Serves as technical specialist with full responsibility for planning, sequencing, directing, and evaluating assigned projects related to the National Airspace System (NAS). Acts as principal technical specialist or as project manager or team leader for large work activities. Serves as the advisor to the OSG Team Manager for activities of large-projects.

Applies experience and comprehensive technical knowledge applicable to his/her discipline, as well as an understanding of new technologies and methodologies, to solve complex problems and develop improved technical processes or systems. Provides technical direction and oversight for large-project implementation such as Optimization of Airspace and Procedures in the Metroplex (OAPM). Assures that activities are efficiently carried out and that program objectives are being effectively accomplished. Accomplishes regional airspace and airport space analysis (AAA) studies to determine proposal's effect on the NAS. Recommends and qualifies airports for development, amendment, and cancellation of instrument approach procedures. Applies knowledge of specific Terminal/EnRoute lnstrument Flight Procedures (TERPS).

Applies knowledge of FAA's policies and objectives to identify, define and organize work for multiple work activities. May be required to perform duties as they relate to one or more of the following program areas: Design, development and maintenance of lnstrument Flight Procedures (lFPs) and related publications; Coordination and integration of lFPs in the NAS; Collection and verification of aeronautical data. Performs tasks associated with making and providing IFP Feasibility Determinations.

Contacts are internal and external. Often represents FAA as a senior technical point of contact on projects, programs and other work activities. Establishes and maintains effective communications with the aviation industry, with regions, centers and other FAA offices; and with other affected departments and agencies of governments, both foreign and domestic in an effort to further the understanding, support and coordination of assigned program responsibilities. ldentifies potential issues and proposes recommendations for preventative action.

Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations as the situation requires. Provides policy guidance and instruction to others, both internally and externally. Assures uniformity and consistency of performance and adherence to national and regional policies, standards, systems, and procedures.

Provides guidance to lower-level staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Develops plans, techniques and policies to address current or anticipated problems and issues. Works with management to solve problems. Work is reviewed rarely, typically through status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity.

The incumbent is responsible for providing direct advice and counsel to the FAA executive cadre (Assistant Administrator, Executive Directors, International Regional directors, and the Regional Administrators for all of FAA's nine regional offices) and supervisors who manage over 300 authorized positions; developing workforce plans; coordinating agency-wide policies, strategic analysis, and programs to accomplish APL and agency-wide aviation policy objectives.

Directs the work of subordinate employees for multiple programs and across multiple functions and/or disciplines within APL. Plans work to be performed by team members and assigns projects and tasks to team members. Gives advice, counsel, and instruction to team members on work assignments and meeting customer service standards. Manages the day-to-day performance of team members. Managerial duties include strategic planning, communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating the performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective or disciplinary actions as appropriate. Manages a wide range of staffing duties and functions in developing, implementing, and administering the staffing activities necessary to properly execute the organization's workforce plan and achieve management goals and objectives. Interprets agency human resource policy and implements procedures to ensure compliance across the APL organization.

Leads the execution of the organization's workforce plan. Formulates APL staffing plans and works with individual offices to develop strategies to address future workforce needs. Performs analytical, forecasting and interpretive functions associated with the management and control of resources or positions. Tracks and controls staffing for special programs.

Analyzes the workforce to predict potential workforce issues and proposes preventive actions to prepare for future staffing needs. Conducts studies of workforce attrition to develop metrics used to measure employee attrition rate and to identify anticipated vacancies; works with management to resolve attrition issues.

Coordinates, oversees, and manages the APL performance management programs. Provides effective performance management oversight and support to ensure compliance with regulations. Evaluates and provides guidance to management on performance management policies and procedures.

Applies experience and comprehensive knowledge to provide all organizational elements within APL, management advice, counsel, and assistance concerning goals, objectives, and activities connected with APL operations, administrative functions, and program/position management. Performs continuous review and analysis of existing human resource programs, procedures, and practices to determine if new or revised policies or actions are necessary by changing domestic or international requirements. Takes or recommends appropriate actions.

