Develops and recommends methods of enhancing efficiency of systems through modification and application of existing or emerging technology.

The ATSS is considered a key technical point of contact for assigned systems, programs, and projects. Contacts are made to provide technical information on multiple systems, instruct other employees, share information across organizations, provide ATC systems data, provide status briefings on system reliability, coordinate, and oversee the activities of contractors. In addition, Defense (DoD), airport management. contractors, and utility companies to resolve complex technical or engineering issues.

The ATSS possesses a broad knowledge of the FAA orders, Technical Instruction manuals, policies and procedures pertaining to the maintaining FAA systems safely in a variety of work environments, including Occupational Safety and Health (OSHA), Facility and Systems Security, National Electrical Code (NEC) and Human Resources Directives. Must use proper personal protective equipment and use safety procedures while accomplishing work assignments. Contributes to the organizational goals as a senior specialist, team member, or lead specialist for specific projects or work assignments. Assigned tasks are reviewed in terms of compliance with FAA policies and technical requirements within the ATSS's areas of expertise.

ATSSs must be able to efficiently perform the essential functions of the position without hazard to themselves or others. As a principal specialist/expert for major projects and/or program areas resolves unique technical problems without managerial intervention, providing coordination and suggesting solutions. Monitors other employees time as a project or team leader. Identifies requirements (staffing funds, materials, and equipment) to accomplish projects and tracks the use of project resources. Reports directly to a District Manager (DM) or District Facilities Manager (DFM).

Directs the work of subordinate employees for more than one organizational unit/project/program within a major subdivision. Aviation Safety Inspectors in this specialty (Rotorcraft - Helicopter) apply knowledge and skills typically acquired as airmen (pilots, navigators, flight instructors, etc) to develop and administer regulations and safety standards pertaining to the operation of rotorcraft.

The Aviation Safety Inspector performs a variety of tasks associated with technical administration, certification, and surveillance. The selectee serves as a developmental performing duties as assigned without authority for actions or decisions and will be required to complete initial new hire training to include formal and on-the-job training up to 24 months.

The Aviation Safety Inspector (Rotorcraft-Helicopter) is responsible for the performance of assigned technical administration, certification, and surveillance duties and assures that aviation organizations and airmen comply with regulatory requirements and reports deficiencies to the principal inspector or supervisor.

The selectee will be required to participate in the flight program as an aircrew member and, as such, must meet the medical and flight currency requirements as set forth in agency orders governing the operation of aircraft. The inspector, when directed, is required to keep an appropriate control point informed as to his/her whereabouts and the telephone number at which he/she can be reached in the event of an aviation incident/accident requiring FAA investigation.

Duties and responsibilities at the FG-12 level may include but are not limited to:

• Selectee is delegated the specific authority to make decisions as to the quality of operations activities;
• Inspecting at the different aviation facilities; assuring that aviation organizations and airmen comply with regulatory requirements, and reporting deficiencies to the principal inspector or supervisor;
• Conducting the reexamination of certificated airmen or recertification of an operator or agency
• Reviewing manuals associated with certification requirements of air carriers, air agencies, and air operators for accuracy and FAR compliance;
• Evaluating training programs to ensure that they meet the requirements of the FARs, including simulators, training devices, and other such equipment, as well as check airmen; monitoring pilots, designated pilot examiners, check airmen, and aviation organization operations and training activities; and

Duties and responsibilities at the FG-11 level may include but are not limited to:

• Assisting in enforcement investigations and preparation of final reports and recommendations on disposition;

Serves as an OSH expert for the ATO EOSH program requirements, fall protection, electrical safety, lockout/tagout, construction support, training policy development, accident investigation and reporting, and other EOSH program elements. Identifies and prioritizes program initiatives based upon resource availability.

Applies experience and comprehensive knowledge to plan and function as the Government Technical Interpreter for the NISC EOSH Contract task order. Serves as the EOSH lead for the Field Incident Response Team. Coordinates with EOSH Manager on prioritization and implementation strategies for key program elements. Develops scopes of work for contract resources required to implement specific aspects of EOSH program operations.

