• Agency’s expert in Planning system functionality and business capabilities, planning and directing evaluative surveys on logistics and supply management procedures.
• Incumbent plays a principal role in determining how the Planning process is executed, including system changes or other process improvements which have substantial impact on major enterprise-wide processes.
• Lead specialist over the Planning process issues and problems of high visibility and critical to the Agency.
• Identifies, develops, and manages process-specific Key Performance Indicators and metrics to ensure the Planning process area is meeting performance targets.
• Develops future Planning process strategies and assesses the impact of policy/legislative requirements from the DoD and Congress to provide enterprise-wide process improvement recommendations to top-level Agency management.
• Incumbent is a key role in legislative matters regarding initiation, development, and recommendation of legislation pertaining to the Planning process area.
• Coordinates and responds to major Congressional, Government Accountability Office (GAO), or Inspector General (IG) investigations, audits, and inspections.

The duties of the position may include but, are not limited to:

• Responsible tor determining Veteran eligibility status for BT mileage reimbursement and requests for payment of special mode transportation (ambulance, air ambulance, wheelchair, etc.).
• Processes BT mileage reimbursement requests, assigning the correct Fund Control Point (FCP) to each transaction.
• Performs BT financial Co-pay tests to determine BT eligibility and notifies veteran of outcome.
• Incumbent serves as a liaison between medical center personnel, Veterans and their representatives requesting transportation, and is responsible for arranging and coordinating, ambulette, ambulance, and airline trips etc., using the most cost-efficient mode to the Government. Incumbent ensures completion of consults for special mode trips in Computer Patient Record System (CPRS) daily.

• Daily responsibilities include transportation appointment scheduling, collecting, compiling, and tracking data and statistical information in support of VTS and SMT programs.

• Reviews documents, reports, and/or application for omissions and inconsistencies, and ensures data entry is complete and accurate.

The duties of the position may include but are not limited to:

• Incumbent operates one or more types of patient transport vehicles, including emergency vehicles, patient transport vans/buses and other types transport vehicles, capable of carrying up to 8 or more passengers, to and from VA Medical Center facilities, private healthcare facilities, and other private sector areas like patient homes, railway, bus stations and airports.
• Incumbent drives predetermined and/or scheduled routes or special runs. Arrives at and departs from pick up and discharge points at scheduled times.
• Operates the doors to allow passengers to enter and leave the vehicle. Read installation maps and judges road/traffic conditions to determine the shortest and safest route.
• Provide friendly, polite, and courteous service. Enforce passenger safety and seatbelt use. Check I.D. cards to ensure authorization of passengers as required.
• Responsibilities are to safely transport patients in a manner that minimizes disruption to personnel and ensure maximum comfort during travel.
• Knows and abides by rules, laws and traffic regulations pertaining to state laws.
• When transporting patients, the incumbent must be able to load and unload patients safely.
• Makes trip to medical facilities, homes, railway, bus stations and airport.
• Use multiple variations of Mobile Data Computer (MDC) in and out of the vehicles for assigned trips and duties daily.
• Employee required to deal with patients, families of patients, charge nurses, doctors and other medical staff in a professional and courteous manner.
• Incumbent loads and unloads patients, medical supplies and may be required to perform other duties as assigned.
• Incumbent may operate a stretcher van, 1-ton wheelchair van, a passenger van, a large passenger bus, Dual Use Vehicles and other vehicles as assigned and needed to transport patients.

• Plans, coordinates, and controls shipment of material and equipment.
• Provides status, resolves problems, prepares reports, and traces shipment upon requests
• Determines the most efficient economical rates and routes to destination involving domestic inbound and export shipments, originating at any point worldwide
• Plans shipping dates, material pick up and loading times of equipment and material to be shipped from DLA Disposition Services to other government activities, both OCONUS and CONUS.
• Determines economical routing based on technical review of guides and tariffs
• Prepares shipment documentation for material and equipment shipped to include hazardous materials
• Provides traffic management support through selection, approval, procurement and use of safe and effective services carriers at the least cost to the government.
• Provides advice and assistance to customers concerning all aspects and phases of the DLA Disposition Services transportation functions.
