This is a term appointment not to exceed 1 year 1 day. Term appointments are non-status, nonpermanent appointments of limited duration of more than 1 year, but not more than 4 years and are subject to a 1 year trial period. Should the need warrant, term appointments may be extended without further competition up to a maximum of the 4 year limitation. This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Major duties and responsibilities include but not limited to:

Manages Clinical Tests and Collects Data

Managing implementation, control and reporting on clinical tests and data collection for difficult clinical research studies
Recording data from samples and specimens to ensure that all tracking data is organized and is monitored during the progress of the study
Coordinating the accomplishment of the scientific review and evaluation of research programs
Participating in initial classification and coding of qualitative/quantitative data and entering coding data into qualitative/quantitative software
Assisting with data analysis from a variety of sources, including databases and spreadsheets, and conceive and write reports
Respond to inquiries from a sponsor, clinical research coordinating center and/orsite Pl on matters related to data, data compliance, and subject complaints related to data collection
Creating and maintaining complex research databases, working with existing VA administrative databases, and managing spreadsheet files for data tracking, budget tracking, and other project management tracking tasks
Recording and maintaining results and records of all tests or assessments as per protocol and in a manner complying with research regulations
Developing and maintaining/updating study database in accordance to sponsor and/or Pl's specifications. Assist Pl with data analyses and interpretation

Recruits and Manages Candidates for Clinical Trials

Overseeing, screening, and evaluating recruitment of candidates for clinical research studies via telephone and/or in person
Using objective rating techniques to identify potential candidates for participation in study where project design is complex
Overseeing recruitment and enrollment of participants, providing information on study objectives and constraints
Performing informed consent process throughout the study and continuously educate participants on study processes and procedures
Obtaining verbal and/or written informed consent, Health Insurance Portability and Accountability Act (HIPAA) authorization, and background demographic information from patients
Performing day-to-day activities related to conducting and overseeing participant interviews and follow-up
Coordinating study participant randomization to treatment, works closely with the Research Pharmacy on study drug provision
Identifying study adverse events and side effects, symptoms which might require intervention or referrals

Research Project Support

Assisting supervisor with managing the routine, day-to-day activities, and administration of the project
Analyzing processes and documentation to ensure compliance with all technical, regulatory requirements, and information safety regulations
Conducting quality assurance evaluations for project data and clinical research instruments
Providing technical guidance to research staff regarding regulations, policies, and procedures applicable
Responding to general inquiries from program participants, staff, and other stakeholders
Managing participant compensation, maintain compensation records, and prepare invoices or electronic funds transfer for reimbursement of participants
Assisting in the development of clinical research standard operating procedures/policies and implementation of administrative procedures
Organizing and maintaining all study documents for management, data, record keeping and/or compliance purpose
Administering screening, advisory and approval processes for the organization's health science research program
Performing a variety of duties to maintain specialized data and implement study design.

THIS POSITION IS PART-TIME ONLY AND DOES NOT LEAD TO FULL-TIME EMPLOYMENT. THIS IS NOT ENTRY LEVEL FOR AN ECONOMIST POSITION.

The initial average hours per week will be 16 to 32 hours to start depending on workload and training requirements. Work schedule will vary week to week depending upon work requirements. This is not a job for a person who needs full-time work or who cannot be available for work when required, which includes a mix of day, evening and weekend hours as needed. Additionally, this position requires visits to retail stores, businesses, and residences to gather the required information.

Selectees must travel to the Bureau of Labor Statistics training center in Washington, D.C. or another location if scheduled for mandatory classroom training such as: One (1) week introductory commodities and services (C&S) training and One (1) week of advanced data collection. Housing training and some C&S training are accomplished through distance learning. Notice will be given of planned training events that require travel.

Economic Assistants collect prices and related statistical data on a wide variety of commodities, services, and housing for the BLS Consumer Price Index. Data for commodities and services are collected by conducting personal and telephone interviews with store managers and buyers, managers in auto dealerships, doctors, pharmacists, and other professionals. Data for the housing survey are obtained by personal visit or telephone interview with either property managers, tenants, or homeowners. Duties include, but are not limited to:

1. Visiting retail and service establishments such as department stores, supermarkets, medical offices, and hotels to collect retail price data. A limited amount of data are collected by telephone/fax, video, and websites.
2. Contacting homeowners, renters, and apartment management companies by personal visit to neighborhoods and follow up telephone interviews.
3. Collecting and entering data on a handheld computer.
4. Obtaining voluntary cooperation from survey respondents.
5. Traveling to a field office for on-the-job training and periodic meetings.