Coordinates upward reporting for program compliance activities. Plans and coordinates EOSH training to District Office field personnel. Maintains comprehensive knowledge of EOSH program concepts, principles, practices and procedures, and regulations to develop and recommend critical program modification requirements. Independently plans time. Identifies, plans, and organizes available resources to accomplish projects/programs/activities. Makes optimal use of resources to complete activities within established schedules.

Manages implementation of the ATO EOSH program, responds to emergencies, resolves issues, and acquires resources to administer the programs. Analyzes jobs, processes, products, or other systems to determine the risks to employees. Recommends modifications to workplaces to control or eliminate hazards. Develops and leads the Workplace Inspection (WIT) process for the Service Area. Inspects or surveys workplaces for compliance with established safety and occupational health policies or standards and to identify potential new
hazards.

Develops training programs for specific hazards or programs. Reviews plans and specifications for facilities and equipment to ensure compliance with established OSH standards. Conducts occupational safety evaluation of hazardous conditions and develops recommendations for abatement. Maintains relationships with Headquarters EOSH Program Office, FAA districts, field personnel, and Federal, State and local regulatory agencies. Manages and executes projects using the corporate work plan and generally accepted practices of cost, budget and schedule.

Contacts are internal and external. May act as a point of contact to provide advice and guidance on the applications of policies and procedures. May be called upon to communicate FAA positions on policies and procedures internally and externally. Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional.

Develops and recommends approaches to address current and anticipated problems and issues. Works with management and/or more experienced professionals to solve problems. Work is reviewed rarely, typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities.

The position reports directly to the Deputy Regional Administrator in the Federal Aviation Administration (FAA) Southwest Region, Office of Policy, International Affairs and Environment (APL), National Engagement & Regional Administration (ARA).

The incumbent is a recognized subject matter expert in the management of transportation systems and infrastructure during domestic threats and/or in response to incidents. Provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Serves as the official point of contact and focal point for the collection and dissemination of transportation related information from other Operating Administrations, Federal support agencies, and the private sector on actual or potential crisis situations. Implements current and emerging regional emergency transportation plans and programs to provide continuity and resiliency.

Applies experience and expert knowledge that are applicable to emergency response planning in order to conduct functional activities for projects/programs that often require the development of new and innovative approaches. Performs very broad and complex liaison activities and assignments related to transportation emergency planning, response, and recovery which are of significant interest to the Secretary of Transportation, DOT Operating Administrations (including FAA), state, tribal and local governments, voluntary and non-governmental organizations, and the private sector. The duties and responsibilities of this position cut across and strongly influence these entities. Results of work are critical to the DOT, the FAA and affect large numbers of people on a long-term, continuing basis.

Applies knowledge of DOT and FAA's policies and other regulatory guidance to identify, define, and organize resources for large projects/programs/work activities. Acquires and allocates resources to accomplish activities within established schedules and budgetary requirements.

Maintains frequent contacts with top public sector transportation officials and decision makers within and outside FAA, other Federal departments and agencies, Congressional staff, state, tribal and local governments, and community officials in structured and unstructured settings. Assignments regularly require visits to sites and communities throughout the serviced regional area that may involve moderate risks of discomfort. May require frequent travel, including travel to disaster sites or field operations centers under austere conditions. Provides backup support to other Regions as requested by the Office of Intelligence, Security, and Emergency Response (S60).

Recruits and trains cadre from the various Operating Administrations for the DOT’s Regional Emergency Transportation Program. Works collaboratively with Emergency Support Functions to ensure coordinated responses during emergencies. Coordinates Regional Emergency Transportation Response teams in response to incidents and performs the National Response Framework functions at the Regional and field centers. Completes required training and maintains proficiency in program tools such as WebEOC. Also develop and maintain expertise and cultivate partnerships. The incumbent may support other regional programs and functions with communication, analysis, and collaboration.
