• Serves as a team leader for a quality assurance team, assigning work, providing feedback, checking progress, arranging training for team members, and providing input to supervisor.
• Reviews contracts to identify specification requirements needed from contractors.

• Applying analytic principles, theories, and techniques to healthcare management and operational systems with a degree of resourcefulness and ingenuity.
• Assessing existing policies and procedures, identifying and documenting compliance risks.
• Initiating, developing, and drafting written Medical Center policies and procedures, consistent with VISN and VACO CBI directives to ensure local compliance issues are addressed.
• Gathering information, identifying and analyzing concerns of potential non-compliance with VA and VHA directives, and developing recommendations to resolve substantive problems relating to the effectiveness efficiency, and appropriateness of work operations within the CBI program.
• Conducting and coordinates CBI investigations on reported incidents of non-compliance with VHA administrative policies and directives pursuant to VHA Compliance Inquiry Policy.
• Developing appropriate monitoring and auditing processes and corrective action plans to improve the effectiveness, efficiency, and appropriateness of business practices.
• Participates in external reviews of the organization surveys (JCAHO, IG/CAP, GAO) as directed by Medical Center executive leadership.
• Completes other duties as assigned.

• Performs duties associated with the administration of the quality assurance provisions of contracts by designing, implementing, and maintaining a risk-based surveillance program and assessment plan.
• Identifies opportunities for process improvements through analysis of process measurement data.
• Serves as a member of a multi-functional or technical team. Responsible for implementing the overall Quality Program for a diversity of products and services in support of U.S. Government acquisition at one or more supplier’s facilities.
• Ensures contractor compliance with all requirements related to the design, manufacturing, repair, overhaul, and modernization of a variety of items for contractor and customer activities throughout the world.
• Independently performs audits/surveillance of contractor’s processes to ensure customer and contractual requirements are met.
• Investigates and provides data on customer complaints/concerns regarding contractor’s quality performance and processes which impact user satisfaction.
• Provides technical support to all other DCMA team members, assisting in the analysis of contract related issues to determine the best course of action to support the contractor and customers.

The Center Manager assists the Division Director, Deputy Director, Branch Managers and others in planning, management, control of the Division's activities, accomplishing the Division's goals, monitoring correspondence (including the review and coordination to ensure that deadlines are met), acting as a neutral union liaison, as well as fulfilling requests from other elements of AAM (i.e. business plans, emergency preparedness, etc.). Directs the work of subordinate employees and Supervisory Team Coordinators (STCs) within a center. The managerial duties affect center employees and supervisors, and the duties include planning; communicating the organization's vision and objectives; setting priorities, assigning responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities and/or leadership skills; approving leave; and taking, recommending, or approving corrective actions, as appropriate.

Develops and coordinates Center strategies, goals and objectives as required for the Office of Aerospace Medicine, FAA, and DOT. Coordinates strategic, program and project planning, case management, workload tracking, quality assurance, and manages office resources/requests additional resources when needed; and performs projection of short and long-term future needs. Maintains the Center's compliance and enforcement and aviation industry database inputs; also performs statistical analyses for planning, evaluation and external reporting. Applies an advanced knowledge of the technical aspects of the work directed and applies Title 14 Code of Federal Regulations (CFR), Part 120 and Title 49 CFR Part 40 as it relates to drug and alcohol enforcement programs; to conduct comprehensive inspections and investigations of regulated companies (which includes more than 7,000 entities) to determine compliance with the drug and alcohol testing regulations and ensures safety of the flying public. Reviews legal actions to ensure violations cited are supported by evidence. Reviews and approves inspection findings and reports of investigation to ensure proper disposition of each case. Monitors the overall quality and consistency of the compliance and enforcement inspections and investigations. Maintains and monitors productivity report of each Supervisory Team Coordinator to ensure timeliness of casework processing. Reviews casework and evaluates the accuracy and performance of each STC. Determines inspector training needs and ensures that all required training is completed.

Reviews stakeholder feedback, Inspection Quality Assurance Forms and the STCs Feedback forms in order to assess inspector knowledge level and developmental requirements. Participates in on-site inspection activities in order to ensure division policies and procedures are adhered to in the field. Ensures division procedures and products address stakeholder requirement and meet FAA's strategic initiative goals/objectives. Participates in discussions, and provides feedback with other Center Managers and HQ about Center performance, training and equipment needs, Compliance Philosophy (RBDM) and other initiatives. Reports to the Division Manager any difficulties in promoting or implementing FAA initiatives and provides solutions for rolling out information and direction pertaining to new requirements. Addresses any negative stakeholder feedback and takes action as needed. Monitors personnel activities to evaluate industry compliance with applicable regulations. Conducts inspections and investigations of regulated entities to determine compliance with regulations; reports to the Division Manager anything that is noteworthy to include industry trends and safety issues, or other concern that may have an impact on the division and the agency. ERM is seeking a Principal Consultant to join our Management Systems and Compliance team in Texas. In this role, you will build client relationships, develop opportunities, and manage and contribute technically to challenging Environmental, Health and Safety (EHS) compliance assurance, permitting, management systems, and auditing projects in the Oil & Gas, Petrochemical/Chemical and Technology sectors and other industrial clients throughout the Gulf, as well as other national and international locations. The successful candidate will also network with ERM's national compliance and auditing technical team to share consulting opportunities, business relationships, and the application of best practices to address client needs.

RESPONSIBILITIES:

• Provide leadership and strategic direction for expanding ERM's EHS compliance area and client base in the Texas market.  Identify and develop new opportunities, prepare effective technical proposals, and take active leadership role in developing new business with new and existing clients.  Develop and expand client relationships that generate repeat business.

• Direct strategic environmental permits/inspection and compliance assurance programs for a variety of industrial clients with complex technical/regulatory issues.  Work closely with clients and develop strong relationships to understand specific processes and develop a permitting and compliance strategy to help clients maintain maximum operating flexibility. Achieve client’s expectations for scope, budget, schedule, and quality.

• Serve as a senior technical resource on EHS compliance assurance and permitting programs, review plans, permits, and inspection documentation prior to submittal to clients and/or agencies. 

• Capitalize on existing client relationships to expand ERM’s profile and market share in the regional environmental compliance markets (through a combination of excellence in technical delivery and business development).

• Mentor junior and mid-level staff in the proper planning and execution of compliance projects, and in directing or conducting independent technical reviews of deliverable work products.

• Support the general growth and development of ERM’s global management systems & compliance and auditing services.  Collaborate with other ERM global practitioners to execute compliance and auditing projects, including participating on teams of professionals from multiple offices around the global organization. 

REQUIREMENTS:

• BS/MS in engineering (chemical, mechanical, environmental), environmental science, or related degree. PE license desired.

• 6 years of relevant experience required; 8 years preferred in environmental/compliance consulting.

• Well established reputation and recognized technical expertise by the marketplace.

• Proven experience in business development for environmental/regulatory compliance contracts, with the ability to contribute to ERM’s annual sales goals.

• Consulting experience working with SPCC, NPDES, RCRA, EPCRA, and other environmental regulations.

• Excellent communication (written/verbal), strategic thinking, negotiation, presentation, and “people” skills.

• Established relationships with regulatory authorities and large, private-sector industrial companies (potential clients) in Texas, and the Southeastern US.