HSR seeks individuals to lead the development, refinement, and implementation of VA health systems research portfolios with a particular focus in the following domains:

1. Health informatics/Data Science encompasses big data, virtual/telehealth, and connected care including cutting edge research on advanced methods to extract information from medical records and other data sources; development of predictive analytics to improve clinical care and health system management; computerized decision support to improve clinical decision-making and reduce medical errors; use of technology including smart phone apps to collect and disseminate information to patients, development and testing of innovations in the design and use of health information and virtual health care modalities to improve access to and outcomes of health care for patients.
2. Veteran, provider, and operational partner engagement Science encompasses research on systematic incorporation of end-user input across multiple interested parties (e.g., Veterans, including their families and caregivers, frontline providers, clinical managers and other employees, leaders, policymakers, and community members) to inform all stages of research from inception to dissemination and sustainment. Research examines strategies that optimize Veteran and community engagement to improve Veteran outcomes and Quintuple Aim goals. Research studies seek to develop, test and scale novel strategies to optimize engagement of Veterans, caregivers/families, providers, communities, and other interested parties in the research process, incorporating Veteran-centered outcome and lived experience data.
3. Specific duties include analyzing the needs, strategic plans, and goals of Health system Research and making recommendations for new directions and initiatives; conducting semi-annual scientific merit review meetings; identifying and recruiting VA and non-VA scientists to serve on review committees; evaluating HSR merit reviewed projects recommended for funding and contributing to HSR portfolio management; and providing technical and other expertise based on knowledge of HSR merit review programs and procedures, to colleagues and executive staff.
   

Duties and Responsibilities:

1. Provides advice and support to managers, supervisors, and the Human Resources Officer on recruitment and placement matters for a variety of professional, administrative, technical and clerical occupations GS-09 and below and for wage grade occupations WG-10 and below. Assists in planning and administering the merit promotion and recruitment/placement program. Identifies appropriate qualification standard to be applied, validates hire authority, develops position announcements, locates position applicants, develops candidate evaluation criteria and evaluates candidate eligibility, and refers qualified candidates for selection consideration. Reviews and verifies information on requests for vacancy announcements to assure correctness. Notifies candidates of the results of their application. Maintains necessary documents associated with merit placement, applicant supply, Department of Defense (DoD) Priority Placement Lists, and Over-graded Technician Listings. Accumulates and analyzes statistics concerning recruitment and placement function such as turnover rates, quit rates, promotions, minority hire rates, hiring lag time, etc. Conducts exit interviews to identify potential program or management deficiencies. Uses information for analyzing trends, considering program adjustments, managerial/supervisory training needs, etc. Assist in conducting long-range planning for projected mission and/or organizational changes to formulate a placement plan.

2. Ensures required selection documentation and information contained thereon is correct including military compatibility; checks medical certificates and reports from references; checks security requirements; initiates select/non-select letters, etc. Counsels and registers employees in the DoD Priority Placement Program and/or OPM Interagency Placement Assistance Program as appropriate.Interprets and applies State pay setting tools such as highest previous rate rule and recruiting and retention incentives. Analyzes technician and payroll information to identify and resolve pay-setting errors or discrepancies. Sets rates of pay for General Schedule (GS) and Federal Wage System (FWS) technicians for appointments, transfers, promotions, changes to lower grade, and changes between GS and FWS pay systems.

3. Provides advice on military technician compatibility issues and delegated personnel authorities. Provides guidance to supervisors, managers and military commanders on assignment of technicians to compatible military assignments. Ensures excepted technicians maintain the Military Occupational Specialty (MOS)/Air Force Specialty Code (AFSC) commensurate with the technician position held and are militarily assigned to the unit in which they are employed. Ensures current employees in non-compatible status obtain the proper AFSC/MOS and/or correct military assignment. Assists supervisors and management in achieving compatibility. Initiates or recommends approval of appropriate waivers as required.--Assists technicians with permanent change of station moves. Initiates transportation agreements. Completes travel orders authorizing various entitlements. Obtains necessary funds from NGB or state Comptroller as appropriate. Provides counseling to employees on entitlements, rights, and obligations. Coordinates with travel offices and employees to facilitate movement of household goods. Reviews requests for extension of temporary quarters and makes recommendations for approval. Initiates transportation agreements. Completes travel orders authorizing various entitlements.

