The Human Resources Specialist (R&P) SBU Outreach applies a wide range of HR concepts, principles, laws, regulations, and practices, to include OPM requirements, VHA specific policy and labor organization agreements for Title 5, Hybrid T38 and full Title 38 positions. Human Resources Specialist provides custom recruitment strategies and consultative services based upon occupational knowledge of current local and regional market area and resolves difficult and controversial internal and external staffing and placement problems. Major duties and responsibilities include, but are not limited to:

• Advises and consults on targeted recruitment strategies and non-traditional recruitment opportunities specific to the local and regional market area, such as targeted job fairs, social media, recruitment campaigns, community outreach events, etc;
• Provides technical advice and assistance to the human resources staff and management officials in all areas of staffing and recruitment, including priority placement, direct hiring, special hiring authorities, etc;
• Evaluates trends in missions, technology, manpower, fiscal resources, and other factors influencing future needs;
• Applies quantitative and qualitative data to advise local, regional and national leadership in regard to recruitment trends, such as providing data in annual workforce planning cycles and advanced recruitment strategies; and
• Recommends strategies for overcoming employment barriers;
• Resolves difficult and controversial internal and external staffing and placement problems building coalitions and consensus through persuasion;
• Provides custom recruitment strategies and consultative services based upon occupational knowledge of current local and regional market area;
• Prepares vacancy announcements based on Position Description (PD) and/or functional statements (FS) and Subject Matter Expert (SME) analysis of the position, qualifies/disqualifies applicants, and maintains all documentation for the job announcement;
• Utilizes HR database systems to query, retrieve, and analyze information to complete and monitor routine and special assignments;
• Serves as a consultant to managers in providing authoritative HR services and conducting detailed analyses of complex functions within serviced organizations.

• Applies a wide range of mathematics, statistics and qualitative and/or quantitative methods to conduct studies, initiate new areas of study related to the data used in and for the government-wide category management program.
• Supports the development of analytical and/or mathematical models analyzing complex data related to category spend, agency-specific best in class or spend under management, small business utilization and cost avoidance.
• Plans, designs and develops key performance indicator (KPI) requirements and methodologies for reporting on metrics relative to the government-wide category management program. Prepares recommendations for potential changes/adjustments to KPIs and other metrics.
• Provides technical expertise and feedback to management regarding the development of highly visible, complex business oriented reports and metrics to measure and track program performance.
• Serves as the subject matter expert (SME) for troubleshooting data capturing processes, procedures and systems to ensure data quality.
• Prepares written and oral reports or presentations regarding study findings, conclusions, and recommendations for leadership. Synthesizes highly technical information for non-technical audiences.
• Supports program management efforts such as identifying requirements for automated analytical tools, defining standard processes and methodologies, documenting best practices, and developing appropriate program content to be used on Category Management dashboards related to analyses performed.

• Lead the coordination of a regular Human Research Program / Space Biology working group (with other ad hoc members), as recommended by Biological and Physical Sciences decadal survey.
• Develop integration of strategy, plans, roadmaps, and objectives for cross-agency integration between Space Biology, Human Research Program, and Mars Campaign Office.
• Represent the collective interests of Space Biology, Human Research Program, and Mars Campaign Office during program meetings to help integrate across programs.
• Provide input to Human Research Program and Space Biology solicitations to help connect dots and enhance collaborations.
• Participate on American Society of Gravitational Space Research, Human Research Program Investigators’ Workshop, and other relevant planning committees.
• Lead coordination on translational activities between Human Research Program / Space Biology and International Space Station National Lab.

As a Criminal Investigator, GS-1811-14 NF, you will perform the following duties:

• Plan, implement, and guide national investigative programs, including the investigative proactive review program for the OIG/Office of Investigations.
• Interpret OI, other law enforcement, agency and Federal guidelines to ensure that the difficulties in completing any investigation or project are carefully considered (such considerations should include the intricacies of the steps and methods employed) and successfully addressed.
• Develop draft policies, criteria and procedures for resolving complex investigations in connection with special projects and analyses performed in support of the Office of Investigations.
• Develop and implement training strategies to institute new policies, criteria and procedures.
• Provide consultation and advice regarding technical investigations, devices and procedures, including consensual monitoring and electronic communications.
• Provide guidance regarding the obtaining and handling of evidence.
• Provide advice regarding planning, and timing of complex interviews and investigations.
• Work across broad functional units and processes within NSF, between NSF and other federal
  agencies, and NSF awardees, as well as with professional groups to ensure the effective resolution of matters being addressed.
• Recognize, identify and address undefined issues and elements, and through extensive probing and analysis and coordination with other participants, determine the nature and scope of the problems and the factors that will be instrumental in their resolution.
• Independently plan, organize, and conduct extremely difficult and complex investigations of alleged or suspected violations of federal criminal and civil laws as well as administrative regulations.
• Conduct extremely sensitive investigations related to prominent or senior level government employees or civilian personnel suspected of involvement in complex criminal activities.
