Job Description

Research Fellow position is open in the research group of Assistant Professor Zhao Lin, at the Department of Electrical and Computer Engineering, National University of Singapore (NUS).

The Research Fellow will work closely with the Principal Investigator (PI) on theories and applications of learning-based control. The project will investigate and develop both deep reinforcement learning algorithms and conventional robust adaptive control methods, to develop safety-critical learning-based control algorithms that leverage the advantages of both model-based and model-free methods. In particular, the developed algorithms will be demonstrated through robust control of drones.

The initial appointment duration is 12 months, which can then be extended based on an evaluation at the end of the initial appointment.

The candidates will be responsible for conducting theoretical research and algorithm development. The candidates are expected to help the PI supervise junior PhD students as well.

The candidates should have a Ph.D. degree from a reputable university, with expertise in robust adaptive control, reinforcement learning theory, collision-avoidance trajectory optimization, etc.

A successful candidate should have a solid mathematical background (such as in calculus, linear algebra, optimization, etc.). Strong publication records in leading journals and conferences are required.

Qualifications

• Possess a Ph.D. Degree in either Electrical Engineering or strictly related (e.g., Mathematics, Computer, Communication, Mechanical, or Information Engineering).
• Have substantial research experiences in robust adaptive control, reinforcement learning, learning-based control, model predictive control, etc.
• Possess a strong academic record proved through coursework (especially math-intensive courses) and projects during his/her undergraduate and doctoral studies.

Under the general direction of the Principal Inspector or Supervisory Principal Inspector accomplishes the following duties:

A. Technical Administration

On a continuing basis, ensures assigned organizations are properly and adequately organized, staffed and equipped; establishes and conducts adequate training programs; maintains record keeping systems; and facilities and ensures procedures meet all regulatory requirements.

Chairs joint Federal Aviation Administration (FAA) and industry meetings. Maintains regular contact with organizations assigned and coordinates with top management officials. Responsible for conducting enforcement investigations and preparation of final reports and recommendations on disposition. Conducts investigations of public complaints, congressional inquiries, and aircraft incidents and accidents. Provides verbal and/or written technical assistance to legal counsel, testifies at court trials and formal hearings, and gives dispositions.

Coordinates minimum equipment list (MEL) approvals with the principal inspector. Takes enforcement action in instances of noncompliance with the MEL.

Coordinates with geographic inspectors for the accomplishment of non-routine air carrier surveillance.
Assists Principal Inspector in the planning and implementation of certificate holders surveillance via usage of the appropriate safety system.

B. Certification

Approves/accepts or disapproves/rejects manuals and revisions to such manuals. May require amendments to previously approved manuals to accomplish the following: correct any conflict with regulatory requirements; eliminate unsafe practices: and/or improve the specificity of instruction.

Evaluates training programs to ensure that they meet the requirements of 14 CFR. Approves or disapproves these training programs including flight simulators, training devices, or other such equipment used in these programs.

Approves/disapproves designation of check airmen and makes recommendations on the appointment of designees.
Evaluates operations and facilities by on-site inspections and review of reports by geographic inspectors or others. Negotiates changes essential or desirable in their policies and procedures. Determines the appropriate methods and/or plans for securing corrective action and determines through on-site inspection or inspector reports the effectiveness of any action.

Evaluates and approves/disapproves requests to operate under conditions not previously authorized and may prescribe additional conditions and limitations as appropriate.

DESCRIPTION

The Regulatory Compliance Manager reports to the Project Director and shall be responsible for the effective design effort and coordination of the Sub-Contractor's discipline engineering professionals. The Regulatory Compliance Manager shall ensure that all de-signs comply with the requirements of the Work; that all Work is efficiently and effectively executed in accordance with the criteria, specifications and standards listed in the CONTRACT; and that the designs comply with safe and reasonable standards as accepted within the offshore oil and gas industry. The Regulatory Compliance Manager shall be responsible for his/her scope of work as given below:

DUTIES & RESPONSIBILITIES

• Develop Regulatory Permits & Consents Compliance Plan for the project including all active and passive statutory and Classification compliance requirements.
• Review Compliance Plan with Client and Class Authority, and report as necessary.
• Monitor changes in regulations to ensure the project is designed and installed to satisfy the correct edition of statutory and Classification requirements.
• Inform all disciplines of Regulatory and Classification requirements.
• Monitor the submission of Regulatory Compliance documentation and maintain master file of all Regulatory Permits & Consents.
• Monitor the issue of acceptance or permits by the Regulatory bodies and Classification society.

REQUIREMENTS

• Minimum educational requirements of a Bachelors’ and/or Masters’ degree in Mechanical / Chemical / petroleum Engineering or equivalent.
• Direct experience working on FPSO projects.
• Experience working with regulatory bodies in West Africa, China, and Europe.
• Minimum 15-18 years’ experience, with Oil & Gas projects (fixed installations and FPSOs), with significant experience working as a Project Manager or Lead Engineer.

As a Theater Aerospace Operations Command an Control Officer, GS-2101-13, you will monitor and oversee the planning, organization, and supervision of all unit programs required by Air Force, Major Command, and ANG regulations in the training and employment of the force level Air and Space Operations Center (AOC) weapons system. The Operations Director must ensure AOC weapons systems personnel are capable of operating in a United States-only, North Atlantic Treaty Organization (NATO), or a tailored alliance environment. The incumbent requires mastery level knowledge of air campaign strategy, combat plans, and combat operations. Must be trained and able to function in a senior level position in a joint/coalition AOC reporting to the Joint Force Air Component Commander (JFACC) at the 3-star level. Accordingly, the incumbent must direct preparation for members to function at the operational level of war in an AOC. This responsibility mandates a working knowledge of all Air Force Weapon Systems and their capabilities, as well as a clear understanding of the systems and capabilities of sister services, NATO nations, and other coalition partners.
