The primary purpose of this position is to as an Air Reserve Technician (ART) officer position, to serve as an assistant to the Maintenance Group Commander and as such, reviews policy and assists the Senior ART/Maintenance Group (MXG) Commander in planning, organizing, coordinating, directing, and controlling all activities and operations of the Maintenance Group. - Performs GMV Training and Certification within the Training, Validation Office (TVO) and leads other military and civilians performing training. Trains newly assigned military vehicle operators on a wide range of vehicles to include buses, tractor trailer, forklifts, wrecker/recovery vehicles, passenger vans/buses ranging from 12 passengers to 55 passengers.

- Administers Installation GMV Licensing Function and Installation Vehicle Misuse Program. Performs Operator Records and Licensing functions within the TVO office issuing and updating GMV licenses for personnel across JBSA.

- Drives buses, tractor trailers and/or other vehicles typically having a GVW of more than 32,000 pounds to include wrecker/recovery vehicles, and one or more electric, LPG, or diesel-powered forklift trucks to facilitate loading and unloading duties. May be required to transport bulky and unwieldy items.

- Maintains records and documents actions. Properly completes operator/customer inspections checklists, forms and accident/incident reports as required.

This Stakeholder Manager position is located at Austin-Bergstrom International Airport (AUS), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

• Working closely with leadership to develop, coordinate, implement and maintain a program to communicate to stakeholders TSA's policies, programs, and directives.
• Identifying and responding to stakeholders' questions, programs, and concerns regarding security.

Responsible for the management of Supply Chain Processes for the business unit. Functional Responsibilities

Supply Chain Demand to Supply Process

·        Member of the Planning Leadership team and Operations extended Leadership Team. Participate on strategy and business review sessions.

·        Together with other members of the Leadership Team take business decisions and develop and deploy business strategies.

·        Together with the Manufacturing Operations Leaders develop and update Operations strategies that are aligned to the business strategies.

·        Together with the IBP, Demand Planning and Supply Planning Managers, develop the Supply Chain Strategy for the Business. This strategy should be aligned with the Business and Operations strategies.

·        Together with the IBP, Demand Planning, and Supply Planning Managers, enhance the capabilities of supply chain associates to meet the new or improved processes.

·        Directly manage the Managers of IBP, Demand Planning, and Supply Planning. Coaching them on strategy development, process excellence and execution.

IBP Process

·        Ensures that Sales, Inventory and Operations Planning process and meetings are implemented and institutionalized in all regions of the world.  Drives continuous improvement towards Best Practice processes and systems.

·        When required Chairs Global IBP Management Business Review meetings or any other meeting as needed.  Works directly with key functional stakeholders across all applicable domestic and international regions.

·        Acts as lead to aid in infrastructure, education, training and implementation of both the regional and the Global IBP process.  This includes working with Business Leaders on improving Business strategy and business management, validating the forecast accuracy, managing inventory strategy and parameters globally and aligning the Financial/Business plans with the appropriate operations plans.

·        When required facilitates the Global meetings and attends the Regional Demand Review, Supply Review and Management Business Review IBP meetings to get the appropriate buy-in and information.  When required facilitates the determination of the MBR agenda, aids in the roll-up of information, acts as liaison between the regional meetings and representatives to enable the global process.

·        Establishes work processes for continuous improvement of IBP process using Best Practice benchmarking methodology and periodic process assessments.

Demand Planning

·        Together with the Managers of Demand Planning and within the IBP umbrella, ensures an effective demand planning process is in place across all sites.

·        Provides summary outputs of the demand process at the IR and MBR IBP meetings.

·        Works closely with regional representatives to develop accurate and timely demand plans.

Supply Planning

·        Together with the Managers of Supply Planning, and within the IBP umbrella ensure an effective monthly Supply process is in place across all sites, identifying and resolving significant supply-demand imbalances over a rolling two year period.   Drives functional process excellence across the business unit

·        Provides summary outputs of the Supply Process at the Integrated Reconciliation and Management Business Reviews Sales, Inventory & Operations Planning meetings.

·        Establishes strategies, key performance metrics, target objectives/guidelines and improvement initiatives to meet supply management objectives, including differentiated offerings by product/customer classification or geography as appropriate.

·        Develops a Global Inventory Strategy Process, including the development of inventory targets by product line.  Ensures the establishment of target inventory levels and mix to achieve management objectives for service levels, backorder incidence/duration and inventory- DIO goals. Identifies and leads efforts to improve inventory velocity and minimize preventable losses due to excess supply and obsolescence.

·        Designs and executes service strategies to drive customer satisfaction in line fill, reduced shipments per order, and on-time arrival of orders.

·        Ensures single point-of-contact in major short-supply issues and prioritizes allocation methodology and shipments according to business need.

·        Effectively directs the supply planning elements for new product introductions, conversions and rationalization efforts.

