As a HUMAN RESOURCES SPECIALIST (COMPENSATION/R&P) at the GS-0201-14 some of your typical work assignments may include:

• Providing staff-level technical advisory service and the development of policy interpretation/guidance in the assigned HR functional areas within Compensation and Recruitment and Placement.
• Analyzing legislation, Office of Personnel Management (OPM) regulatory changes, court decisions, and other external developments for impact on DoD HR operations to develop detailed guidance to assure timely and effective implementation within DoD.
• Providing policy interpretation and guidance to DoD Components and agencies to resolve complex problems and provide solutions which ensure no adverse impact on the organizational mission.
• Serving as a subject-matter expert in advising DoD management and the field establishment on varied and complex issues such as pay administration, premium pay, hours of work, leave, special salary rates, travel reimbursement, qualifications, hiring authorities, employment incentives, and other pay/employment related issues.
• Conducting special projects in response to critical issues or subjects of intense interest by the DoD Components/agencies or top DCPAS management.
• Preparing briefings, information papers, action memos, and other documentation outlining the results of studies/analyses of specific issues options and recommendations for action.
• Developing and updating training materials related to the assigned areas or pertaining to special interest or emerging issues for HR staff throughout DoD and presents training as needed.

• Provide technical expertise to accomplish analysis of options and development of the design for advanced and complex IT systems on projects which typically involve analyses of systems with high visibility or widespread impact within the agency.
• Perform business and systems analysis, analyze information to determine, recommend, and plan development of new systems or modification of existing applications or systems.
• Support integration of new software by developing interfaces with existing systems and databases.
• Design, develop, and modify software systems, using analysis and models to predict and measure outcomes and consequences of design.
• Develop, maintain, and publish internal standard operating procedures relating to such items as data location, system access, system change procedures, and database design.
• Prepare written reports, correspondence, and documents internal and external to the organization to convey plans, policies, status, and results.

• Performs technical activities supporting the management process whether within the context of a line organization, direction of a contracted effort, or management of grants. Work may involve monitoring contractors supporting NASA projects.

• Serve as a focal point and point of control on the proper execution of Research Position Evaluation System (RPES) policies and practices and ensures reviews are completed.
• Provide analyses of pertinent data and review program and operational documentation, including regulations, policy, and other records to identify actual or potential problem areas.
• Track and monitor deadlines to ensure timeliness of action items.
• Administer internal review procedures to ensure that research plans are complete.
• Work with research progress reports, research proposals, Office of Scientific Quality Review (OSQR) Project Plans, extramural or external funding requests for research projects, Research Position Evaluation System (RPES) cases, and ethics documents.

• Performs minor phases of a larger assignment pertaining to studies in marketing research, which includes data analysis, statistical modeling and query building, formatting, and programming skills to support sales and marketing efforts.
• Performs a variety of assignments in the areas of product research, market management and market research, using a knowledge of market research and marketing concepts, GSA's management processes, its organization, policies, functions and goals and those of its customers.
• Assists, higher level analysts in market research studies, performance planning efforts, market analyses, and other market research activities.
• Assists in preparation of less complex study plans or portions of plans that define moderately complex to complex study efforts. 
• Performs quantitative, cost/economic analyses and operations research studies requiring the application of such techniques as mathematical modeling, statistical analysis, linear and nonlinear programming, simulation, decision theory and probability theory in a new or creative approach.
• Prepares recommendations in various formats to audiences in formal and informal settings.

• Develop and apply statistical theories, methods, and techniques to analyze and interpret data, providing insights and recommendations to support data-driven decision and policy making processes within the organization.
• Design and implement data collection and processing methods, ensuring data quality, accuracy, and relevance to research objectives.
• Design, implement and maintain data pipelines to transform raw data into a common data model, annotate data and metadata with controlled vocabulary terms (indexing), and convert data to graph format.
• Contribute to the development of new methodologies and approaches in the field of semantic technology by sharing knowledge and expertise with colleagues.
• Adhere to ethical guidelines and maintain data confidentiality, ensuring the responsible conduct of research and compliance with applicable laws, regulations, and policies.

What will I do in this position if hired?

In this position, you will serve as a Personnel Research Psychologist.
Typical assignments include:

• The development, validation, and administration of cognitive and non-cognitive competency assessments for selection and diagnostic purposes. This includes job analysis, written and non-written tests, job knowledge tests, performance tests, and computer simulations.
• The development and administration of organizational assessments to assess climate and organizational outcomes, including employee climate, customer satisfaction, exit, and custom surveys.
• Responsible for conducting research and applying innovative assessment procedures and technologies to develop practical solutions to human resources management problems.

• Assist the Director and Senior Staff in coordinating, scheduling, and prioritizing meetings, visits, appointments, agendas, and travel requirements.
• Support planning and coordination of Directorate events, seminars, workshops, retreats; provide site coordination, including audio/visual equipment support, hybrid/virtual arrangements, documentation, and meeting announcements and communications.
• Coordinate with other administrative assistants within the Directorate to ensure timely, accurate, and consistent support for the Director and Senior Staff.
• Serve as the Directorate lead for records management. Identify, update, maintain, and catalog records for management systems. Provide retention schedules for records.
• Lead the implementation of administrative management policies. Interpret and provide advice to employees and managers on policies and regulations pertaining to administrative matters, including travel.
• Support Diversity, Equity, Inclusion, and Accessibility (DEIA) initiatives in the Directorate and facilitate DEIA topic discussions with the Senior Staff.
• Manage Center access for foreign nationals, as required.
• Manage budget and purchasing of Directorate supplies and materials, maintain financial records.
