Vacancies will be filled in the following specialty areas:
Independent Office of Appeals, Case & Operations Support, Business System Planning (BSP)- Customer, Program & Operation Support (CPOS).

The following are the duties of this position at the full working level.

• Knowledge of analytical and evaluative methods and techniques, both qualitative and quantitative, in order to fully assess the effectiveness of assigned program segment(s) in meeting established goals and objectives.
• Knowledge of strategic thinking, problem-solving skills, and risk management strategies in order to research and develop initiatives that support the agency and Appeals' mission and goals.
• Knowledge of the current and planned IT and IRS organization, functional roles and perspectives, operational responsibilities, project interrelationships, project flow, project workload, work processes and procedures as related to IT services and its customers in order to ensure products and services are provided in concert with customer requirements and expectations.
• Knowledge of procurement processes adequate to identify and initiate actions to establish contractual support and monitor contractor performance.
• Knowledge of the software development life cycle, the enterprise architecture, the IRS enterprise life cycle, and the Federal Information Security Management Act (FISMA) of 2002 and applicable standards and regulations to effectively assess significant issues and prioritize and manage successful execution of the projects and programs (including security) within the scope of the supervisory area.

• Assists the Area Director in the implementation of the agency's five (5) office of Government Contracting (GC) mission programs including, the Prime Contracts Program, Subcontracts Program, Certificate of Competency (CoC) Program, Size Program, and Timber Program; acting as the alter-ego of the Area Director as necessary.
• Leads the development and execution of annual SBA compliance audits (Surveillance Reviews) to assess the quality and effectiveness of a Federal activity's implementation and execution of its small business program.
• Represents the SBA independently as the Area's most senior PCR to multiple federal procurement centers (PCs) regarding procurement policy or operations which affect SBA's small business programs and small business interests. Serves as Area-wide PCR and subject matter expert (SME) for Federal procurement within the Area Office and is not limited to specific local PCs. Reviews and monitors procurement requests from all assigned PCs to evaluate their impact on small business and competition and makes recommendations to improve small business participation when warranted.
• Provides supervisory and administrative guidance and oversight to Area Office Procurement Center Representatives (PCRs), Commercial Market Representatives (CMRs), Industrial Specialists (IS), and Program Management support personnel. This includes setting and rating annual performance achievements, counseling performance, approving leave, and providing support in order that employees can effectively accomplish their work.
• Ensures all required Area Office reports are submitted correctly and in a timely manner.

The following are the duties of this position at the full working level.

• Formulates business system plans using advanced information technology and makes recommendations that influence major nationwide change in business practices and policies.
• Directs broad complex long-term studies and research projects requiring application of advanced analytical and statistical methods and the most current and advanced information technology in order to recommend extensive system upgrades.
• Analyzes new business systems and establishes measures to capture business benefits. Prepares recommendations and implements business systems plans to meet long and short-range business goals.
• Identifies and recommends business systems pilot sites, makes recommendations on discontinuing pilot programs as necessary, manages the pilot programs and provides business executives with comprehensive test evaluation reports and recommendations to improve business systems nation-wide.
• Manages and coordinates complex business systems integration in multiple agency locations.