4. Assists in conducting reductions-in-force (RIF). Develops competitive levels and maintains retention registers. Evaluates qualifications and military assignment factors to reassign displaced employees. Assists in developing, coordinating, and maintaining state plans/guidance. Assists in educating commanders, managers, and supervisors on the various programs. Responds to inquiries on recruitment and placement related matters from the serviced workforce and coordinates with NGB-HR as required. Attends national recruitment and placement workshops.

• Serves as the recognized technical advisor to the installations across the command in Art of the Possible (AoP) implementation and execution.

Major Accountabilities

• Leads critique/evaluation of product design and directions for use with respect to reprocessing objectives. 

• Provides expert technical guidance, maintains local and corporate reprocessing procedures, directs/conducts reprocessing verifications. 

• Works with teams to address reprocessing challenges, design reprocessing methods, and validate methods to support project objectives.

• Develops superior cleaning, disinfection, drying, and sterilization test methods as needed to advance state of the art practices and customer needs.

• Provides QA/RA with summaries or guidance in regulatory submissions, audits, or preparing IFUs.

• Develops in-depth understanding of configuration, application, and engineering of reusable devices, establishes product families and adoption practices.

• Leads efforts to select/approve external labs as strategic partners in developing better reprocessing regimens; develops in house test methods as feasible.

Experience:

10+ years of experience in QSR/EU MDR compliant medical device development including ability to:

• Provide global technical leadership.  Influences effectively in a cross-functional environment (e.g. multi-site, NPI, customer inquiry support)

• Provide SME interpretation of: ISO 11135, ISO 11138-X, ISO 10993-X, ISO 17664-1/-2, ISO 17665-X, ISO 11607-X, ISO 15883-X, EN 13060, EN 285, AAMI ST 79, AAMI TIR 12/30, AAMI ST8, AAMI ST98, ISO 14161, EN 14885, EN ISO 11737-X, FDA Endotoxin and Reprocessing guidelines, RKI Guidance, MHP Central Sterilization supplements.

• Effectively communicate complex concepts in presentations, regulatory submissions, and in technical reports to global audiences.

• Develop reprocessing methods, lead IFU validations, resolve cleaning and sterilization concerns during development.

• Apply detailed knowledge of common microbiological and biochemical laboratory methods (sterility & disinfection testing, protein/TOC/endotoxin assays, etc.)

Responsibilities:

• Primary function is to manage activities associated with software changes for a variety of medical device systems.

• Manages/coordinates updates performed by development team, and incorporates updates to software, as needed.

• Ability to manage multiple small-scale projects, or a few larger projects at one time.

Key Responsibilities:

•        Apply in-depth knowledge of surgical instrumentation domain as subject matter expert across a range of engineering disciplines including Mechanical, Optomechanical, Lasers, Optical, Fiber Optics, Microscope and ophthalmic related Diagnostic & Visualization devices.

•        Conduct design, research, development, and process upscaling for new medical device products.

•        Investigate and evaluate existing technology and designs new methodology, materials, machines, or processes as needed for Ophthalmic medical device development.

•        Design, assembly, alignment, measurement, testing, analysis, and troubleshooting of illumination and visualization devices.

•        Perform Opto-mechanical design including lens housing design, lens bonding and mounting techniques, and opto-mechanical analysis including thermal, environmental, shock & vib, system integration and stability tolerance study.

•        Understand operation principles for optomechanical and electromechanical actuators and sensors and integrate these within complex sub-systems.

•        Generate detailed fabrication drawings with including GD&T and tolerance analysis.

•        Support medical device development activities such as prototyping and testing, pilot builds, V&V, risk assessment, and ramp-up to production validation.

•        Develop assembly and alignments fixtures for prototype fabrication and create associated processes.

•        Support concurrent engineering activities, design control and transition to manufacturing.

•        Technical lead for new product development ensuring that design activities are conducted following Alcon SOPs.

•        Derive product design requirements based on top-level commercial input.

Job Description

• Implements/enhances state-of-the-art quality and reliability systems/programs to support R&D objectives relating to instruments (excluding software).

• Reviews/critiques product designs, proposed processes, and testing regimens ensuring a rigorous focus on reliability, quality, and compliance throughout NPI.

