The Financial Analyst's duties include:

• Manages, monitors and has oversight of all financial and budget matters involving OWBO and grantees. Manages and analyzes WBC invoices for completeness and accuracy, monitors the timely submission of all invoices, including financial reports submitted in the Health and Human Services (HHS) Payment Management System (PMS) in accordance with the terms and conditions of the Notice of Award. Responsible for the oversight of multiple year fiscal monies, keeping track of each. Accountable for the timely and accurate payment of all grant invoices. Coordinates and works with GMS on de-obligations received from the finance center or OGM. Works with GMS to determine which awards are ready to close and which awards may remain open. Perform desk duties and other administrative tasks to close past FY funding obligations and agreements in accordance with prescribed directives. The Financial Policy Specialist (Director of Policy) leads and coordinates all aspects of OII's policies, regulations, rules, and legislation for the SBIC and SBIR/STTR programs.

• Develops, recommends, and interprets the national policies, objectives, and priorities of OII's funding programs consistent with the intent of national legislation and SBA's authorities.
• Develops, recommends, analyzes, and interprets national policies, objectives and priorities relating to the financial needs of high-growth, innovation, technology, and R&D-focused small businesses and designs solutions to meet these business capital needs through access to investment, federal grants and contracts, advisory services, and public-private partnerships.

This position is with SBA's Office of Investment and Innovation (OII) Investment and Innovation Ecosystem Development (IIED) Division. OII leads programs that provide the U.S. growth-oriented small business and startup community with access to financial capital, networks, assistance, and research and development (R&D) funds to build and grow small businesses and innovative startups. IIED is responsible for engaging with ecosystem stakeholders and managing the SBA Regional Innovation Cluster Initiative and the Growth Accelerator Fund Competition.

• Provides oversight of staffing and recruitment activities to ensure Delegated Examining and Human Resource Operations are conducted in a manner consistent with SBA strategic goals and policies, and governmentwide laws, rules, and regulations.
