The Medical Technologist - Quality Management Technologist serves as the Quality Assurance Manager (QA Manager) in the Pathology and Laboratory Medicine Section (PLMS) of the Overton Brooks VA Medical Center (OBVAMC). The incumbent serves as an authority to PLMS to assure compliance with inspection and accreditation requirements and regulations. Provides guidance and serves as an authority on accreditation regulations. Develops guidelines, assesses laboratory effectiveness, establishes, and maintains quality assurance and performance improvement programs. Duties include but not limited to:

• Serves as an authority on inspection and accreditation requirements and regulations to all OBVAMC Labs. Conducts desk audits or site visits, when appropriate, to assess compliance with VHA regulations, accreditation agency regulations, and PLMS policy/procedures.
• Advises the PLMS Service Chief and the Chief Medical Technologist (CMT) on quality management concerns that affect other services and the impact it may have on them.

Duties & Responsibilities:

In addition, may inspect heavy mobile artillery, small arms, powered support, optical, and other equipment or components of equal or lesser complexity.

(2) Conducts inspections, diagnoses nature and extent of equipment malfunction, and as required, performs required maintenance to restore to a serviceable condition various types of tactical computers, radio sets, etc. Uses various types of test equipment such as systems tests sets, frequency meters, standing wave indicators, oscillators, AN/GRM-122s, and other electronic testing devices to inspect equipment and components. Inspects equipment when received to determine repairs needed and parts required.

(3) Inspects equipment to determine repairs needed. Utilizes established Maintenance Expenditure Limits (MEL) to evaluate economic feasibility of repair(s). Considers a variety of factors such as cost and availability of parts, man-hours, and impact of time constraints on the mission to assess whether repair is economical. Recommends to a higher echelon to condemn equipment when the repair cost exceeds the established MEL. Prepares lists of needed repairs, parts, and man-hours authorized. Performs in-process inspections to assure that equipment is being repaired in accordance with pertinent requirements. Performs final inspection, certifying that equipment is in satisfactory operating condition, or rejects the work and returns the equipment to the repair shop with specific reports prescribing additional repairs.

(4) Inspects the full range of equipment as described above at remote worksites in support of field organizations, field units during field exercise training periods, or before major pieces of equipment are sent for repair to a supporting maintenance facility. Serves as inspector on Command Maintenance Evaluation Teams (COMET) and/or as a member of Maintenance Assistance and Instruction Teams (MAIT).

Duties & Responsibilities:
1. Performs air traffic control duties in the control tower. Directs movement of aircraft in flight and on the ground by utilizing pilot and controller reports, visual observation, and/or tower displays, or a combination of methods and in close coordination with other controllers. Under restrictive time and space limitations, formulates and issues ATC clearances and instructions to provide for the required separation and or sequencing of all IFR and VFR traffic within delegated airspace. Assigns arrival and departure runways to various types of aircraft and adjusts speed to accommodate multiple types and performance level of civilian and military aircraft to affect separation and expeditious traffic flow as prescribed by regulation. Provides assistance to both experienced professional and inexperienced student pilots within the airspace and ensures expeditious traffic flows are maintained. • You may conduct various samplings, surveys and tests to obtain pertinent data on potential problem areas, industry trends, or other issues of current interest to the Agency.
• You may perform direct, structured sampling involving Protein Fat Free (PFF), undeclared species, undeclared ingredients or suspected economic violations involving net weight or labeling.
• You may be involved in performing health and safety verification sampling and tests for detection of specific microbes (e.g., salmonella, listeria, etc.), residues or contaminants.
