The incumbent will be an entry-level analyst and work with an audit team in a developmental capacity to conduct reviews of the efficiency and effectiveness of Department of Transportation programs. The incumbent makes key contributions to a variety of possible products, including audit reports, briefings to DOT leadership or congressional stakeholders, and management advisories. The incumbent conducts all assigned phases of the audit in accordance with Generally Accepted Government Auditing Standards (GAGAS).

The incumbent will be responsible for assisting with:

preparing a comprehensive plan to guide the work, including the methodology for examining and testing (such as using statistical and/or judgmental sampling) of records and internal controls to determine the degree of efficiency and effectiveness of programs;

researching pertinent laws, legislative history, regulations, contracts, and internal controls to ascertain the purpose, scope, and objectives of the assigned program or function; the manner in which the program or function is conducted; and the nature and extent of management authority and responsibility for the program or function;

conducting site visits at field locations to gather evidence, based on the approved work plan;

conducting interviews with program officials at Headquarters and/or in the field;

analyzing quantitative and/or qualitative evidence gathered to identify potential findings;

writing sections of the debriefs to senior OIG management and drafting written products summarizing the results of the review, including potential findings and recommendations for program improvements;

preparing work papers that provide support for key findings and potential recommendations;

conducting entrance and exit conferences with the audited agency and conducting follow-up inquiries to evaluate the adequacy of corrective actions taken on prior audit findings; and,

supporting the team in issuing final written products that adhere to high quality standards and reflect internal OIG management review and comments received from the audited agency.

The work of this position primarily involves program audits. The incumbent, a professional auditor trainee, works with a team leader in a developmental capacity, to determine the effectiveness and efficiency of organizations, programs, and activities applicable to the Department of Transportation programs.  

The audits may cover the relevance or appropriateness of program objectives; the extent to which a program achieves a desired level of results; factors inhibiting satisfactory performance; alternatives for carrying out the program; the adequacy of management controls; and the validity and reliability of reported program effectiveness.

The incumbent of this position applies professional accounting and auditing knowledge, standards, and principles in performing an objective and systemic examination of pertinent information and documentation such as records, management reports, management controls, and policies and practices affecting the outcomes and results of the transportation programs.

The incumbent research conducted, laws, legislative history, regulations, contracts, and management controls to ascertain the purpose, scope, and objectives of the assigned program or function; the manner in which the program or function is conducted; and the nature and extent of management authority and responsibility for the program or function.

As a member of an audit team, the incumbent assists in all phases of audit work - planning the audit, conducting the audit, and preparing the final product.

The GS-07 equivalent is the trainee level in the area of auditing. • Supervises a geographically dispersed staff located in several field office locations and comprised of at least 20 criminal investigators and support personnel.
• Responsible in dealing with senior officials of various International, Federal, State, and local law enforcement agencies, Defense Criminal Investigative Organizations, industry representatives, and professional societies.
• Analyzes requests for investigations and determines which should be initiated, curtailed or terminated from the standpoint of jurisdiction, investigative priorities, complexity, costs involved, manpower requirements, other law enforcement agencies.
• Plans, directs, coordinates, and develops special investigative techniques including undercover and initiative operations, consensual monitoring, and use of the IG subpoena.
• Manages a security program within DCIS jurisdiction and conducts asset protection surveys of DoD installations to assure the protection of classified or sensitive information from unauthorized access, sabotage, compromise, theft, or vandalism.

• Oversee the administration. Management and conduct of all cyber-investigative activities, field support programs, and applicable support systems (e.g., case management, evidence tracking) within your assigned Cyber Team.

If selected for this position, you will be responsible for planning, directing and conducting complex investigations of suspected fraud, waste, and abuse, and mismanagement in programs of DOT, as well as a variety of proactive investigations, including fraud prevention and detection surveys. You will determine the scope and depth of the investigation, analyze and evaluate evidence; and on the basis of findings, prepare investigative reports. Investigations require frequent travel and may occasionally require undercover and surveillance work. Investigations will typically involve violations of the Department's programs and regulations with respect to contract and grant fraud, illegal transportation of hazardous materials, aviation safety, and motor carrier safety. Results of investigations may form the basis for criminal or civil prosecution by the Department of Justice; withholding funds from a state or grantee; administrative personnel actions by DOT; or changes in practices and/or procedures by DOT.

If selected for this position, you will serve as the principal advisor to the Special Agent in-Charge and be responsible for directing and supervising a staff of criminal investigators in the accomplishment of investigative activities aimed at uncovering suspected fraud, abuse, and mismanagement in programs of the DOT as well as a variety of proactive investigations.  In addition, you will be responsible for providing professional leadership and technical and administrative supervision to subordinate employees.  You will establish and maintain liaison with officials within DOT and other federal departments; determine the scope and depth of investigations; review reports of investigations; and represent the agency in meetings.  Investigations require frequent travel and may occasionally require undercover surveillance work.

Independently manages a complex legal portfolio supporting OIG audits, investigations, and other critical OIG activities. Resolves difficult and complex legal and factual issues with minimal supervision, to participate in policy-making determinations that affect OIG operations, and to interact with senior agency officials, intergovernmental counsel, Justice Department attorneys, congressional aides and members of the public.

Independently represent the agency in administrative litigation before the Equal Employment Opportunity Commission (EEOC), Merit Systems Protection Board (MSPB), Office of Special Counsel (OSC), the General Accountability Office (GAO), the DOL-Board of Contract Appeals (BCA), and other forums as required. Develops and presents agency's litigation position from initial complaint or charge until conclusion of the administrative and appellate processes.

Develops litigation strategy based in administrative or judicial litigation involving complex and difficult legal issues requiring interpretation of statutes and regulations often with little to no precedents. Responsible for independently preparing the Government's case from pre-trial practice, including expert and general witness depositions, and gathers full information pertaining to the case.

Provides expert advice related to civilian personnel law, including EEOC, MSPB, and OSC matters. Provides expert legal advice and assistance to OIG leadership, senior management officials, supervisors, and the servicing personnel office regarding the interpretation and application of civil service personnel laws, rules and regulations as they pertain to OIG personnel and management.

Independently performs-and also instructs and advises colleagues and junior attorneys on appropriate methods and sources of-legal research in connection with OIG-related portfolio involving the agency's most complex or novel issues. Conducts extensive analysis of federal and state law, court decisions, legislative hearings and committee reports; and analyzes factual and legal issues while managing multiple projects and under tight deadlines. Written and oral communication must be appropriate to the audience.

Examines and evaluates proposed legislation for the OIG. Prepares or reviews proposed regulations and regulatory guidance and amendments to existing regulations and regulatory guidance. Determines impact of legislation and regulations on scope of OIG operations and authority. Prepares or reviews congressional testimony and other responses to congressional requests for information.

Provide legal support to the OIG on appropriations law, the implementation of the Freedom of Information Act (FOIA), the Privacy Act, the Ethics in Government Act, the Records Act, and other related statutes, implementing regulations, and executive orders.
