General Duties The post holder will participate in the rota for provision of in-hours Call Support to System Flow meetings, once appropriate training has been received. Communication The post holder will be required to maintain constructive relationships with a broad range of internal and external stakeholders in order to identify data quality issues and seek to find solutions Work with clinical leads and informaticians and systems managers to ensure that they understand the importance of, and give due priority to good data quality Present information and issues, explaining highly complex issues, to a wide range of internal and external stakeholders. To support the workstream lead in developing a system network of data quality links offering support to clinical collaboratives via this network and via this network promote the awareness of the Data Quality Agenda. Work with different staff groups in setting and maintaining appropriate data quality standards specific to their needs and to introduce regular reporting that is meaningful Supports the development of a culture that values diversity and promotes equality and inclusion.Data Quality workstream The post holder will be responsible for ensuring that the Intelligence Centre programme supports data collection across the system that meets all national, regional and locally agreed data quality targets. The post holder will be responsible for the implementation and management of ICS Data Quality Improvement Policies and Plan. The priorities for this plan and policies will be set by the Intelligence Centre Programme Board. Progress against the deliverables in the Data Quality Improvement Plan will be reported back to the Intelligence Centre Programme Board & the Digital Delivery Board Escalations of issues regarding achievement of activities within timescales should be via the Data Quality workstream lead, who will further escalate via liaison with the Intelligence Centre Senior Project Manager Lead the implementation of the data quality processes, policies and systems. And work to ensure they are established enabling data entered into the Information Centre assets to be accurate, relevant and timely. To work with different staff groups across the system in implementing and maintaining appropriate data quality standards and policies specific to their needs and to introduce regular reporting that is meaningful where required. Work with the System Intelligence function within BNSSG ICB in the implementation of new or changed policies and processes to ensure alignment across this programme of work and wider ICB/system Data Quality and Standards work. And contribute to policy or service changes in area beyond the immediate Data quality workstream. To fulfil the role of this function the post holder will provide expert advice on the development of policies and recording of NHS data standards and investigate complex enquires and provide support, advice and direction as required. Maintain and improve the quality of the data handled through the Intelligence Centre through regular inspection, audit, evaluation and feedback. To identify additional targets set by new national initiatives and to advise the Intelligence Centre programme on actions required to meet both these and existing targets. Organisation and Planning Participate in relevant Information Centre project planning, update and delivery meetings. Contribute to short, medium and long term Information Centre programme plans and achieving quality outcomes. Manage all workstream project update returns, including planning and workforce returns. Support workstream lead in identifying interdependencies across projects/functions, potential impacts on wider organisation, resource requirements and building in contingency and adjustments as necessary. Liaise with the Intelligence Centre Senior Project Manager to effectively plan and manage work package activities.Service Development and Research Support Intelligence Centre wide system to ensure information is properly managed and best practice is shared across the team, Directorate and the wider NHS organisation. Contribute to performance improvement, taking a lead for identified areas where agreed. Lead the implementation of Data Quality improvement programmes, in accordance with programme and sector priorities. Mapping the data collection processes across the system that are key to the Intelligence Centre programme and working with colleagues in different organisations to propose and develop improvement policies and improve such processes where appropriate. In conjunction with the workstream lead review and revise as necessary working practice, polices and processes associated with data collection in order to achieve high standards of data quality. Work with clinical colleagues to assist in the delivery of high quality useable data to inform national and local agendas that drive better information available to clinicians. Establish system for logging data quality issues, including method of resolution and where appropriate identifying common training requirements.Finance and Resources Support workstream lead in all aspects of the workstream budgets.Leadership and Management The post holder will manage the Intelligence Centre Data Quality team ensuring all HR processes are followed. To deputise for the Data Quality & Standards workstream lead as and when required. The post holder will be responsible for managing end to end work streams, implementing the data quality policies and proposing policy changes in other work areas for the Information Centre. Required to work independently to gather requirements and identify appropriate contacts and resource across the system. They will be required to manage the contributions of staff outside of the team and will provide regular updates to senior managers and clinicians. Anticipate and highlight risks to delivery of work to customer expectations and devise solutions. They will manage their own and the teams personal and professional development, seek opportunities for further development and skill enhancement and solicit constructive feedback to improve performance for themselves and the wider Planning & Intelligence directorate. They will build personal networks, recognising the value of other team members in enhancing overall performance and will encourage and enable contributions from across the team. Take a lead in the coordination of training & development and recruitment activity across the Team.Information Resources Develop and implement data collection systems that will provide accurate and timely data. Utilise technology to manage and automate communication and task management across ICS partners. Be able to extract data from multiple information systems, to provide complete and robust reports at a senior level within the organization (or liaise with experts who can extract data) Drive the investigation of data recording anomalies and to highlight areas of good practice or improvement. Interpret national guidance to implement changes to or introduction of new data recording items and changes to working practices. To act as an expert within the area of data quality and outputs, including knowledge of data standards, patient pathways and local and national requirements.
