The incumbent serves as the Program Manager for the Office of Small and Disadvantaged Business Utilization (OSDBU). Duties include -
-Reports to and receives guidance from the Associate Administrator/Deputy Associate Administrator. Facilitates the day-to-day operations of OSDBU by resolving issues of responsibility. Provides administrative and technical supervision necessary for accomplishing the work of OSDBU.
-Issues performance plans for OSDBU leadership and assists in conducting mid-year and end of year performance appraisals.
-Coordinates the daily operation of staff activities relating to the Office and collaborates with other offices within GSA. Ensures that GSA's communications, products, and policies as they relate to their program area, are consistent with the goals and objectives of the Administrator and the Administration. Attends meetings with/for the Associate Administrator as appropriate and/or as directed.
-Handles details involved in implementing decisions reached by the Associate Administrator. Supports the Associate Administrator in being responsible for all human capital functions and transactions, working in close coordination with the Office of Human Resource Management.
-Gathers data and prepares decision papers needed by the Associate Administrator in presenting the agency's position on important issues related to the operation of GSA.
-Contacts staff and operational offices within GSA for information and reports; reviews and revises staff reports; analyzes data; and presents it in a format convenient for the Associate Administrator.
-Assigns work to staff based on priorities, difficulty of assignments, ensures that personnel and position action requests are promptly initiated when required.
-Responsible for furthering the EEO program within GSA, ensuring equal opportunity in recruitment, selection, promotion, training, awards, assignments, and special program objectives.
-Advises the Associate Administrator/Deputy Associate Administrator on the development of strategies to alleviate and/or avoid unfavorable circumstances, and provides coordination within Central Office, the agency's business lines and the regions relating to any small business activities. Has technical authority on various areas of OSDBU including program management.
-Uses considerable judgment, confidentiality, and ingenuity in interpreting the intent of policies that do exist and in developing applications to specific areas of work.
-Champions changes to acquisition regulations and policies that prohibit efficiency in the procurement process and that serve as barriers to GSA meeting and exceeding its small business contracting goals.