·         Ultimately responsible to balance service and inventory in the business unit

Logistics

·        Collaborates with the matrixed Global Logistics and Distribution teams on global logistics strategies and key performance metrics aligned with the business strategies for Shipping, storage, receiving and transportation improvement programs, Inventory levels, distribution strategy, Warehouse utilization, etc.  

·        Collaborates a global distribution and transportation strategy, in alignment with manufacturing strategy.  Optimizes network for transportation efficiencies, inventory carrying costs, E/O costs, and customer service levels.

·        Develops and maintains metrics to track performance and business contribution.

Summary 

Reporting to the Director, US Supply Chain, this Supply Chain Compliance position is responsible for reviewing and approving Procurement/Subcontract documentation for compliance with regulations and policies. This role is critical in assisting the Procurement/Subcontract teammates with cost and price analysis for proposals and purchase orders. Provides guidance in developing, maintaining, researching, reviewing, preparing and presenting fair and reasonable justifications of supplier proposals to meet contract and customer requirements.  Assists and supports identifying and resolving and Procurement/Subcontract compliance deviations to regulatory requirements and company policies. Tracks trends in Procurement/Subcontracts compliance issues regarding purchase order creation and identifies areas for improvement recommending appropriate training requirements to management.

Essential Duties and Responsibilities

• Review and approve assigned complex Purchase Orders and supporting documentation against regulation, policies, and procedures
• Evaluate suppliers’ complex cost proposals, analyzing the contractor’s past performance, cost of similar procurements, standards or other quantitative techniques in producing like or similar items with cost reduction focus
• Review complex technical and audit reports on various cost elements such as material, labor, overhead and profit to determine the reasonableness of various cost elements
• Prepare fair and reasonable and related cost justifications in accordance with FAR 15.2 requirements
• Guide and assist Supply Chain personnel in preparing solicitation templates
• Participate in and interface with DCMA during any Government Contractor Purchasing System Review (CPSR) at specific location to ensure the system and practices are in compliance with regulation
• Assist in the development of trend analysis in pricing, supplier performance, Supply Chain personnel compliance metrics and related analyses
• Guide compliance discussions with the Supply Chain Team on non-compliances, record, track, and produce metrics on same
• Provide training to the Supply Chain staff to correct non-compliances, as necessary
• Work closely with SCMs, Program Management and Technical personnel, to support/manage high-dollar value proposals and subcontracts
• Strategically support Program(s) and SCMs on critical negotiations and strategies development
• Strong negotiations skills and ability to lead terms and conditions negotiations with Subcontractors
• Work closely with Trade Compliance and provide guidance and support to the Program(s) related to correct document markings (i.e. Export Controlled, Proprietary Information, ITAR, EAR, etc.)
• Able to work directly with Technical Team(s) to identify processes, requirements, Statement of Work improvements and propose changes, to include risk mitigation strategies with possible cost savings/avoidance
• Strong working knowledge with Federal Regulations (FAR, DFARs, etc.) and Public Law

Qualifications and Education Requirements 

• Bachelor’s degree in Business, Finance, Accounting, Mathematics, or other related field required, MBA preferred
• Minimum 10 years of Compliance/Cost Analysis experience in a technical/manufacturing environment, Aerospace & Defense Industry experience and knowledge highly preferred
• Minimum 2 years of Front Line Leadership experience in a Procurement organization, Compliance/Cost Analysis preferred
• Ability to read, analyze, and interpret complex documents 
• Ability to respond effectively to inquiries and issues  
• Ability to generate and present effective oral and written presentations on complex subjects
• Ability to define problems, collect data, establish facts, and draw valid conclusions 

Preferred Skills 

• Experience in a U.S. DoD environment highly preferred
• In depth knowledge of cost and price analysis techniques across varying contract types and financial accounting methods

Parsons was recently awarded a contract to be a part of PMO organization for a client who is building a semi-conductor manufacturing plant located in Boise, ID. We're looking for talented Project controls resources who are well experienced in cost, schedule and change controls. Previous experience in wastewater treatment plant, data center, process plant is considered a plus.  

This position will require the candidate to be on project site in Boise, Idaho.

POSITION OVERVIEW:
Develops, establishes, and maintains all aspects of the cost control effort and/or the planning/scheduling effort on one or more of the larger, more complex and demanding projects. Incumbent utilizes his/her broad experience, expertise, and exposure to various types of company projects and clients.


SPECIFIC RESPONSIBILITIES:

• Provides guidance, direction, and specialized assistance for the resolution of difficult and complex project control problems.
• Interfaces with clients, attends regular meetings, and provides statistical reports.
• Provides project and company management with the necessary tools for project cost control.

May lead in the:

• Development of the work breakdown structure, interfacing with all affected departments.
• Analysis, evaluation, forecast, and reporting of schedule status against an established baseline
