The Human Resources Specialist (R&P) SBU Outreach applies a wide range of HR concepts, principles, laws, regulations, and practices, to include OPM requirements, VHA specific policy and labor organization agreements for Title 5, Hybrid T38 and full Title 38 positions. Human Resources Specialist provides custom recruitment strategies and consultative services based upon occupational knowledge of current local and regional market area and resolves difficult and controversial internal and external staffing and placement problems. Major duties and responsibilities include, but are not limited to:
- Advises and consults on targeted recruitment strategies and non-traditional recruitment opportunities specific to the local and regional market area, such as targeted job fairs, social media, recruitment campaigns, community outreach events, etc;
- Provides technical advice and assistance to the human resources staff and management officials in all areas of staffing and recruitment, including priority placement, direct hiring, special hiring authorities, etc;
- Evaluates trends in missions, technology, manpower, fiscal resources, and other factors influencing future needs;
- Applies quantitative and qualitative data to advise local, regional and national leadership in regard to recruitment trends, such as providing data in annual workforce planning cycles and advanced recruitment strategies; and
- Recommends strategies for overcoming employment barriers;
- Resolves difficult and controversial internal and external staffing and placement problems building coalitions and consensus through persuasion;
- Provides custom recruitment strategies and consultative services based upon occupational knowledge of current local and regional market area;
- Prepares vacancy announcements based on Position Description (PD) and/or functional statements (FS) and Subject Matter Expert (SME) analysis of the position, qualifies/disqualifies applicants, and maintains all documentation for the job announcement;
- Utilizes HR database systems to query, retrieve, and analyze information to complete and monitor routine and special assignments;
- Serves as a consultant to managers in providing authoritative HR services and conducting detailed analyses of complex functions within serviced organizations.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Full-time, Monday - Friday; Tour of duty will be 8:00am - 4:30pm EST.
