SUMMARY OF DUTIES: The purpose of this position is to provide trained and qualified Air and Space Operations Center (AOC) Command and Control (C2) warriors to augment MAJCOM deployable AOCs worldwide at the operational level of war. The state mission is to provide support to civil authorities, as directed by the Governor, for disaster relief, public safety, search and rescue, and civil defense, and Continuity of Operations. Must be trained and ready to function in a senior level position in a coalition AOC reporting to the C/JFACC at the 3-star level. Accordingly, must direct all actions that prepare unit members to perform at the operational level of war in an AOC. Responsibility to possess a working knowledge of all Air Force Weapon Systems and their capabilities, as well as a clear understanding of the systems and capabilities of other DOD components, NATO nations, and other coalition partners. This mastery level knowledge is required to sustain the development and execution of a daily Air Tasking Order for a minimum of 30 days at 500 missions per day. Due to the unique mission of the, C-MAJCOM, this PD cannot be used in any other organization.

• Determines squadron goals for long- and short-range planning and execution of all programs.
• Accomplishes, through subordinate supervisors, the mission training program.
• Provides direction and leadership to unit members, including full-time air technicians and AGRs as well as traditional Guardsmen.
• Directs organizational mission capability through a series of extensive Air Force inspections.
• There is frequent contact with senior leadership in, AMC, PACAF, TACC, NGB, and state JFHQ, often to establish policy or to advance unit operational initiatives to include reachback and Distributed Mission Operations (DMO).
• Performs other duties as assigned.

Incumbent typical work assignments may include the following:

• Provides expert advice and assistance to the Scientific Analysis (SA) Director, Laboratory Director and Deputy Laboratory Directors in Hawaii and Nebraska.

• Provides leadership to the Quality Assurance Program (QAP), implement Standard Operating Procedures (SOP) established by the SA Director, provide administrative assistance to scientific staff, and provide advice to the Laboratory Director on matters of policy and procedure as they relate to quality assurance and accreditation under the International Organization for Standardization (ISO) 17025: General Requirements for the Competence of Testing and Calibration Laboratories and all supplemental requirements of external accrediting bodies.

• Utilizes appropriate project management techniques to coordinate and develop program execution plans for routine and special laboratory projects to ensure that the organization's strategies, goals, objectives, work plans and work products and services are articulated and communicated to the team when assigning projects, solving problems and/or program issues.

• Serves as the Contracting Officer's Technical Representative regarding contracts that pertain to the services rendered by external accrediting bodies that include annual fees for compliance monitoring of the SA Directorate and fees for accreditation inspections and annual surveillance visits as well as laboratory support services contracts.

• Is the Lead Security Manager for the SA Directorate and liaises with DPAA Security Directorate officials. Incumbent is the Point of Contact with the DPAA Logistics Directorate regarding aspects of security for the laboratory.

This position is located at the Fort Yuma Service Unit, Winterhaven, California. The primary purpose of the position is to develop, implement and maintain a Compliance and Integrity program to prevent and detect violations and other misconduct, and to promote ethical conduct and a commitment to compliance with the law. The position provides support to health care management officials and/or coordinating health care operations. The incumbent reports to Deputy Quality Management Director.

• Coordinates and monitors activities of the Fort Yuma Service Unit's global healthcare compliance and integrity program. Provides guidance on incorporating compliance-related activities into the operations of the Service Unit.
• Assists with reviewing, updating, and formulating Service Unit policies and procedures regarding compliance-relate activities to ensure consistency among the various divisions. Is responsible for promoting extensive working relationships within and across the service unit lines and for planning, coordinating and implementing compliance functions.
• Assists with plans related to Quality Assurance (QA) and Risk Management (RM) programs. Performance of duties involves establishing criteria, assessing program effectiveness, investigating or analyzing a variety of conditions, problems, or questions, which affect a wide range of activities and stimulating responsive action toward the achievement of quality care.
• Conducts investigations of alleged violations of Healthcare law, standards of conduct, or any other system policies and procedures. Assists department supervisors to investigate problems, determine action, and prepare analysis and performance improvement plans.
• Collaborates with the compliance committee (or equivalent) to effectively incorporate the compliance program in the service unit committee organizational reporting structure. This requirement will also consist of appropriate information and reporting system so that the Service Unit Executive Committee may exercise timely and informed judgments concerning the Service Unit's compliance with the law.

SUMMARY

The Quality Assurance (QA) Manager is responsible for the implementation and management of operational quality assurance processes.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

Reviews and evaluates program deliverables to ensure adherence to company and customer quality standards to include the test and evaluation of courseware products supporting documentation.

 Participates in establishing software quality standards for life cycle, documentation, development methods, testing, and maintenance. 

Develops and implements courseware/systems testing standards and procedures and conducts tests.  Documents and analyzes test results, and makes recommendations to improve overall quality. 

Assists with project planning activities associated with software engineering projects.  May provide quality-related training. 

Responsible for aiding in own self-development by being available and receptive to all training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output. 

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers.  Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources.  Will immediately correct any unsafe conditions to the best of own ability.

EDUCATION/EXPERIENCE

Bachelor's degree in a related field of Quality Assurance Management and a minimum of five (5) years’ relevant QA management experience, or equivalent combination of education/experience.

May need a government clearance.