Performs analysis of new or proposed regulations to determine impact on, and applicability to FAA employees serving at or returning from posts in foreign areas. Advises all agency elements regarding current allowances prescribed in foreign countries and international organizations. Coordinates and/or proposes to State Department changes, as required, based on date generated by experience with the FAA overseas problems. Communicates APL policy positions and/or determines the necessity for either internal or FAA-wide procedures, directives, and guidelines.

Is responsible for overall effectiveness and coordination of APL staffing and performance management programs. Interfaces with Human Resource Management (AHR), other APL staff, FAA lines of business, other agencies and embassies.

The Aeronautical Information Specialist performs multiple, varying and complex assignments under the limited direction of a manager, project/program manager, team leader, or more experienced technical specialist. Considers the objectives of FAA LOB/SOs when developing, integrating, and implementing solutions to diverse, complex problems. Assignments require knowledge and experience working across functional and/or organizational lines on topics including data and information management, System Wide Information Management (SWIM), quality management system (QMS), competency management, and aeronautical, weather and flight information.

Applies experience and comprehensive technical knowledge of air navigation and operational information and the principles, techniques, methods, and regulations affecting navigation, to perform the evaluation, selection, and preparation of vital aeronautical data and information oversight activities as well as an understanding of new technologies and methodologies, including quality management principles, (i.e. competency and training) to solve complex problems and develop improved technical processes or systems. Provides guidance to lower-level technical staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist.

Performs oversight of information management in both international and domestic forums.

Provides policy guidance and instruction to others, both internally and externally to support the oversight of information management (aeronautical, weather, flight) products and services. Monitors and evaluates the processing of aeronautical data into information products and services, including the messaging systems used to produce aeronautical information services and products by the FAA and its partners. Organizes and manages the organization's data and information from the collection of the data/information to distribution using aeronautical information products and services.

The Program Manager serves as a Middle Manager of the Program Management Organization (PMO) and manages the work of a large, multi-level organization, and across multiple functions and/or disciplines within a major subdivision through subordinate managers and employees. Provides direction to subordinate managers and employees in the analysis and evaluations required to facilitate the management of the various agency information technology-centric projects. The work includes complex projects/programs based on the objectives of the PMO, the ATO, and frequently the FAA.

Provides direction to subordinate managers responsible for leading projects and monitoring contractors in the development, test, integration, implementation, and sustainment of systems. Applies detailed knowledge of the technical aspect of the work directed to oversee the analyses and assessment of program requirement stability, designs, and conducts complex studies of proposed software applications, ensuring compliance with system requirements. Integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments for a major organization.

Uses program management principles and practices to develops new programs to ensure the strategic direction, goals, and objectives of the organization are met. Reviews evaluation method provided by subordinate managers to assess program strengths and identify areas for improvements. Establishes quality criteria and standards and ensures program and contractors deliverables meet the required quality standards. Develops change management plans to manage and support change initiatives within the program; and communicates changes effectively to all stakeholders. Tracks and reports on program performance to ensure the continuous alignment with goals and
objectives. Identify and mitigate risks to program success. Leads and develop program teams, including program/project managers and employees by providing direction and support and identifying and addressing training and development needs.

Possesses a detailed knowledge of budget, human resource management, and other administrative policies and procedures, and a comprehensive understanding of the objectives of the PMO, the ATO, and the FAA. Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units'/projects/ programs and across multiple functions and/or disciplines. Manages budget and either reallocates resources among organizational units/projects/programs or acquires additional resources as needed. Leads and integrates the budget planning processes for all organizational units/projects/programs under his/her control, and projects both short-term and long-term future needs. Participates in planning efforts that cross organizational lines within the PMO and ATO.

Provides guidance to subordinate managers and employees for preventing and resolving problems without the intervention of higher-level management except where ATO or FAA-wide interests are at stake. Develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines. May participate in developing solutions to FAA-wide problems.
