The Aviation Safety Inspector performs a variety of tasks associated with technical administration, certification, and surveillance. The selectee serves as a developmental performing duties as assigned without authority for actions or decisions and will be required to complete initial new hire training to include formal and on-the-job training up to 24 months.

The Aviation Safety Inspector (ASI) receives administrative direction from management in terms of broadly defined missions or functions. The ASI, mostly independently plans, designs, and carries out programs, projects, studies, or other work. The work is normally accepted without change. Completed work may be reviewed for adherence to FAA policy and for assurance that project requirements have been fulfilled.

Some FG-14 assignments involve service wide responsibility for application of expert knowledge of flight operations for advanced multiengine turbojet aircraft. Such employees are concerned with all aspects of the operational capabilities and limitations of the aircraft.

ASIs at the FG-14 level establish technical procedures and performance indexes and review complete flight operations programs for leaders in the aviation industry, or organizations of comparable scope and complexity, or a uniquely complex group of general aviation organizations. Assignments at this level are of great scope and unusual complexity.

FG-14 employees develop and evaluate flight operations programs for organizations which utilize the newest, most complex aircraft, systems, and equipment. Because of organizational complexity or technology incorporated in the aircraft, systems, and equipment, employees must exercise originality to resolve unique problems. They frequently rely on engineers and designers for specific technical guidance although much of their work is carried out under very broad policy guidelines. Supervisors give FG-14 employees a wide leeway for independent action. Other inspectors seek their advice on problems relating to aircraft and their operation. Because of the precedent-setting nature or substantial effect on the aviation industry or public safety, their decisions may be reviewed and approved at a higher policy- setting level.

The ASI resolves all but unique problems, with the intervention of management or a technical specialist. Develop plans, techniques, and policies to address current and anticipated problems and issues. Works with management to solve problems.

The ASI is expected to follow established laws, orders, policies, and regulations that provide general guidance for completing work objectives, but is allowed considerable discretion to develop new or innovative approaches. The ASI uses resourcefulness, initiative, and judgement based on experience to develop and implement evaluation procedures to address problems where precedents are not applicable. Methods, practices, or decisions may be used as guidance in similar problem areas.

The ASI keeps management informed of the status of all programs and projects and is held accountable for the technical accuracy, proper coordination, and timeliness of completed staff work. The branch supports the development of voluntary mitigation strategies for system-wide hazards and the monitoring of system-wide mitigations adopted through these voluntary processes. The Operational Safety Analyst performs multiple, varying, and complex assignments under the limited direction of a manager, project/program manager, team leader, or more experienced technical specialist within the Integrated Safety Teams Branch (AVP-420), in the Integrated Safety Outreach and Support Division. Performs analytical activities to support the implementation of key agency safety data sharing initiatives to advance aviation safety in the National Airspace System (NAS).

As a contributing specialist, conducts research, investigates incidents, and analyzing data. Participates on large work activities to provide assistance and support of Safety Management System (SMS) methodologies. Supports safety initiatives by analyzing and gathering data to identify risks and trends, compiling information to support the creation of mitigation strategies, and evaluating the effectiveness of implemented measures. Presents data and findings to senior analysts and safety teams to use in developing solutions to address or prevent safety concerns. Ensures that safety practices and procedures comply with local, state, and federal regulations.

Applies experience and advanced knowledge of safety principles and analytical methods and techniques to accomplish assignments and to develop plans and techniques to improve programs and policies. Understands how technical aspects interact with or is affected by other disciplines and considers the objectives of the AVP and Aviation Safety (AVS) when developing, integrating, and implementing solutions to diverse, complex problems. Performs investigations and inspection activities to compile, track, and analyze data, and identifies technical problems. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Develops and recommends techniques to address problem situations. Identifies and informs management of problems that require their attention.

May act as a a key technical point of contact for assigned activities to internal and external parties. Contributes to the preparation of management/technical reports or contractual documents. May communicate the overall results of a project or work activity to FAA management, the aviation and aerospace industries, and safety professionals and other external parties. Supports and participates in national and international forums for strengthening and advancing aviation safety.

Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to recommend new approaches. Assignments usually need solutions based on understanding and learning from past experiences. Provides recommendations to improve work processes.

The work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity. The work activities typically support and may be vital to the success of projects or activities of one or more organizational units, subdivisions, and LOB's/SO's. In some areas, the work may affect the safety and security of customers.

Performs major activities supporting the implementation of key agency safety data sharing initiatives to advance aviation safety in the National Airspace System (NAS).

Applies experience and comprehensive knowledge of investigative analysis techniques, as well as an understanding of new technologies and methodologies, to solve complex safety problems and develop improved technical processes or systems. As a principal technical specialist investigates and analyzes multiple data sources to identify safety compliance issues and to support safety risk management actions. Identifies and evaluates safety trends and presenting findings that can enhance government and industry capabilities to conduct aviation safety analysis and monitoring.

Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules. Has direct responsibility for project/program management. Leads the organization and execution of key investigative analysis and safety performance assessment activities of government and industry collaborative safety teams comprised of FAA personnel, representatives of domestic and international airlines, manufacturers, employee groups, air traffic organizations, and others key stakeholders of the aviation community. Leads activities associated with the analysis of safety data using investigative/ trending techniques to identify emerging and changing risks, development of mitigation strategies, and monitoring the effectiveness of implemented actions. Provides guidance to lower-level staff on how to solve difficult technical issues. Considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems.

Contact are internal and external. Often represent as a senior technical point of contact for projects, programs, and activities for communicating results and information to senior FAA management, the aviation and aerospace industries, and other external parties. Presents briefings to communicate safety policies to broad audiences of aviation safety professionals and supports and participates in national and international forums convened to strengthen and advance aviation safety. Plays a lead role in drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution.

Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Provides policy guidance and instruction to others, both internally and externally.