• Leads NPI teams in identifying and executing key pre-verification characterization testing and other activities necessary for continuous product improvement and robustness enhancement.

• Provides technical expertise in challenging design for reliability and serviceability of products in development.  

• Capable of planning, performing, and documenting hands-on testing to evaluate DfR objectives (example: HALT testing, automated life tests, accelerated aging, vibration/shock, drop/abuse, PCBA stress screening, and environmental testing).

• Ensures timely completion of testing with continuous feedback to development team for ongoing design enhancements.

• Uses analytical skills in statistical analysis, tolerancing/simulation, measurement science, stress testing, reliability assessment, simulation, and design critique as appropriate to support NPI DfR objectives.

• Works with technical transfer functions to ensure timely corrective actions of design, assembly, supplier, or other production issues encountered during NPI.

• Works with project teams to produce DHF reports, verifications and validations are compliant, documented, and grounded in solid science.

Skills

• Degree in Engineering (Chemical, Industrial, Mechanical or Electrical)

• Four yrs. in R&D with primary focus on preproduction reliability and quality engineering activities.

• Proven experience in the application of reliability engineering, including:

• Some familiarity required in applying basic statistical methods.

• Must be familiar with GMP/QSR regulations.

• Some experience required in fixturing, lab testing methods and/or equipment validation.

• Proven strong learning agility required.

• 1-2 years of experience in executing process/product validation, transfer of products from R&D into manufacturing, and working on multidisciplinary teams that include all functions in the manufacturing environment.

• Proven knowledge in mechanical, electrical, or optical design principles. This person must be able to critique designs for their manufacturability and identify reliability concerns.

• Proven project management experience in a cross-functional environment (e.g. multi-site, technical development, other functions).

• MS and ASQ Certifications in Quality Engineering and Reliability Engineering strongly preferred.

• Proficient in preparing detailed technical reports and interim presentations of results.

As the head of the Rapid & Molecular Division Health Economics and Outcomes Research, you will own HEOR approach including value modeling, value-based storytelling, and value dossiers from insights to execution. What You'll Work on 

• Responsible for leadership in formulating, consolidating, and implementing HEOR strategies that advance testing and access to testing as fundamental to and enablers of healthcare and access to care. Ensure that (sub)regional HEOR perspectives and strategies are integrated to the Rapid & Molecular diagnostics Value Strategy
• Accountable to develop HEOR strategies and tactics that are evidence based, scientifically and technically valid, patient and medically relevant; of clinical, humanistic, and economical import.
• Responsible for development, management and delivery of global value dossier and review of adapted regional/local health economic, comparative effectiveness, patient reported outcomes, and epidemiologic data, and real world evidence, cost effectiveness analyses/-modeling , and Health Technology Assessment reimbursement
• Prioritize & stage development of HEOR toolset planning within investment constraints and aligned with business priorities and annual planning.
• Ensure next generation of products demonstrate value by collaborating and influencing stakeholders across different business units and divisions.
• Direct the development of rigorous HEOR models and value stories supported by market research and informed by cross functional assumptions.
• Lead and coordinate the annual HEOR Long Range Planning strategy process (OEM) including project managing, completing template deliverables, providing information inputs and strategic recommendation.

• Deliver proactive, transparent, and effective communications cadence to ensure timely dissemination of information with the executive leadership teams and matrix stakeholders.

Required  Qualifications

• Advanced Degree (MBA, MPH, PhD, MD) with consideration for MPH or other advanced degree in Life Sciences, Healthcare Economics or Epidemiology with relevant advanced industry experience
• 10+ years of experience in pharmaceutical, medical devices, diagnostics or point of care diagnostics fields with strong knowledge of healthcare industry.
• 5+ years relevant experience in at least one of the following fields: Outcomes Research, Clinical Research, Epidemiology, Health Policy
• Demonstrated robust analytical skills including financial modeling, scientific analytics, and healthcare infrastructure.– The ability to execute independently and through others while maintaining a high-standard of deliverables.
• Thorough understanding of global guidelines as they relate to HEOR and Medical Affairs, as well as expertise in global HTA/payer reimbursement and market access requirements.
• Global experience working across cultures and understanding market requirements.

• Ability to coordinate as primary CRC on at least 1-3 studies of low to medium complexity, with oversight by a manager or higher-level CRC.
