This position serves as a VISN 22 Veterans Transportation Program Manager within the VISN Office. Provides management, support, and required oversight to assist VA transportation providers and key business staff to medical centers across the VISN. The position manages the VISN VTP including Veterans Transportation Service, Beneficiary Travel, the Highly Rural Transportation Grant Programs.

Major duties and responsibilities include but not limited to:

• Participates in national VTP Surveys, reviews, studies and manages the VISN participation in such surveys/studies, as well as managing VISN surveys which produce data used to adopt new policies or change existing policy to improve operations and compliance with regulations to achieve higher efficiencies of operation.
• Oversees management of the overall operations of the VTS Program at all the Medical Centers within the VISN.
• Monitors and ensures adherence to VTS, BT, and VHA policy; monitors and ensures sites report metrics accurately and timely; and monitors and communicates with sites regarding obligation of VTS funds.
• The VISN VTP Manager ensures compliance is achieved VISN-wide through periodic program review and communicates directly with VTP Program Office Compliance staff on discrepancies in Improper Payments Elimination & Recovery Improvement Act (IPERA), OIG, and GAO review/missing information.
• Responsible for ensuring implementation of audit/compliance corrective action measures.
• Ensures facility VTP Managers comply in a timely and accurate manner to VTP Program Office, IPERA, OIG and GAO requests for information.
• Ensures VTS programs at the Medical Center level are appropriately engaged with the HRTG recipients to ensure proper transport of Veterans by the grant recipients, and communicates with the VTS Regional Coordinator on issue resolution requiring national attention.
• Serves as the Subject Matter Expert (SME) for the multi-state region of a VISN regarding veteran and patient transportation for travel. The incumbent consults with the VA Medical Center Mobility Managers and Executive Leadership, the VISN Rural Health Consultant, VISN Business Implementation Manager, and VISN Executive Leadership on issues concerning Veterans access to care and unique transportation issues. As the VISN SME, the VISN VTP Manager provides direct consultation and problem resolution to facilities.
• Works with VISN leadership to establish goals and general policy regarding patient transportation regarding policy for inter-facility transfers, Special Mode Transports, Air Ambulance etc., to ensure compliance with national program policy, as well as the most efficient and patient friendly means of transport are achieved while ensuring expedited transport resulting in improved patient care and improved patient flow within and between VISN facilities.
• Prepares reports, memoranda, and correspondence pertaining to various Veteran transportation issues; presents research findings and recommendations to VTS and MS leadership.
• Provides Train-the-Trainer activities for the VTS program at the Medical Centers during program implementation and provides constant support for day to day operations.
• Employs fact-finding and investigative techniques to gather clear-cut factual answers to questions from VTS field operations.

As a Transportation Specialist, you will:

• Review proposed legislation to determine impact on commercial vehicle drivers, State Driver License agencies, and FM CSA. Assist others in drafting rule makings related to the CDL program.
• Conduct CDL program reviews to verify State compliance with Federal requirements and assess program effectiveness. Make recommendations to improve program compliance and effectiveness.
• Conduct research and data analysis, for use within briefings, presentations, reports or other correspondence to Agency officials, other Federal, State, and local agencies, and to the general public.
• Draft correspondence in response to inquiries from Congress, general public, industry organizations, and commercial motor carriers regarding compliance with the Federal Motor Carrier Safety Regulations.

The ideal candidate is a skilled professional with in-depth knowledge of standards for testing and licensing commercial motor vehicle drivers and working with the States to ensure uniform and consistent integration of these standards into the State driver licensing programs. Has a thorough understanding of administering Federal CDL grant programs that provide States and other entities/organizations with financial assistance for program improvements.

As an Information Technology Specialist, you will:

• Be responsible for systems reliability and accessibility, information systems security programs policy/strategic development, IT continuity of operations planning/support, and support the Department in integrating information security services and related technologies to accomplish departmental IT security goals and program objectives, and to prevent and defend against unauthorized access to systems, networks, and data.
• Promote awareness of security issues among management and ensuring sound security principles are reflected in organizations’ visions and goal.
• Participate and/or lead in network and systems design to ensure implementation of appropriate systems security policies.

This Supervisory Instructional System Specialist position is located Enterprise Support, Training & Development, Training Centers Division, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

• Analyzes and designs, develops, implements, and evaluates (ADDIE) new and existing training programs and new training course development for the TSA workforce; and utilizes Kirkpatrick Four-Level Training Evaluation Model to analyze training effectiveness.
• Provides expertise, advice, and recommendations to management regarding the processes used to analyze, design, develop, implement, and evaluate both traditional and innovative education and training systems, creating performance improvement interventions to include interactive media and courseware.
• Develops innovative instructional processes and/or interventions to solve performance problems; researches and develops new programs in web-based or other digital delivery formats; and assists in procuring, developing, and evaluating interactive courseware and other tools necessary for the implementation of the ADDIE process, and interpreting and assisting in the development of Instructional policy as required.
• Creates and monitors training plans and timelines in a multi-disciplinary structured environment and obtains cooperation from multiple senior managers and staff for successful project completion.
• Conducts analysis of training requests to verify identified training need, identifies/analyzes possible training solutions, and recommends and develops effective solutions to performance problems.
