• You will operate vehicles of 22,000 lbs., gross weight rating and up to and including gross vehicle weight rating of 32,000 lbs.

Reviews and analyzes aviation litigation and enforcement investigative reports and determines legal sufficiency for the initiation of legal aviation litigation actions for issues involving statutory and regulatory safety violations. Conducts research and discovery and prepares motions, pre-trial memoranda of law, and post-trial briefs in enforcement proceedings. In certain cases, prepares and submits administrative appeal briefs. Assists the Department of Justice (DOJ) with FAA enforcement actions adjudicated in U.S. District Court.

Provides legal advice and counsel to FAA management, including high-level agency officials, in enforcement investigative matters. Reviews and analyses complex and significant issues to ensure compliance with existing laws and agency policies.

Represents the agency in litigation arising under the Federal Tort Claims Act (FTCA), including aircraft accident litigation, in conjunction with the Department of Justice (DOJ). Provides legal advice and counsel to agency officials on legal issues relating to requests under 49 CFR § 9 (Part 9), and claims under the FTCA and the Military Personnel and Civilian Employees’ Claims Act (MPCECA), including reviewing, analyzing, and recommending disposition of all administrative FTCA and MPCEA claims.

Manages and prepares responses to routine requests under the Freedom of Information Act (FOIA). Prepares responses to Congressional and other inquiries regarding enforcement actions or other matters.

Conducts thorough legal research by appropriately identifying and analyzing relevant legal and factual issues and arguments. Assesses legal strengths and weaknesses of available arguments to provide accurate, complete, and practical legal advice and conclusions. Identifies and learns emerging issues, principles, and practices relevant to the legal practice area.

Provides advice tailored to the client and requirements of the agency. Adjusts communications to meet audience expectations and level of understanding. Keeps client and practice area management informed of issues and activities that may or should be discussed at a higher level. Manages workload to ensure that priorities are achieved, and deadlines are met.

Participates in appropriate training and/or learning activities.

Performs routine, though varying, assignments in an advanced developmental capacity. Assignments include those associated with acquiring and applying legal expertise to less complex assignments or assisting higher-level attorneys on broader assignments. Plans and carries out assignments in accordance with instructions and the principles of professional practice. Represents the FAA in court.

Receives guidance from a manager or higher-level attorney on complex situations for which there are no clear precedents. Routine work is performed independently and is subject only to general review. Applies relevant experience and professional legal knowledge to individual assignments. Independently plans use of time and assigned resources to complete routine assignments and limited projects. Contacts are primarily local, although there may be external contacts commensurate with the nature of the assignments, including those with court officials. Laws, regulations, orders, policies, and procedures cover most assignments, but sometimes require interpretation and application of precedents. Professional guidance is available from higher-level attorneys. The frequency and intensity with which work is reviewed is commensurate with the nature of the assignment.

• You will serve as technical advisor on the development and implementation of HAZMAT programs and provides expertise in support of the Consolidated Hazardous Material Reutilization and Inventory Management Program (CHRIMP) supply program.
• You will coordinate with Navy Region Southwest area commands to implement and manage Hazardous Material (HM) program requirements.
• You will provide support for the diverting of excess HAZMAT from the waste stream to a secondary use that eliminates the generation of Hazardous (HW) and the establishment of new Hazardous Materials Minimization (HAZMIN) Centers.

Supervisory Duties The incumbent is the supervisor of the Transportation Unit which consists of 6 employees, providing technical and administrative supervision to a unit of 4 WG-7 Motor Vehicle Operators, 1 WL-7 Lead Motor Vehicle Operator and 1 GS-5 Motor Vehicle Dispatcher. The incumbent shall ensure that his/her employees conduct themselves in a manner that is compliant with the standards of the M&O Section, Engineering Service and the Veterans Administration.
Transportation Administration, Development and Fleet Management Supervises and oversees the Transportation Unit by providing administrative duties and serving as the facility Fleet Manager for over 150 motor vehicles and managing the transportation services provided at the VA Long Beach Health Care System.
Budgetary and Fiscal Management Analysis Works closely and frequently with the Fiscal Service to effectively and efficiently manage the VALBHCS Transportation budget, expenditures and obligations and analysis of the Transportation budget, and provides information and recommendations to VA Long Beach Health Care System leadership.
Performance Improvement Programs The Supervisory Transportations Specialist manages the VALBHCS transportation program quality assurance processes. Conducts and/or participates in studies, analyzes findings, and makes recommendations for performance improvement programs related to the VALBHCS' transportation.
Quality and Productivity Goals Assures VA performance measures and standards issued by various accrediting, regulatory and higher agency authorities pertaining to the VALBHCS' transportation are met. Actively participates in various surveys conducted by Joint Commission; Commission on Accreditation of Rehabilitation Facilities, and audits from investigations by the Office of Inspector General Improper Payments Elimination and Recovery Act (IPERA).

The incumbent will be able to demonstrate their ability to utilize an acceptable proficiency in the use of RME appropriate to this position.

• The supervisor and/or Service Chief will assign work with standing instructions on objectives, priorities, and deadlines, and provides guidance for unusually involved situations.
• The employee will work as team member with other Medical Supply Technicians of various experience to carry out the daily work utilizing the written standard operating procedures and/or manufactures written instructions in accordance with instructions, policies, previous training, or accepted/standard practices.
• The supervisor evaluates completed work for overall technical soundness and conformance to agency policies through competency assessment utilizing simulation, direct observation and verbal responses from the incumbent.
