e-books travel. Coordinate ATO experts’ participation in Civil Air Navigation Services Organization (CANSO) work groups including establishing quarterly meetings at headquarters to track work and programs.
Utilizes automated programs and software such as Microsoft Project and Office applications including PowerPoint, Excel, Outlook, Visio, Tableau, and Word to prepare documents, reports, and information for management. Maintains enterprise-level Knowledge Sharing Networks (KSN) and Microsoft SharePoint sites. Provides analytical data to assist other professions in creating and maintaining an electronic database of project and program information and data supporting numerous diverse programs and datasets. Recommends approaches for current and anticipated problems and issues involving business processes rules, processes, and procedures access. Works with management or more experienced professionals to solve problems.
Contacts are internal and external. May act as a point of contact to provide advice and guidance on international programs and policies. Facilitate the interaction between the Office of International Affairs (API) and the office of the General Counsel (AGC) with ATO offices engaged in international activities, including the development and execution of bilateral and multilateral agreements. May be called upon to communicate ATO International policies and procedures internally and externally.
Established policies/procedures for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or develop new processes. The work is reviewed rarely, typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities. The work activities typically impact directly on the objectives of one or more organizational units, AJV, and/or ATO, and may affect the objectives of the FAA.
