• Manages and participates in all aspects of gardens and grounds maintenance for optimal plant health and aesthetics while maximizing scientific and educational value.
• Works closely with Facilities Manager during construction projects, ensuring adequate protection for plants, soils, and existing garden infrastructure.
• Oversees plant health and integrated pest management program.
• Organizes and participates in systematic, goal-related program reviews to evaluate the effectiveness of horticultural and grounds management efforts and works with the Unit Leader to develop criteria for improvements and priorities.
• Evaluates program needs and adjusts to enhance fiscal and environmental sustainability of horticultural operations. Contributes to annual reports and development of project plans with the Unit Leader.
• Ensures horticultural displays and exhibits support United States National Arboretum (USNA) programs and priorities.
• Serves as subject matter expert, Contracting Officer’s Representative (COR), or Agency technical representative for contracts and projects at the USNA.

• Negotiate and compose technical customer test requirements into effective sled test requirements and measurements
• Manage multiple projects simultaneously
• Establish reporting timelines for post-test data processing and publish written technical reports
• Understand and communicate technical information to stakeholders across various disciplines, both verbally and in writing
• Assist in the creation and archival of accurate and timely test documentation including contract documents, test plans, safety plans, security plans, launch orders, mission reports, etc.
• Document test setup and post-test conditions
• Use a variety of software and analytic methods to deduce test conditions. Test data includes, but is not limited to Doppler radars, high speed cameras, accelerometers and angular rate sensors
• Draw conclusions based on test data and compile into a technical report

You will:

As an Operation Research Analyst, the incumbent:

• Serves as a subject matter expert for cost estimating, life-cycle cost analysis, cost modeling and the development of cost databases, risk management, and operational research.
• Uses knowledge of applying appropriate cost estimating and statistics principles and methods, as well as risk management principles, to technically complex systems.
• Provides expert advice to program and project teams in cost estimating and analysis, including project baselining and support to the program decision processes.
• Serves as a subject matter expert conducting scientifically based quantitative analysis of NNSA programs and projects to justify their cost, scope, and schedule baselines, as reported to Congress.
• Performs program analysis, including identification of key risks and issues, resource alternatives, and programmatic recommendations, informs the NNSA Future Years Nuclear Security Program (FYNSP) and budget submission under the Planning, Programming, Budgeting, and Evaluation (PPBE) system.
• Serves as a subject matter expert for the evaluation of the program/project performance, operational effectiveness, operational suitability, and estimated costs and schedules of programs and projects.
• Monitors progress identifies issues, analyzes root cause, and develops recommendations to senior level leadership.
• Provides technical and subject matter expertise to the CEPE Director, CEPE Deputy Director, the NNSA Administrator, senior leadership of NNSA programs, Congress, and other stakeholder agencies.

• Serve as center’s IH Program Manager and Subject Matter Expert (SME) for all matters regarding Industrial Hygiene.
